A BRIEF HISTORY OF SDI IN TURKEY-I The history of SDI in Turkey dates back to the mid- 1980s. The most recent relevant development is the establishment of the General Directorate of Geographical Information Systems (DG GIS) in the Ministry of Environment & Urbanization.

A BRIEF HISTORY OF SDI IN TURKEY- II The NSDI scene in Turkey had been scattered for a long time. While until recently various institutions have been producing spatial data, only some of them contribute to EXISTING SPATIAL DATA HARMIONIZED DATA SETS AFTER THE COMPLETION OF NSDI the spatial data infrastructure in Turkey. Over the past years, several initiatives were taken to develop components of the NSDI and to implement INSPIRE. More recently, the Ministry of Environment & Urbanization began coordinating the implementation of the INSPIRE Directive & SDI at the national level.

MILESTONES IN THE HISTORY OF SDI-I 1980s The first attempt to build SDI: Gen.Com.Map.-topography 1990s Data on altitudes, administrative boundaries, centra of settlements, and data bank for geology were the initial examples of SDI: DG Min. Research& Exploration, Data Bank for Geology 2003 The State Planning Organization (SPO) coordinated some Action Plans for Turkey e-transformation Project. The establishment of a national geo-portal infrastructure is one of the sub-actions of the Project. 2006 The SPO assigned the establishment of the national geo-portal infrastructure to the Ministry of Public Works & Settlement (MPW&S) 2008 The preparatory studies perpetuated 2010 A feasibility report on building the infrastructure for the national geo-portal was completed

MILESTONES IN THE HISTORY OF SDI-II 2009 Setting a task on relevant works for establishing Turkey National Geographical Information System (TUCBS) to the MPW&S 2009 Establishment of the Department of Informatics & GIS 2011 Establishment of the Ministry of Environment and Urbanization as well as General Directorate of GIS as (a result of reorganization of former MPW&S and Ministry of Environment & Forestry)

STATE OF PLAY-I In addition to the key stakeholders, many metropolitan municipalities and other municipalities developed their spatial data infrastructure by using various GIS based programs. Some universities make also valuable contributions to the SDI in Turkey by various research projects and data centers. Over the past years, several initiatives were taken to develop components of the NSDI and to implement INSPIRE. More recently, the Ministry of Environment & Urbanization began coordinating the implementation of the INSPIRE Directive & SDI at the national level. The Ministry runs two main projects:turkish NSDI and Urban Information Systems

OVERALL ASSESSMENT OF SDI IN TURKEY BENCHMARKED AGAINST THE INSPIRE DIRECTIVE-I Many public institutions are very well aware of a need for SDI in Turkey. Stakeholders are increasingly collaborating. Some problems still persist in SDI, such as lack of coordination among institutions; no standardization with regard to the reference system, data format or exchange of data; data duplication; limited number of spatial data in digital format; very limited interoperability; lack of expert personnel and budget; difficulties in share data.

OVERALL ASSESSMENT OF SDI IN TURKEY BENCHMARKED AGAINST THE INSPIRE DIRECTIVE-II In terms of INSPIRE standards, the General Directorate of GIS plays a coordinating role. Key stakeholders have been producing spatial data in accordance with the data sets in Annex I and II of the INSPIRE Directive. Many of them are served in accordance with the standards of OGC, such as WMS and WFS. Data sets that are relevant to the Annex III are going to be served by using the data prepared for the Annex I and II.
