Marine data sets organized in GIS environment PROJECT of BG Ports Infrastructure Company - https://misbs.bgports.bg Monitoring and Information system of the Black Sea (MISBS) financial support of Norwegian Financial Mechanism 2009-2014 within the Green Industry Innovation Programme Bulgaria. MIS of Black Sea is realized by consortium STEMO ESRI in the form of web portal, supporting multiple specialized web GIS applications. One of the main objectives - the establishment of a spatial data infrastructure for monitoring the environment in the Black Sea and the coastal area for the Bulgarian institutions. Potential applications The geospatial sea state forecast together with the satellite information can support: the European Border and Coast Guard Agency FRONTEX (Malinowski, 2016) in their operations to prevent irregular migration at the external borders in the western part of the Black Sea. NATO naval exercises in the Black Sea for maritime rescue and search operations of Executive Agency Maritime Administration, Maritime Rescue Coordination Centre Other end-users 14

Recommendations To increase the use of GIS tools for the management and integration of climatological, meteorological and other environmental data obtained from different sources To increase the availability of relevant, harmonized and high quality geographic data at EU and national level to support implementation, monitoring and evaluation of community policies Implementation of INSPIRE Directive (interoperability, integration, open-data) Steps toward open data policy (county policy, group policy) GIS oriented products (vector, shape) 16

Conclusions Beyond the Project MISBS regular reviewing of the warning system performance, receiving the user feedback, and identifying problems and actions needed for an improvement improvement the basic set of standard operating procedures between NIMH, end users, and communities at risk building institutional capacities for the application of warning information products in decision-making INTERAGENCY INTERACTION and COLABORATION is very important task to narrow gaps and to develop disaster risk management plans using a coordinated approach EC - ESA joint strategy to establish a European capacity to provide operational information for monitoring and management of the environmental and for civil security 17
