Introducing Geospatial Components into GSBPM Janusz Dygaszewicz 11 13 April 2018 Geneva - ModernStats World Workshop 2018

The proposal of the GSBPM model improvement in terms of spatial component of the statistical production process Statistics Poland -> a comparison between the GSBPM and the national business process model has been carried out. Findings: The important areas are not included in the GSBPM, although they are important and necessary in the actual production process introduced in practice after last census. The analysis revealed shortages of the GSBPM model, which essentially concerned statistical data spatial aspects from the stage of designing the data collection, geocoding, analysis and providing geospatial characteristics of statistical. 2

The proposal of the GSBPM model improvement in terms of spatial component of the statistical production process Statistics Poland -> a comparison between the GSBPM and the national business process model has been carried out. Statistics Poland suggest that the current GSBPM model should be modified by adding the following new sub-processes: Phase 2: sub-process 2.5a Design geocoding frame, & data collection"; Phase 4: sub-processes 4.1a Geocode frame & " and 4.3a Geocode collection"; Phase 6: sub-process 6.2a Prepare spatial analyzes & maps"; Phase 7 sub-process 7.2a Manage spatial analyzes & maps using GIS. 3

The proposal of the GSBPM model improvement in terms of spatial component of the statistical production process Conclusion: The introduction of new subprocesses would enrich the model with a spatial component of the statistical production process, which will allow a better understanding of spatial data as well as its role and place in the modernisation of the statistical production process and the standardization of methodologies merging statistical data with spatial data. 1 Specify Needs 1.1 Identify needs 1.2 Consult & confirm needs 1.3 Establish output objectives 1.4 Identify concepts 1.5 Check data availability 1.6 Prepare business case 2 Design 2.1 Design outputs 2.2 Design variable descriptions 2.3 Design collection 2.4 Design frame & 2.5 Design processing & analysis 2.5a Design geocoding frame, & data collection 2.6 Design production & workflow 3 Build 3.1 Build collection instrument 3.2 process components 3.3 components 3.4 Configure workflows 3.5 Test production 3.6 Test statistical business process 3.7 Finalise production Quality Management/Metadata Management 4 Collect 4.1 Create frame & select 4.1 a Geocode frame & 4.2 Set up collection 4.3 Run collection 4.3 a Geocode collection 4.4 Finalise collection 5 Process 5.1 Integrate data 5.2 Classify & code 5.3 Review & validate 5.4 Edit & imput 5.5 Derive new variables & units 5.6 Calculate weights 5.7 Calculate aggregates 5.8 Finalise data files 6 Analyse 6.1 Prepare draft outputs 6.2 Validate outputs 6.2 a Prepare spatial 6.3 Interpret & explain outputs 6.4 Apply disclosure control 6.5 Finalise outputs 7 Disseminate 7.1 Update output s 7.2 Produce 7.2 a Manage spatial using GIS 7.3 Manage release of 7.4 Promote 7.5 Manage user support 8 Evaluate 8.1 Gather evaluation inputs 8.2 Conduct evaluation 8.3 Agree an action plan 5
