1 MASSACHUSETTS EMERGENCY MANAGEMENT AGENCY State Emergency Operations Center HURRICANE IRENE SITUATION REPORT #2 8/29/2011 6:00 AM Full Activation For additional information regarding this situation report, contact Massachusetts Emergency Management Agency (MEMA) Operations by phone at (508) /(800) or by fax at (508) Situation Reports will be updated as necessary. SITUATION: The State Emergency Operations Center (SEOC) transitioned from Partial to Full Activation Status on Sunday, August 28, 2011 in response to Hurricane Irene. 24/7 operations at the SEOC will continue until further notice. The entire Commonwealth remains under a declared State of Emergency. President Obama has issued a Pre-Landfall Emergency Declaration authorizing federal assistance including 75% reimbursement for protective measures. This assistance is for the entire Commonwealth. Image Source: Bostonherald.com The MEMA Region 3/4 office in Agawam is staffed 24/7, while Region 1 (Tewksbury) and 2 (Bridgewater) staff are operating from the SEOC. An Emergency Management Assistance Compact (EMAC) A-team and EOC support team have arrived at the SEOC to facilitate requests for assistance and assist in EOC Operations. As of 5:15AM this morning, 15 Rapid Reconnaissance Teams (RRTs) have been deployed around the state to quickly assess damage and report significantly impacted areas to local, state, and federal officials. Teams will consist of Civil Air Patrol (CAP), Department of Public Safety building inspectors, National Guard, Federal Emergency Management Agency (FEMA), Massachusetts Emergency Management Agency (MEMA), and local officials. A primary focal area for response efforts today will be the Deerfield River watershed area. MEMA and FEMA are currently surveilling the area by air and participating in a briefing and strategy session at the Greenfield Community College command center. Last night, this command center and staging area for local and state assets was established at the Greenfield Community College to act as a 1
2 command center for the Deerfield River Watershed area. Unified Command was established for the towns of Rowe, Charlemont, Buckland, Shelburne, Conway, Deerfield, Greenfield and Florida. State resources staged at this location include: a Department of Fire Services Incident Support Unit and team; a detachment of vehicles from the MA Army National Guard along with a 200 person search and rescue team; a contingent of the Massachusetts Urban Search and Rescue Task Force 1; 7 Environmental Law Enforcement boats and additional all terrain vehicles, and Massachusetts State Police off road vehicles and 2 boats. Additional assets including heavy construction equipment and technical assistance personnel are being brought in this morning to the GCC command post in order to assist communities in opening up their roadways and restoring infrastructure. WEATHER: A Flood Warning remains in effect for central and western Massachusetts. Rainfall Totals: The following are unofficial rainfall observations for Irene: Mansfield: 2.51 Methuen: 2.82 Shelburne Falls: 8.5 Tolland: 7.90 Goshen: 7.50 Norwood: 3.56 Milford: 6.00 Forecast: Weather for the rest of the week is expected to be sunny and clear, with daytime highs in the upper 70s or low 80s and overnight lows in the low 60s. High seas associated with Irene will continue subsiding today. The risk of rip currents on ocean exposed beaches will remain high through today. Rivers: Many rivers have crested or are receding, but flooding remains widespread in western Massachusetts. The Deerfield River, which is a tributary to the Connecticut River, remains the most significant concern; releases from hydroelectric dams will cause high flows to continue. The Connecticut River is expected to remain in Moderate Flood level through Tuesday afternoon. 5 INFRASTRUCTURE BRANCH: MassDOT Districts 1-3 continue experiencing significant disruption to roadway systems throughout each district and will continue emergency work today. MassDOT Highway Division, Deputy Chief - Construction has been informed of Hawley - District 1 request for temporary Bridge replacement. A rail bed has been washed out in Charlemont at S. River Rd. and Rt. 8. The owner/operator has been notified and they have contacted the Federal Rail Administration. Damage assessment is scheduled to take place today. District 1 The following roads remain closed at this time: Route 8 from Jct Route 23 in Otis to Ct State Line in Sandisfield - Flooding subsided - Closure due to trees with power line down at multiple locations - Utility notified - some roadway structure damage - must be assessed after daybreak Route 20 - Jct Rte 8 Bonny Rigg to Chester Center - Multiple roadway and structure damage - must be assessed after daybreak Route 8 Clarksburg from Henderson Road to North Adams TL feet road failure Route 2 North Adams mm 12.7 to Buckland MM Multiple roadway and structure damage - must be assessed after daybreak Route 41 West Stockbridge at Baker Street - Tree with power lines down - Utility notified Route 112 Buckland MM 36.4 to Roadway undermined Route 112 Colrain MM 46.2 Road failure at bridge abutment Route 9 Merrill Road Pittsfield from Plastics Ave to RR crossing and Dalton Ave Pittsfield from Plastics Ave to RR Bridge - Flooding Route 8 Hinsdale from Jct of Route 143 to Buttermilk Road - Flooding The following road restriction in affect at this time: Route 7 Sheffield from Lime Kiln Road to the Sheffield Depot MM 7.0 District 2 I-91 NB & SB remains closed between exits 24 and 27. Detour is via Route 5, Route 116, Route 47, Route 63, and Route 2. Route 5 in Deerfield is closed due to flooding. 5
6 Route 5 in Easthampton is closed due to flooding. Route 5 in Northampton is closed due to flooding. Route 20 in Palmer is closed at the railroad underpass Route 20 Main Street in Westfield is closed due roadway flooding and high water level of the Westfield River. Route 67 in Warren is closed due to down power lines, electric company was in Route at 4:00 PM Route 20 in Palmer is closed due to down power lines District 3 All disruptions throughout District 3 are due to utility failure. All areas will continue emergency operations throughout the day. Area 3B Marlborough & Northborough Many route 20 traffic signals have no power, traffic control devices and signs are installed as needed Southborough Several Route 9 traffic signals have no power, a generator is installed to power the traffic signal at Route Oak Hill Road, traffic control devices and signs are installed as needed at other locations Bolton Route 117 interchange with I-495, traffic signals have no power, traffic control devices and signs are installed as needed Framingham - Route 9 WB at Country Club Lane, power line down just before Turnpike off ramp to Route 9 WB, one lane is now open Route 9 WB Upton Route 140 closed at various locations due to down power lines Area 3C Charlton Route 31 traffic signals have no power, a generator is installed to power the traffic signal Area 3D Southborough - Troop E barracks power outage on generator Framingham (7W) and Westborough (6AW) - power outage - on generators District 4 No significant roadway issues to report at this time. 2 Men, Tree Truck, and Chipper on loan through MEMA worked last night to assist the City of Boston. 6
7 District 5 A number of signalized intersections remain without power and traffic control devices; stop signs, barrels and cones, have been installed at approaches and to restrict turning movements. There is one outstanding road closure in Falmouth on Route 28A. Utility company has been slow to respond to a large tree leaning across the entire roadway. MassDOT personnel are providing traffic control to prohibit motorists from attempting to drive under the tree. District foremen are reporting to their depots at 6AM to check the condition of their roadways and assess where the best locations will be for the eight returning contracted tree crews to address additional tree removal and needed clean-up. Electricians are also reporting at 6AM. They will investigate major corridors to determine status of traffic signal operation. District 6 4 Men w/ chain saws and Front End Loader on loan through MEMA worked last night to assist the City of Boston. MBTA MBTA is reporting operations at full service 05:00 hrs. Riverside parking lot closed until further notice due to tree / power lines down across entrance. Waiting for NStar crews to remove tree. Regional Transit Authorities Returned to full and regular operations. Diversions are in place on several routes, especially in Berkshire and Franklin counties. No major damage or loss was reported by any RTA, with the exception of WRTA, which sustained minor roof damage at its operations center. Regional and intercity buses have resumed service with select cancellations as the network resets and rebalances from the shutdown. Mass Aeronautics As of last evening. MAC polled approximately 10 airports and there is no major damage at those facilities. Most of the airports are without power. This will be problem at night time and during instrument flying conditions. The airports will be NOTAM closed during these times until power is restored One airport of concern is Northampton Airport. It is located alongside the CT River. The airport has flooded in past so MAC is in close contact with the airport manager and owner. Massport Worcester, Hanscom, and Logan Airports are open for arrivals and departures. Amtrak 7
8 All operations in the NE Corridor, (Boston-Washington) will remain suspended until further notice, including service between Maine and Boston. Dept. of Conservation and Recreation -DCR is currently supporting resource requests for the following communities: Bellingham: 1 Saw Crew & 1 Bucket Truck Deerfield: 6 Jersey barriers along with 3 VMS Sign boards Somerville: 1 tree crew with crane, 1 saw crew Clarksburg: 10 road signs with saw horses MA Water Resources Authority The MWRA EOC shut down at 11:00PM on Sunday and returned to normal operations. Public Utilities Updated Customer Outage Numbers: 5:00 AM Customer Outage Numbers NSTAR 98,888 National Grid 367,435 WMECO 2,752 UNITIL 2,940 Total 472,015 Outage totals have decreased by over 100,000 since the previous sitrep and continue to trend downwards. John J. Carrol Water Treatment Plant in Marlborough (Middlesex County) & Deer Island Waste Water Treatment Plant in Winthrop (Suffolk County) are on generator power as a precaution until 08/29/2011. Massachusetts Water Resource Authority (MWRA) reservoirs are still below spillway elevations. Western Massachusetts Electric de-energized the following substations because of flooding on the Deerfield River (Franklin County): Shelburne Substation located in Shelburne affecting approximately 1800 Customers and Greenfield Substation located in Greenfield affecting approximately 390 customers. The earliest that these customers can be restored is today if the water goes down at the substation. The length of time that the customers will be out of service will be updated later today. Dams/Levees Trans Canada, which operates the Vernon Dam on the Connecticut River in Vernon, VT, has increased flow starting Sunday night since the dam cannot hold back any more water. This will impact downstream communities in Massachusetts. At the request of the Army Corps of Engineers, water was diverted to the Quabbin Reservoir to relieve flooding in the Barre Plains area (Worcester County). Diversion began at 0210 at flow rate of 300 million gallons per day (MGD). Quabbin (lower spillway elev ) Wachusett (crest gate set at elev ) (operating band ) 8
9 Sudbury (crest elev ) (operating band ) Foss (crest elev ) (operating band ) EMERGENCY SERVICES BRANCH Massachusetts Environmental Police (MEP): Extraction team consisting of USAR, Fire and Rescue, Mass. Environmental Police responded to report of medical emergency. Pudding Hollow Road in Hawley. Responded to water rescue Stillwater Road, Deerfield. All parties secured from waterway by fire and rescue personnel. Maintain traffic re: road closures and bridge crossings which were impassable. Assets and personnel will remain on site as requested by SEOC staff. Greenfield Five persons removed by MEP vessels from the Greenfield Wastewater Treatment Plant due to rising waters. New Bedford Two MEP officers providing assistance to New Bedford Marine Port Enforcement and the New Bedford Police Department (Bristol County) with the broken moorings of several vessels and security. Boston/Charlestown Staffers are in the Amelia Earhart Locks in Malden (Middlesex County) and will have personnel aboard for the next 40 hours. The 3 Safeboats are secured at Admiral Hill Marina fueled and in the ready. Department of Fire Services: -Incident Support Unit (ISU) 2 operating in Greenfield -ISU 1 in Greenfield -Petersham Engine Co. & Rutland Ladder Co covering overnight in Shelburne Falls MA State Police: No additional information since last sitrep. OPERATIONS SUPPORT BRANCH: MA National Guard: 2224 personnel on duty this AM a/o 0500 MANG Current Operations: Rapid Assessment Teams Rapid post-storm reconnaissance operations (15 teams, 1 HMMWV and two service members for each team). MEMA will provide two additional personnel to complete each team. Teams will link up at pre-designated points at 0430 on Monday 29 AUG 11 Traffic Control Points 9
10 5 Traffic control points in Western Mass due to debris, washouts, high water and flooding. Air Reconnaissance Aviation support to be coordinated through the air operations cell at MEMA on order weather depending. CERF-P CERFP relocated to Greenfield IOT facilitate a coordinated response if required. Elements will be integrated into a TF available for potential collapsed structure missions if requested by communities. Sandbag mission TF Patriot units filled and palletized 4,200 sandbags on 27 AUG 11. By MEMA direction the mission remains suspended due to lack of demand from surrounding communities. Wellbeing Checks Wellbeing checks and small scale evacuation support conducted in Ashfield and North Adams Logistics: Mission to move 4 pallets of water from the DFS POD to the MMR was canceled Point of Distribution (POD) mission at the Stow DFS facility was fully operational at 1742 on 27 AUG 11 operated by a team of ANG logistics personnel. Commodities on hand include 114 pallets of water. Deliveries and types of additional commodities will be based on community requests made after the storm. O/O mission to allow Bourne FD to park apparatus at the Bourne Armory due to the fact that the Fire Department HQs is in a flood plain. Unit advises no negative impact on operations if vehicles are secured in the parking lot of the armory. Interagency Coordination: DOT for sandbagging mission DOT for use of their refueling points if required for operations around the Commonwealth American Red Cross sheltering operation planning/limited logistical support Planned and Potential Future Operations (anticipated execution timeframe of Sunday night or Monday morning): Planned Operations: Commodities distribution and POD operations Potential Operations: Debris management Shelter support (admin/logistical/and potential EMT support) Sandbag emplacement Evacuation of personnel from flooded areas inaccessible to First Responders (concerns are mainly with communities in south facing coastal areas o/a the time of high tide on Sunday AM - window of concern is 0730 to 1030 Sunday AM). Coast Guard USCG Port Update Boston - Open Southeastern New England- closed anticipate opening by 1200; overflight scheduled for 0630 by Air Station Cape Cod. 10
11 HEALTH AND WELFARE BRANCH: There are currently 28 shelters open throughout the state with a total population of approximately 318 residents as of midnight Sunday night. Voluntary Organization Teams have mobilized and are in the field. The Department of Mental Health resources are committed to all shelters as requested. Dept. of Public Health No new information since previous sitrep. ESF-17 (Animal Protection) As of 9:00PM last night the shelter in Otis will encourage people to take pets to regional locations. Volunteers will remain mobilized and they will take in animals if need be, but they are effectively closed. If nothing has changed overnight they will officially close the shelter. At 11:00PM last night, the three dogs in Whitinsville shelter checked out and the shelter closed. David Schwartz will be the SMART team contact. PUBLIC INFORMATION Mass 211 reports they have received over 800 storm-related calls. FEDERAL AGENCY SUPPORT: FEMA IMAT: Federal Emergency Management Agency (FEMA) Incident Management Assistance Team (IMAT) coordinated with MEMA regarding internet capabilities. A FEMA Mobile Communication Operational Vehicle (MVOC) was provided to take FEMA personnel off of the Commonwealth s system. The Individual Assistance Branch worked with ESF 6 to identify sheltering needs and to identify personnel for PDAs. 11
