Sven Beyersdorff June 14th 2018 Baltic 2030: Bumps on the Road - How the Baltic Sea States are performing on the SDGs

Aims of report Why did we do this? Understand performance of 11 countries in the Baltic Sea and Nordic region across the 17 Sustainable Development Goals (SDGs) Identify challenges & discrepancies in performance across the region Use results of analysis to inform strategy and prioritization of activities of CBSS and NCM Distribute report to generate discussion and allow other actors in the region to use and learn from results

SDGs as unifying agenda, enabling measurement of progress Agreed upon by 193 UN members in 2015 Bold and ambitious guiding posts for action (can be seen in analysis results) 17 SDGs, 169 targets, 232 indicators complex, but allowing comparison across countries Around the world, governments both national & local, private sector & civil society are embracing goals and aligning activities to SDGs Regional and sub-regional frameworks can facilitate the effective translation of sustainable development policies into concrete action at national level Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 3

Methodology Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 4

SDG Index and Dashboard: Starting with a baseline & measuring progress Created by Bertelsmann Stiftung & Sustainable Development Solutions Network (SDSN) not affiliated w/ UN Analysis of SDG performance across 157 of 193 member states All CBSS states included Based on 99 indicators for which data is available Report includes actual data and normalized values to allow ranking for comparison Country-level measurement, but indicators applicable for regions & municipalities Indicators on spillover-effects included Most complete available source for SDG implementation on country level Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 5

Our approach Overall comparison across Selection of five SDGs & 1 eleven countries 2 Indicator level analysis 3 Seven Avenues for Action identified Mapping of SDG performance across all 11 CBSS member countries Dashboard provided with Green, Yellow, Orange, Red colour rating Three challenging SDGs and two discrepant SDGs selected Indicator level analysis and context provided Based on findings, seven Avenues for Action for macroregional collaboration identified Guide activities of CBSS and NCM as well as BSR macroregional actors Informed by stakeholder involvement Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 6

SDG 8: Unemployment rates in focus Takeaways Unemployment rates vary across region, Germany, Iceland and Norway on top Youth employment rates higher than rest of work force across all countries and discrepancies between countries more clear Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 14

SDG 11: Air pollution and rent burden Takeaways Discrepancies in levels of air pollution across cities Varying levels of rent burdens highest in most developed countries Generally high levels of access to piped water Few indicators available, lack of data for indicator 11.c Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 15

SDG 12: Challenges on several indicators Takeaways High e-waste generated across region, in Norway 3x as much as in Russia Strong differences in Municipal waste across region Generally too high reactive nitrogen production footprint Highly varied net imported emissions of reactive nitrogen Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 16

SDG 13: Energy-related CO2 per capita Takeaways Strong challenges regarding CO2/capita emissions Mixed picture on imported C02 emissions: highest levels in Finland, Lithuania, Sweden Low levels of vulnerability to Climate Change Effective Carbon Rate high: showing region struggles with creating green growth Baltic 2030: Bumps on the Road Stockholm June 14 th 2018 17
