Since then, the Ethiopian Electric Power Corporation (EEPCO) submitted a revised Procurement Plan and is finalizing its procurement packages and bidding documents to be issued Page 1 of 7
to start implementation of the project. Many of the procurement packages are in advanced stages of preparation and as the contracts are signed and implementation initiated, the team expects disbursement to increase even further. On the credit line component - the Development Bank of Ethiopia (DBE) has finalized its POM with comments and clearances from relevant parties. DBE held a kick-off project meeting with the project stakeholders to start its access-to-finance scheme for the private sector and micro-finance organizations under the project. Currently, DBE has already received loan application request from private sector parties totaling over US$2M (primarily from solar lighting importers). DBE expects the approvals and consequently the disbursement to take place within the coming quarter. The Just in Time Study on EEPCO FM issues was discussed with the GOE, however, there has been limited progress on the issues related to the recommendation of the report. The delays in submission of EEPCO's Audit report continue to stall progress on portfolio wide projects. EEPCO submitted a draft financial viability plan on June 16, 2013 for FY14, however, it has not yet responded to Bank's explanatory comments on the plan. As per the dated project covenants, EEPCo was supposed to appoint internal auditors and a financial adviser. However, EEPCo is yet to identify suitable persons for these positions. An upcoming Bank Implementation Review Mission will discuss the key project implementation issues with GOE.
