2 Background/Objective USF seeks to be included as a participating jurisdiction in the Hillsborough County Local Mitigation Strategy (LMS) A Hazard Identification, Risk Assessment, and Consequence Analysis is required to become an accredited Emergency Management Program (EMAP)

12 Flooding / Flash Flooding History 5/2/14: 6-9 of rain flooded roads & parking lots Two rescued from submerged vehicle that drove into flooded ditch 4/1/08: Campus Recreation Center & Marshall Student Center basement flooded 8/3/15 (off-campus): 27 people evacuated by HCFR boat from two apartment buildings off of Gibson Avenue

28 Utility Failure Numerous short-term power outages on USF Tampa Campus 2/26/08: Small fire at an FPL substation in Miami-Dade County Cascading outages left 2 million without power throughout Florida Normal USF operations halted for one hour Water supply disruptions from maintenance issues or accidental main breaks

29 Civil Disturbance University campuses historically vulnerable to civil unrest Eight instances of protest/demonstration events since 1967 listed in HIRA USF Health Downtown Tampa facilities located close to Amalie Arena and Tampa Convention Center Potential for violence, deaths/injuries, property damage, disruption of normal University operations Damage to University s reputation from extensive media coverage

30 Terrorism/Active Threat Events Terrorism can take many different forms Large events held at USF Tampa Campus and near USF Health Downtown Tampa facilities 4/16/07: 32 killed/17 more injured by shooting from Virginia Tech student 8/1/66: 17 killed/31 injured by shooter on observation deck at University of Texas Media coverage may affect University reputation
