MOTIVATION & BACKGROUND (1/4) Rural Community Development Many remote areas and rural communities are facing with the problems of population decrease, lack of labor and job opportunities, and low average income. Since Taiwan Forestry Bureau started the Community Forestry Initiative in 2002, hundreds of communities had participated in the program, and most of the communities focused on developing ecotourism. The objectives of ecotourism are to utilize the natural and cultural resources to promote economic development of rural communities, and at the same time minimize possible impacts to the ecological environment. 3
MOTIVATION & BACKGROUND (2/4) Community-Based Resources Investigation Traditional method of field data collection usually requires well-trained investigators, and vast amount of man power, time, and costs. Limitation of useable resources affect the coverage of field investigation both spatially and temporally. Community-based self-research may fill the gaps that can not be fulfilled by using traditional methods. 4
MOTIVATION & BACKGROUND (3/4) VGI (Volunteered Geographic Information): humans as sensors that voluntarily create, assemble and disseminate geographic data (Goodchild, 2007). Compared to investigation conducted by professional investigators: Volunteered participants help reduce the costs of resources investigation Investigating a wide range of resources within local communities more quickly and effectively 5

RESEARCH OBJECTIVES (1/2) Adopt the concept of VGI to encourage the general public to collect field data and to participate in resources investigation for local communities. Through public participation, let the residents have better understanding about the current status of ecological environment and cultural resources in the community. Developing a procedure that can be executed by residents of local communities for continuing investigation. 7

METHODOLOGY (1/3) Creating a spatial database PostgreSQL: a leading open-source objectrelational database management system (ORDBMS). Attribute of field data Time of investigation Latitude and longitude coordinates of locations Images of species, cultural resources Descriptions Use GDAL, Python, and PostGIS to develop tools for data manipulation and mapping. 9
METHODOLOGY (2/3) Developing APP for smart mobile devices Web development technologies:html5, CSS3, JavaScript, jquery Mobile, etc.. PhoneGap a cross-platform software for developing mobile apps that can run on major mobile operating system platforms such as Android, ios, and Windows Mobile. Google Maps API (Application Programming Interface): display, query, manipulate the map dynamically within web pages and mobile APPs. 10
METHODOLOGY (3/3) Developing Web-based GIS Establish websites for communities using Django, an open source web framework developed using Python. Build web-based database management tools for investigation data upload, query, display and management. Using OpenLayers, QGIS (Quantum GIS), PostGIS and open source GIS tools to provide analysis and visualization tools for the geospatial database. 11

CONCLUSIONS From the experiences of Community Forestry project in Taiwan, we learn that proactive participation of community residents is one of the most important factors for the success of resources conservation. With local knowledge and enthusiasm, community residents are capable of collecting data more effectively and efficiently. Advantages of integrated geospatial techniques for community-based self-research include: (1) acquiring highquality data more cost effectively; (2) integrating data from various sources; (3) providing tools for analysis and visualization of spatial and temporal characteristics of field data collected by different parties. 37
