INSPIRE Conference 2017: Thinking out of the box GEO-Government in Baden-Wuerttemberg Strategy on INSPIRE-Coordinates, Nodes and Standards Dipl. Ing. Dieter Heß Ministry of Rural Affairs and Consumer Protection Conference Session on e-government applications Strasbourg, September 6th, 2017 1 Folie 1

Folie 2 INSPIRE-Conference 2017: GEO-Government in Baden-Wuerttemberg 06.09.2017 What is the political context of SDI in BW today Agreed by the Government of Baden-Wuerttemerg on 15 th, July 2017 Start-Up- Culture Geo information Open Data Industry 4.0 Privacy Proctection Digital Education Data Security Data Open Government Intelligent-Mobility SDI as one core component of digital state services for the public Virtual Reality Digital Health Citizen Participation E-Government Open Source WLAN-Access-Points Glass Fibre

How to build up the SDI for digital@bw Baden-Württemberg Area 35.752 km² Population 10,87 Mio. Upper Administration Districts 4 Upper Planning Districts 12 Counties 44 Municipalities 1101 More than 10 Ministries More than 100 subject domains More than 1000 Players having geodata of overall interest with high usage potential and using itself geodata from other players! Involving the players for building up the SDI as part of INSPIRE and GDI-DE needs a strategy! Folie 3

What is the starting situation Law on Spatial Data Infrastructure 17.12.2009 in implementing the INSPIRE-Directive Heddesbach (500 E.) Heidelberg (150.000 E.) Stuttgart (590.000 E.) SDI-specific duties are difficult! SDI-chances are unknown! no GEO-knowledge available! very different situation! Titisee-Neustadt (12.000 E.) Biberach (33.000 E.) high technical SDIrequirements (costs)! no money for such a SDI! Quelle: Dr. Stephan Königer, Stadt Stuttgart other political priorities leading to less acceptance for SDI! Not everybody having relevant spatial data have the power to participate! => Working together is the key! Folie 4

How we work together Subject specific definition of thematic Nodes for SDI (INSPIRE) for providing spatial data of state and local level via webservices Water, Waste, Soil, Contamination, Nature Protection, Emissions Geodesy, Topography, cadaster Agriculture, Forestry, Nutrition, Consumer Protection, Land Development Preservation (Buildings, Art, Archaeology) State and Regional Planning Geology, Ressources, Mining Traffic, Transport, Network IT- Provider dvv BW IT- Provider Nodes using only a few powerful IT-centers Folie 5 Our purpose: Nodes to decrease the costs and to increase the benefits!

Subject specific definition of thematic Nodes for SDI (INSPIRE) for providing spatial data of state and local level via webservices What should be done next Urban Planning Land Value Social Infrastructre Human Health Rescue Services Demography Civil Protection Supplying Facilities, Disposal Fishery Folie 6 Further nodes are necessary for a lot of other data themes, even beyond INSPIRE!

INSPIRE-Conference 2017: GEO-Government in Baden-Wuerttemberg 06.09.2017 Example: Urban Planning How to establish a SDI-Node European users National, regional and local users and the municipalities itself 1 SDI-node (using a powerful IT-center) Producing - INSPIRE Metadata - INSPIRE View Service - INSPIRE Download Service - INSPIRE Data Model Producing - XPlanung Metadata - XPlanung View Service - XPlanung Download Service - XPlanung Data Model PlanzV 44 counties Check each plan according to German law and Data- Standard 1100 municipalities (cities, towns, villages) Creating plans in XPlanung- Standard according to German law and upload data Folie 7 Working together all players with their main competences is the key to have success!

INSPIRE-Conference 2017: GEO-Government in Baden-Wuerttemberg 06.09.2017 What is our contibution for digital@bw Politicians Authorities Companies Reasearch institutes Citizen Access at any time at any place Topography Data Subject Specific Data Cadaster Data Building an accessible database containing all important spatial data for E- Government- Applications Uniform Coordinate Reference System (CRS) of highest quality Folie 8 A common database for E-Gov-Apps needs a uniform Coordinate Reference System (CRS)!

INSPIRE-Conference 2017: GEO-Government in Baden-Wuerttemberg 06.09.2017 Which CRS are used for regional database Baden-Württemberg German Triangulation Network 1990 (DHDN90) / Gauß-Krüger-Meridian- System (GK3) INSPIRE European Terrestrial Reference System 1989 (ETRS89) / Universal Transversal Mercator Projection (UTM) Transformation plus Quality-Improvements 19. Century 21. Century Elimination of existing tensions in the old CRS Direct use of GNSS-techniques in cm-accuracy for cadaster purposes without using local fix points only using the official GNSS-Positioning System = less time, higher efficiency Folie 9 Using the European CRS in original datasets, especially in topography data and cadaster data!

What is the procedure of transformation (1 st step) Identical points having coordinates in DHDN90/GK and ETRS89/UTM Folie 10 Measuring of 450.000 identical points with high accuracy (GNSS-positioning)!

What is the procedure of transformation (2 nd step) Unconstraint Adjustment (least-square-method) Using the identical points in both systems (7- parameter-transformation plus membran model) DHDN90/GK DHDN90/LatLon Shift values NTv2-Procedure National Transformation version 2 ETRS89/UTM Plane conform coordinates ETRS89/LatLon geographical coordinates Calculation of shift values in a regular grid! Folie 11

What is the procedure of transformation (3 rd step) Bilinear Interpolation Each point in a cell of the grid is transformed by bilinear interpolation adding the shift values in longitude and latidude DHDN90/GK DHDN90/LatLon Shift values NTv2-Procedure National Transformation version 2 ETRS89/UTM Plane conform coordinates ETRS89/LatLon geographical coordinates parcel 4711 DHDN90/GK ETRS89/UTM Lat Lon Lat = Lat ETRS - Lat DHDN Lon = Lon ETRS - Lon DHDN Interpolation of all points! Folie 12

Anzahl Punkte INSPIRE-Conference 2017: GEO-Government in Baden-Wuerttemberg 06.09.2017 What is the procedure of transformation Example: Test of the optimal grid for cadaster purposes Differences transformed / measured NTv2 [250m] NTv2 [100m] NTv2 [50m] better than 3cm [%] 98,09 99,67 99,80 better than 2cm [%] 87,16 96,44 98,92 better than 1cm [%] 46,32 67,65 81,13 8000 7000 6000 NTv2-Grid-Dataset 5000 4000 3000 2000 250 m 100 m 50 m 1000 0 0-0,5 0,5-1,0 1,0-1,5 1,5-2,0 2,0-2,5 2,5-3,0 3,0-3,5 3,5-4,0 4,0-4,5 4,5-5,0 Differenzen in [cm] 5,0-5,5 5,5-6,0 6,0-6,5 6,5-7,0 7,0-7,5 7,5-8,0 8,0-10,0 Folie 13 A grid with a equidistance of 50 m guarantees 99 % better than 2 cm = cadaster purposes!

Which grid is the right one for transformation Topography Data Cadaster Data Extent: Grid: Germany 6' * 10' (17 x 18 km²) Accuracy: Decimeter - Meter Volume: 85 kb BeTA2007 (German Transformation Model for ATKIS 2007) Extent: Baden-Württemberg Grid: 1,5' * 2,5' (50 x 50 m²) Accuracy: Millimeter - Centimeter Volume: 1,4 GB (24,3 Mio. points) BWTA2017 (Baden-Württemberg Transformation Model for ALKIS 2017) Folie 14 Topography and Cadaster Data will be transformed simultaneously at February 1 st, 2018

How to transform the subject specific data Transformation of subject specific data: environment, traffic, planning, Topography Data transformed Using the NTv2-Grid BeTA2007 for data based on topography data Subject Specific Data to be transformed Cadaster Data transformed Using the NTv2-Grid BWTA2017 for data based on cadaster data Using the same transformation model with the same NTv2- grids via (INSPIRE) Transformation Service via native GIS-Functions for Transformation and other Software Tools (FME) via Database-Functions for Transformation Folie 15 Subject Specific Data will be transformed later - with the same transformation grids!

INSPIRE-Conference 2017: GEO-Government in Baden-Wuerttemberg 06.09.2017 Where is the advantage for digital@bw Politicians Authorities Companies Reasearch institutes Citizen Access at any time at any place Topography Data Subject Specific Data Cadaster Data Building an accessible database containing all important spatial data for E- Government- Applications Uniform Coordinate Reference System (CRS) of highest quality Folie 16 The whole database is referenced in ETRS89/UTM prepared for INSPIRE and E-Government-Apps!
