INTRODUCTION 1.1 Licence Reporting Conditions This document reports the air quality monitoring for the loading of the MV Frontier Angel between 1520 on the 18th and 0600 on the 20th of February 2010 and MV El Condor Pasa from the 0724 to 1908 on the 20th of February 2010 at the Esperance Port. This report is required by Condition 15 of the Government of Western Australia Department of Environment and Conservation (DEC) Licence L5099/1974/12 ( the licence ) issued to Esperance Ports Sea & Land (EPSL) and dated 6th January Condition 15: 15. The Licensee [EPSL] shall provide to the Director [of the Environmental Regulation Division or other office of the DEC], no later than 14 working days after any nickel sulphide (sic) concentrate is bulk loaded into a ship, an air quality monitoring report providing the following information for the period of the loading operation: A description of the meteorological conditions during Nickel Shiploading (sic) including a wind rose; Data from the air monitoring of TEOM and HVAS samplers at sites 1, 2, 3 and 4, conducted in accordance with Conditions 9 and 11 [of the licence], including an analysis of that data; Odour monitoring undertaken and results of that monitoring; The quantity of bulk nickel sulphide (sic) concentrate loaded; A summary of the monitoring results conducted in accordance with Conditions 9 and 11 [of the licence] comparing them to the relevant licence limits and targets or relevant guideline levels; and Any actions taken as a result of the monitoring undertaken. DEC (2009) Condition 9a: 9(a). The Licensee [EPSL] shall conduct a monitoring program which measures the parameters stated in Column 4 of Table 3 [of the licence] at locations specified in Column 1 of Table 3 [in the licence], at the sampling period durations listed in Column 2 of Table 3 [in the licence] and the frequencies listed in Column 3 of Table 3 [in the licence] using the corresponding methods listed in Column 5 of Table 3 [in the licence]. The Licensee [EPSL] shall whenever Nickel Shiploading (sic) is occurring, monitor every day in accordance with the monitoring conducted in Row 3 of Table 3 of Condition 9(a) [of the licence] and have filter papers collected from the HVAS and analysed for iron, nickel, lead and sulphur (sic). 1 Tapered Element Oscillating Microbalance (TEOM) measuring particulate matter with an equivalent aerodynamic diameter of ten microns or less (PM 10). 2 High Volume Air Sampler (HVAS) measuring total suspended particulates (TSP). 5 1.2 Location of Monitoring Stations As required by the licence, ambient monitoring is being undertaken at four locations surrounding the Port operations (Figure 1). The monitor locations were chosen in consultation with the DEC and the Government of Western Australia Department of Health (DoH). For a detailed explanation, please refer to the EPSL website: Note that Site 5 (Figure 1), measuring TSP, is not required to be reported under the licence, but has been included in this report for completeness. The EPSL has an Australia Standards-compliant meteorological station adjacent to E- Sampler 7, located on the Port premises adjacent to Berth 3. This meteorological station records both wind speed and direction. ANALYSIS OF BULK NICKEL SHIP LOADING 2.1 Port Activites The MV Frontier Angel berthed on the 18 th of February 2010 at 1520 but did not commence loading BHP Billiton Nickel West bulk nickel sulphide concentrate due to winds being in the red zone (Figure 3). Loading activities commenced 2230 on the 18 th of February 2010 and ceased on the 20 th February 2010 at Approximately 10,894 tonnes of nickel sulphide concentrate bulk was loaded during this period. The MV El Condor Pasa berthed on the 20 th of February 2010 at 0750 and commenced loading at 0925 and ceased at Approximately 5,614 tonnes of nickel sulphide concentrate bulk was loaded during this period. The monitoring period in this report will refer to 1520 on the 18/02/2010 to 1730 on the 20/02/2010. The loading period in this report will refer to 2230 on the 18/02/2010 to 1730 on the 20/02/2010. The following marine vessels were also in Port during the monitoring period: Berth 1: MV Stella Jabbah (1318 on 18 th February 2010 to 1420 on 20 th February 2010) Wheat MV Amsir (1557 on 20 th of February 2010 to 2254 on 26 th February 2010) Peas Berth 3: MV Mineral China (1307 on 20 th February 2010 to 1240 on 23 th February 2010) Iron ore fines/lumps Products received/delivered other than by marine vessels, were: 71,427 tonnes of iron ore on 8 trains 928 tonnes of nickel concentrate on 2 trains 682 tonnes of nickel concentrate on 5 trucks ESPERANCE PORT SEA & LAND Marine Vessel (MV) Frontier Angel and El Condor Pasa 5

8 2.2 Meteorological Conditions Wind speed and direction during the loading period were measured by the Australian Standards compliant meteorological station adjacent to E-Sampler 7, located on the Port premises adjacent to Berth 3 (Figure 1). During the loading period the wind direction was predominantly south westerly (35% SW, 22% WSW, 20% SSW and 12% W) enabling continuous loading. (Figure 2) The maximum hourly wind speed was recorded from WSW direction during the loading period was 7.7 m/s (27.7km/h), which occurred between 1300 and 1355 on the 19/02/2010. The average wind speed for the loading periods was 4.4 m/s (15.8 km/h). The Beaufort Wind Force Scale is a measure for understanding wind speeds in descriptive terminology. A wind speed of 4.4 m/s is described as a Light winds (BOM 2010). The wind arc zones in which EPSL may or may not load bulk nickel sulphide concentrate (green and red respectively) are illustrated in Figure 2 and are documented within EPSL s internal procedures. Figure 3 shows compliance with this operating procedure. These conditions are in place in order to minimise nickel particulate emitted from the Port. The effectiveness of these procedures has been demonstrated in the absence of any exceedences since implementation of the wind arc procedure in December ESPERANCE PORT SEA & LAND Marine Vessel (MV) Frontier Angel and El Condor Pasa 6

It was determined that the Nickel West concentrate was classified as a very weak odour, and low dust, and was therefore loaded as per Section 3.1 of the procedure (EsPA 2009). 10 2.4 TEOM PM 10 Monitoring The hourly PM 10 concentrations at the four TEOMs illustrate that there was a drop in dust levels by the time loading commenced at 2200 and stayed below 40µg/m 3 during the vessel loading period (Figure 4). No nickel loading occurred while the wind was in the red zone (Figure 3). Therefore, the recorded PM 10 concentrations are considered to be from sources other than nickel loading operations. There is no correlation between wind speed and dust during the loading period (refer to Appendix B for raw data). Figure 3 shows Port throughput (tonnes/hour) and wind direction plotted against the date. Figure 4 plots hourly PM 10 concentration (µg/m 3 ) and wind speed (m/s) plotted against the date. The highest hourly average PM 10 concentration measured during the reporting period was 57.1µg/m 3 at Site 1 between 1600 and 1700 on the 18 th February At this time the wind was from the southerly (approximately 174 ) as measured at the meteorological station adjacent to E-Sampler 7. This wind direction is in the red zone (Figure 2) and has potential for Port emissions to impact on the monitoring sites. The nickel ship was berthed but no loading occurred at this time. The 24-hour average PM 10 concentrations for the monitoring period are presented in Table 2 as calculated at 1200 hours each date to coincide with the approximate time when TSP filter papers are changed. The 24-hour average licence target concentration of 50 µg/m 3 was not exceeded at any of the sites. The maximum daily average PM 10 concentration of 33.5/m 3 was recorded at Site 2 between 1200 on the 18 th February 2010 and 1200 on the 19 th February 2010 and represents 67% of the assessment criterion (50µg/m 3 ). As a further restriction to minimise ship-loading emissions, EPSL has to maintain less than 1000 tonnes per hour (tph) nominal ship-loading rate as part of its protocol. This ship loading protocol (PR026) was not exceeded during the loading of the MV Frontier Angel and MV El Condor Pasa (Figure 3). There were no exceedences of the 90µg/m 3 24-hour average concentration target for TSP during the monitoring period. The maximum recorded daily average TSP concentration of 58µg/m 3 recorded at Site 2 between 1200 on the 18 th February 2010 and 1200 on the 19 th February 2010 represents 64% of the assessment criterion (90µg/m 3) ). The source of this TSP is unlikely to be the Port given the direction of the wind is mainly blowing across the west beach peninsula towards the gauges during this period. Daily wind rose show the wind direction was predominantly south westerly (35% SW, 22% WSW, 20% SSW and 12% W). The 24-hour average licence target nickel concentration of 0.14µg/m 3 was not exceeded during the monitoring period. The highest 24-hour average nickel concentration recorded during the monitoring period was 0.006µg/m 3 recorded at Site 2 between 1200 on the 19 th February 2010 and 1200 on the 20 th February A nickel concentration of 0.006µg/m 3 represents approximately 4% of the assessment criterion (0.14µg/m 3 ). 13 3. CONCLUSIONS Analysis of the data required by Condition 15 of the licence during loading of the MV Frontier Angel and MV El Condor Pasa has been undertaken. As per EPSL operational procedures, ship-loading only occurred when the wind was blowing from within the green zone as defined in EsPA (2009). Therefore, the potential for dust and odour impacts on the town of Esperance was significantly reduced by these procedures. No odour complaints were reported to EPSL during this period. This is consistent with the low odour potential product odour assessment result. It is noted that there have been no odour complaints reported to EPSL since December 2008 because of Bulk Nickel ship loading. The licence target concentrations for PM 10, TSP and nickel were not exceeded at any of the four monitoring sites during the berthing or loading periods of MV Frontier Angel and MV El Condor Pasa. The highest 24-hour nickel concentration recorded was µg/m 3 which is 4% of the assessment criterion (0.14 µg/m 3 ). These results warranted no further emission reduction measures.
