Environment Monitoring Report No.10 1. I t odu tio 1.1. Ge e al 1 This environmental monitoring progress report covers the activities performed under Hai River Estuary Area Pollution Control and Ecosystem Rehabilitation Project (the Project) in the second half of 2017, covering implementation of the environmental monitoring plan (EMP). This report is prepared by the implementing consultant (AECOM) with the assistance of local environmental protection and monitoring authorities, as well as Project Management Office (PMO) set under Harbor Economic Park Administration Committee (EA). 2 AECOM reviewed the updated Environment Management Plan for a few times, and submitted the Chinese and English versions to PMO on December 20, 2014. 3 The original construction scope of the project are: (i) wastewater management and pollution control, including building a new WWTP and water reclamation facilities at the south coast of Hai River estuary; (ii) sediment pollution treatment at Hai River estuary, in which the polluted sediment component (SED-CW-01) was no longer financed by ADB, the other two remains; (iii) ecosystem restoration at Hai River estuary; (iv) building an Environment Monitoring and Emergency Response Center (EMERC) in HEA; (v) storm surge disaster prevention. 4 The first contract of civil works of this project was awarded on Apr. 26 2010. The project contains 34 contracts, including 1 ICB, 25 NCBs, 4 NBFs, 2 shoppings and 2 consulting services. At the end of this reporting period, 10 contracts for civil works for wetland, breakwater and polluted sediment treatment subcomponents are implemented. The wetland and breakwater subcomponents have completed environmental acceptance, and started operation. 5 By Dec. 31, 2017, 31 contracts have been rewarded, 18 have been completed, and 13 are being implemented. The total awarded contract value is about CNY 1,024 million and USD 1.204 million. PMO prepared this report in accordance with the implementation of EMP in the awarded contracts. 6 This report contains the following contents: (i) the implementation of environmental mitigation measures; (ii) environment monitoring and assessment of the two subcomponents under operation; (iii) environmental monitoring and assessment of the contracts under construction and conclusion and suggestion. 1.2. P oje t I t odu tio 7 The total cost of the project estimate is USD 249 million, including ADB loan in amount of USD 100 million (40.16% of total cost). The rest (59.84% of total cost) is provided by domestic counterpart fund. There are 5 subcomponents: (i) Wetland (ii) WWTP (iii) Sediment dredging (iv) EMERC and (v) Breakwater. The location of the five subcomponents is shown below: 1

I t odu tio of E i o e t Status 1.3.1 Natu e E i o e t 8 Tianjin Binhai New Area (TBNA), the impact area of the Project, is located at the estuary area of Hai River Basin, on the top of the Bohai Gulf, on the east of the central area of Tianjin, and in the centre of Circum-Bohai-Sea Region. It is near the eastern starting point of Asia-Euro Continental Bridge and is the key access to the sea for the neighbouring inland provinces. TBNA contains Tanggu, Hangu and Dagang administrative districts with a total area of 2,270 km 2 and a population of 2.02 million. 9 TBNA is characterized as plains and coastal areas, encompassing 153 km of coastline, 3,000 km 2 of coastal area, more than 700 km 2 of wetlands and 1,200 km2 of untapped alkaline land including the Changlu Salt Field, the best known source of natural sea salt in PRC. 10 Similarly as Tianjin, TBNA has a semi-moist warm temperate continental monsoon climate while the four seasons are distinct and average temperature of the whole year is 12.6 C. The hottest month is July, during which the average temperature can reach 26.5 C. January is the coldest month; its average temperature is -3.3 C. The annual average precipitation is 566 mm. The wind directions are predominantly NNW in winter, SSW during the summer months, and North in autumn. The annual average hour of solar radiation is 2731.9 h. The non-frost period is 236 days from 10th of November to 18th of March. 11 TBNA has important natural resources such as oil, natural gas, salt. It has proven oil reserves of over 10 billion tons, natural gas reserves of more than 193.7 billion cubic meters. 1.3.2 So iet a d E o o De elop e t 12 Since the reform and opening up, tremendous changes took place in TBNA. A large number of foreign capitals were introduced, made TBNA the area whose economy increased most rapidly in North China. The pillar industries of TBNA are electricity, electronics, petroleum, marine chemical industry, automobile, equipment manufacturing, petroleum pipeline, steel, biotechnology, new energy and new materials, as well as the green economy, etc. The rapid development of TBNA is not only conducive to Tianjin, but also to promote the development of 2

According to strategic planning, TBNA will be developed as one of the financial, commercial and industrial centres in North China. 13 TBNA GDP in 2006 is 196 billion yuan, 45.2% of Tianjin s GDP. By 2008, TBNA s GDP is 310.2 billion yuan, which increased 23.1% compared with 2007, and 48.82% of Tianjin s GDP. By 2011, TBNA s GDP is 620.7 billion yuan, which increased 23.8% compared with 2007, and 54.9% of Tianjin s GDP. In 2011, TBNA s local fiscal revenue reached 91.727 billion yuan, and its financial expenditure reached 75.342 billion yuan, increased by 47.2% and 55.6% respectively, compared with 2010. Growth in expenditure is mainly for improving public health, education, social welfare, affordable houses, water supply and sewage treatment, garbage disposal, and ecological protection. 14 With the rapid economic growth, resident s living standard continue to go up in TBNA. In 2016, Annual income per capita of the employed persons was 91,780 yuan, increased 68.21% compared with 54,562 in 2010. Disposable income per capita was 42,869 yuan, increased 42.76% compared with 30,029 in 2010. 2. P oje t I ple e tatio 15 Since 2010, three of the five subcomponents, wetland, breakwater and polluted sediment treatment subcomponents, have been completed construction and been in operation period. In addition, the civil works of the EMERC has been completed and most of the equipment has been installed. A small amount of equipment is being tendered. There are some contracts have been completed tendering and awarded in the WWTP subcomponent, the contractors have mobilized. 3. Ma age e t of E i o e t I pa t Assess e t 16 The EIA reports of all subcomponents have been approved by Tianjin EPB. During field visits and inspection undertaken for the constructed subcomponents as stated in the previous environmental monitoring reports, no significant findings that indicate incompliance with EIA requirements. PMO has required that IAs and contractors implement the pollution mitigation measures specified in the EMP during construction, and control any impact caused on air, noise and water environment. 4. I ple e tatio of Mitigatio Measu es 17 At present, the subcomponents of wetland, breakwater, and river estuary reconstruction are in operation. According to the EMR submitted, mitigation measures have been applied in accordance with the Environmental Monitoring Plan (referred to Table 1). Operation of the above 3 subcomponents does t ause egati e i pa t o su ou di g a eas, the operation reached the expected effect. 18 The construction activities during this reporting period include the construction of wastewater pipelines and EMERC. Table 1 summarizes the mitigation measures implemented before the construction, and during the operation phase of the Project. 3

Environment Monitoring Report No. 10 21 The monitoring table above is for on-going construction projects. In accordance with EMP, PMO will strictly require the IAs and supervision units, to implement environmental impact mitigation measures and environmental monitoring according to EMP, and control the environmental impact to an acceptable level. 22 Surface water monitoring work of Dagu River and Hai River Estuary have been completed in the first half of the year. Compared with the Surface Water Environment Standards (GB3838-2002), the COD at 2 positions on Dagu River were both lower than 30mg/l, which is better than Class IV standard. The water environment meets Class IV standard. Among the 4 positions on Hai River estuary, COD at 2 positions were below 30 mg/l, therefore the water environment meets Class IV standard. The pollutant concentration did not vary much by comparison of pollutants upstream and downstream of the construction sites. Conclusion can be drawn that the construction did not pose obvious negative impacts after taking proper mitigation measures by contractors. 23 During construction, TSP at both upwind and downwind of construction site of all subcomponents were lower than 0.3 mg/m 3 ; PM 10 were lower than 0.15 mg/m 3, both meet Class II standard in Ambient Air Quality Standards (GB3095-2012), which indicates that the construction did not affect the air condition significantly. 24 The daytime noise level around the construction site were 56.0~66.4 db(a), noise level at night were 46.4~49.6 db(a), both were within the limits set out in Emission Standard of Environment Noise for Boundary of Construction Site (GB 12523-2011) (daytime 70dB(A), night-time 55dB(A)). Therefore, construction did not affect the noise condition significantly. 25 The destroyed vegetation will be repaired promptly by contractors and supervision units, as required by PMO, according to the requirements in EMP. 18

Environment Monitoring Report No. 10 26 Through statistical analysis of the surface water environmental quality monitoring data within above table, and compared with Seawater Quality Standards" (GB3097-1997), it shows that the Petroleum and SS are lower than the standard limits of Class III standard of seawater and the COD is higher than Class IV standard. The comprehensive assessment of the water quality of Bohai Bay water shows it is still below Class IV standard of seawater quality. In addition, compared with the results of heavy metal detection in Dagu canal and Haihe Estuary, the level of pollution indicators did not change significantly, indicating that this estuarine reconstruction construction did not significantly affect the environmental quality of downstream waters, the implementation of various pollution prevention and control measures was appropriate. 27 Through the statistical analysis of the air quality monitoring data within above table, it shows that the sampling results of the pollutants H 2S, NH3, and odor in the air of wetland park were much lower than the limits of the control standard for the Standard of Odor-causing Pollutants in Tianjin (DB12 / 059-95) (NH3 1.5mg / m 3, H 2S 0.03mg / m 3, odor concentration 20), which suggests that the wetland subproject has no significant adverse impact on the surrounding environment during its operation. 28 According to the analysis of 4 testing results on TP and TN of wetland in above table, the TP concentrations of wetland are 0.16mg/L, 0.18mg/L, 0.17mg/L, 0.16mg/L respectively, which are lower than the Class III limits (0.2mg/L) of Environmental Quality Standard for Surface Water (GB3838-2002), thus it is classified as Class III; while the TP concentrations are 2.38mg/L, 2.31mg/L, 2.30mg/L, 2.28mg/L respectively, which are higher than 2.0mg/L, and cannot meet the Class V standard, and is about the same as the water qualities in 2016 and the first half 2017. Therefore, it is suggested that more attention should be given to the operation of wetland in the future. 29 According to inspection of the landscape of wetland, the plantation coverage is above 80% and the plants growth is in good condition. 23

In order to fulfil the tasks of the Project, all relevant agencies designated special personnel to be responsible for environmental management, monitoring, and supervision. Their responsibilities and interactive cooperation are clearly defined in the established system. There are two IAs under the Project, namely Harbour Industrial Park Construction and Development Company (HIPCDC) and Tianjin Lingang Port Group Company (TLPGC). The structure for the environmental management is shown in Figure 2 below. The environmental management system has been improved and strengthened progressively in this report period. All awarded civil contractors have been managed with personnel designated for environmental management, monitoring, supervising and reporting for the components under construction. 31 The assignment of environmental management institution and staff is show in Table 3. Environment Monitoring Report No. 10 33 Reduction of water pollutants discharge: Tianjin Lingang Industrial Park Sembcorp Wastewater Treatment Ltd. Co., and Tianjin Veolia Bohuayongli Water Affairs Ltd. Co. have completed the reconstruction projects, they will ensure water quality meet Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant DB12/599-2015 Class A Standard by January 1 st, 2018. 34 Lingang district Safety Commission fully played its monitoring role to make sure the enterprise entities to fulfill their responsibilities, by relying on monitoring by the city and district and professions from the intermediaries, to continuously implement various types of safety and environmental protection monitoring and reviews. Specific environment improvements including coal control actions, industrial pollution control, odor control for WWTP and dust control were implemented. Such actions further improved the environment quality for HEA, thereby comprehensive benefits have been achieved. 35 In the year of 2017, in the area of city appearance environment improvement, HEA Social Development Bureau arranged the Integrated Law Enforcement and Environment Sanitation Departments to enhance the management for city appearance and environment protection orders, on the basis of daily cleaning and maintenances for city roads, to emphasis on cleaning for various types of garbage from unknown sources, to timely remove and clean pollution from construction; by enhancing environment sanitation, using 3 vertical and 4 horizontal Yingbing road network as the key area, by road cleaning inside HEA all day long; and by increase of the intensity for greening and landscaping. Meanwhile, HEA has also strengthened the ecological environment improvement this year, by taking specific actions including improving environment monitoring and warning system, and supervision and monitoring system, implementing air quality improvement and river ate ualit i p o e e t, et., ADB p oje t E i o e tal Mo ito i g a d E e ge Co t ol Ma age e t Ce te as o pleted; it appea a e i p o e e ts e e i ple e ted fo ke areas including demonstration roads improvement in 7 main roads including Huanghe Avenue and Bohai No.10 road; and intelligent equipment industrial park optimization; greening and beautifying for key areas was continuously been implemented; Lingang Ecological Wetland Park Phase II project was also initiated. 7. Co lusio s a d Suggestio s 36 It is concluded from the monitoring data that the impacts of the subcomponents which under construction are minor and meet relevant standards after taking mitigation measures according to EMP, impact is within acceptable level 37 Subcomponents under operation are working well and meet the designed values. Impacts of operation are minor and no adverse environmental impacts have been caused on surrounding areas. 38 IAs have finished the design and procurement of some contracts for Wastewater Treatment, part of sewers and drainage pipelines, and EMERC. There are 4 civil works contracts under construction. During project preparation stage, attentions should be given to the integration of mitigation measure implementation and environmental management. As the contractor is determined, PMO and the project management departments should strengthen the training for the contractors and supervision companies to enhance their awareness of environmental protection, enhance implementation of EMP, and ensure effective application of mitigation measures. In the meantime, environmental monitoring should also be enhanced. For example, monitoring should be carried out according to the Environmental Monitoring Plan. The monitoring results should be analysed in time. In case any incompliance is identified, remedial measures should be adopted to reduce adverse impact. EMP and Environmental Monitoring Plan should be updated based on actual situation to ensure safe construction and stable operation. 28
