4 Bondurant Emergency Services receives a SAFER grant from FEMA. The SAFER (Staffing for Adequate Fire and Emergency Response) Grant was established to provide funding directly to career, combination, and volunteer fire departments. The grant is to help them increase the number of trained front-line firefighters available in their communities. Bondurant City Council tasked the department heads with developing a long-term staffing plan early in While developing the long-term staffing plan it was identified early on that of course with the continued growth of our community, additional responders are and will continue to be a necessity. The SAFER Grant award puts Bondurant Emergency Services five to eight years ahead of what would have been possible without the grant. The additional personnel will allow us to better perform the fire ground tasks that need to be accomplished. Proper staffing on the scene is critical for the safety of our firefighters. New homes are more energy efficient than older homes and this causes heat to be held in the homes which then causes them to burn hotter and faster. The faster we can attack the fire, the quicker we can stabilize the incident. By having additional personnel, we can work to ensure that all of our firefighters are able to take the proper breaks and be given rehab. Without the funding of this grant, we would continue to have difficulties responding during the period when paid-per-call employees are not available. On August 20, 2018, Bondurant City Council approved Bondurant Emergency Services to accept the grant. The grant was a request to add three fulltime firefighters and 6 part-time firefighters to staffing during peak times of operation in an effort to supplement the paid-per-call staff when they were traditionally understaffed. Since that time, Bondurant Emergency Services staff have been developing pay structures, schedules, job descriptions and ultimately conducting interviews of the qualified candidates. At this time, we have decided upon January 28, 2019 as the hire date for the new employees. Over the next couple of weeks, we will be going through the orientation phase with the new hires. We are looking forward to our increased level of staffing.

5 SNOW ORDINANCE No person shall park any vehicle or permit the same to remain standing upon any public street in the City during any one of the following times or periods: The City of Bondurant Snow Ordinance shall take effect following a declaration of the same by the City Administrator or Public Works Director, however, anytime there is more than two inches of snowfall, the snow ordinance will automatically go into effect. Vehicles must be removed from any City street within one hour of the declaration and remain off the streets for the following twenty-four (24) hours after the snowfall ends. Vehicles not removed within an hour of the declaration, will be ticketed for violating the City s Snow Ordinance. After being ticketed, vehicles not removed from the City Street within twelve hours after the declaration, may be towed, with expenses for towing payable by the vehicle owner. There is no minimum accumulation which does not require removal. Any accumulation which is visible must be removed. This includes snow which blows or drifts onto a sidewalk at any time.

We wish we had enough snowplows and drivers to take care of every street right away, but our resources are limited and so we must adhere to a carefully laid out system for clearing the streets. To keep our snow removal operations as effective and efficient as possible, plows are not permitted to deviate from their assigned routes. Bus routes and arterial streets have first priority for snow plowing. Residential streets with hills of two percent or more grade are second priority. The remainders of the streets are then plowed. The plow left some snow at the end of my driveway. Can you send someone to come and plow it out? There are approximately 2,000+ driveways in the City of Bondurant. If we used all of our plows and spent just 60 seconds per driveway, it would take several days to clean driveways alone. One thing you can do to minimize the problem is to pile snow that has been shoveled from the driveway to the right-of-way. Snow should never be shoveled or snow blown into the streets. The Streets Division crews do not come back and plow out any driveways. Can you tell me exactly when my street will be plowed? Under ideal circumstances, we would be able to predict fairly accurately when we will have streets in various sections of the City plowed. As weather conditions change we often must alter our snowfighting strategy in the midst of the snow removal operations in order to control drifting snow, ice or other special problems. We cannot give you an estimate of when your street will be cleared due to ever-changing weather conditions. Why don't you use the big trucks to plow out cul-de-sacs? The varying sizes of cul-de-sacs present plowing problems ranging from difficult to impossible. A plow can easily cut an 11-foot path through the snow on a straight road surface, but trying to plow and turn the blade in a small circle in a cul-de-sac is very difficult. Therefore, endloaders with blades and buckets are used to plow most cul-de-sacs more efficiently than the large trucks. However, there are not enough endloader units for each route. The units are shared by adjoining routes as necessary. This will result in longer response times on cul-de-sacs. I once saw a snow plow parked during a bad snowstorm. Why was it there instead of on the streets working? Snow plow operators take pride in clearing the streets on their routes as quickly and thoroughly as possible. Driving a snowplow is demanding, tiring work. Common sense and good safety practices dictate that each driver should take a 30-minute break every six hours. It is dangerous, both for the snowplow driver and the public, if a fatigued driver is behind the wheel of a snowplow. It is in the best interest of the all concerned for the drivers to take occasional breaks. When is parking prohibited on city streets? During a Snow Ordinance, published on the City of Bondurant s Facebook, website, and telephone voice messaging system, along with local news providers, will require all cars to be removed from the streets for a full 24 hours from the time a Snow Ordinance is issued. What should I do if my vehicle was ticketed and towed for being illegally parked on the street during snow removal operations? The Polk County Sheriff s Department coordinates all towing operations. Have enough room (about 18 inches) on all sides of the cart for the truck s arm to be able to grab the cart, dump it and set it back down. Avoid Snow Piles: Do not place your cart on top of the snow piles. This causes carts to tip over and litter the street, and it also makes it difficult for the collection trucks to set the cart back down. Avoid Streets: Do not place your carts in the street. We realize this cleared area is an enticing place to put your carts, but it is a hazard. Carts can get hit by vehicles or taken away by snow plows. Here are some hints that apply for any time of year: 3 Feet Apart: Keep your carts three feet apart to allow sufficient room for the truck s arm to grab the cart, dump it and set it back down. If possible, place your recycling and garbage carts at the opposite sides of your driveway, as pictured. Metal Bar Faces Street: Lastly, remember to place the metal bar towards the street so that the lid opens when the cart is tipped.
