Background The Fleurieu Regional Waste Authority provides waste and recycling services for four member councils located at the southern end of South Australia s Fleurieu Peninsula: Alexandrina Council, City of Victor Harbor, District Council of Yankalilla and Kangaroo Island Council. The Authority spans a large geographical area and encompasses townships, rural and remote properties, and includes many holiday homes. The population of 50,400 (ABS 2016 Census) can increase quite significantly during peak holiday periods. Residents are provided with collection services as follows: Alexandrina Council general waste 140L, recyclables 240L and organics 240L: all fortnightly. City of Victor Harbor general waste 140L weekly, recyclables 240L and organics 240L 4 weekly. District Council of Yankalilla general waste 140L weekly, recyclables 240L 4 weekly, no organics. Kangaroo Island Council general waste 140L, recyclables 240L and organics 240L: all fortnightly. Note: Kangaroo Island has just transitioned to the above fortnightly services so the audit outcomes will generally be separately reported, as agreed with FRWA staff. This is the third kerbside audit conducted of the Fleurieu Region s kerbside bin systems (2012, 2014, 2017) and as such will enable some assessments to be made about any changes in the behaviour of residents in managing their household wastes and recyclables. This report will provide some comparisons of relevant 2014 and 2017 data. 1.1 Key Outcomes The key outcomes for the FRWA waste audit were as follows: Engage with FRWA to organise bin collections for the physical audit; Establish and manage an audit site at Yankalilla, Strathalbyn and Kingscote on Kangaroo Island meeting all WH&S requirements; Physically audit general waste, recyclables and green organics materials from household, small commercial businesses and public litter bins with consideration given to SKM recycling standards; Note: within the main recyclables categories, separate totals were established for the additional SKM items, e.g. pots and pans within Total Metal, and plastic toys and other plastics within Total Plastics. Collect and analyse the physical audit data; Provide a written report of results and any recommendations from the audit findings to include: o Reference to previous audit results where possible / relevant; o Discussion and recommendations to increase resource recovery; o Discussion and recommendations specifically for recyclables collections from small commercial businesses; o Discussion and recommendations specific to green waste collections from small commercial properties. Audit Results The 2017 Fleurieu Regional Waste Authority kerbside bin audit was conducted during the periods Monday 6 th to Friday 17 th November 2017 (mainland councils), and Monday 11 th to Thursday 14 th December 2017 (Kangaroo Island) by KESAB environmental solutions staff, according to Zero Waste South Australia (ZWSA) guidelines and FRWA requirements. Across the mainland councils, 100 kerbside bins from each of the residual waste and recyclables streams, and 80 bins from the organics stream were audited during the ten-day period 280 domestic bins. Bins were taken from all collection days and represented a range of demographics. Where possible the same households were used to source two bins during a fortnightly collection cycle. In addition, 10 public litter bins from the Horseshoe Bay area at Port Elliot, and business bins (10 each of waste and recyclables) from Ocean Street Victor Harbor were audited. On Kangaroo Island, 50 kerbside bins from each of the residual waste and recyclables streams, and 25 from the organics stream were audited 125 domestic bins. In addition, 20 business bins (10 each of waste and recyclables) from Kingscote were audited. FRWA Kerbside Audit, November/December 2017 Page 5

7 2.1 Executive Summary Overall Result The overall result across the Region from this audit was almost no change from the 2014 outcomes, and at worst a slight decline in resource recovery through the recyclables bin where the average contamination level increased from 15% to 16% during the last three years. To put these results into a broader perspective, Table 1 below compares the percentage by weight of waste, recyclables and organics categories against similar percentages from nine Adelaide metropolitan council audits conducted by KESAB to the same methodology and calculated for a 100 bins sample of each stream. The FRWA Region 2017 and 2014 data is an aggregation of mainland and Kangaroo Island results, calculated to a percentage composition, hence avoiding any issues with the different collection frequencies. Within the recyclables stream there was a slight drop in overall recycling performance against the 2014 audit results as indicated by the one percent increase in contamination. 8 2.1.2 Bin Weights and Contents A total of 4,657 kg of materials were sorted to the combined ZWSA, KESAB and SKM specified categories from household bins over the fourteen collection days; 1,413 kg of residual waste bin contents, 1,257 kg of recyclables bin contents, and 1,987 kg from organics bins. Table 2 shows this breakdown by stream, together with the volume and bin numbers, and Graph 1 shows the average fill level of household bins audited. In addition, a further 483 kg of business waste and recyclables, and street litter bin contents were sorted. Of interest though is the variation in kg/household/week across the individual streams when quantities from the various collection frequencies are normalised to a weekly rate. To further analyse these numbers, the total material presented per week for each collection cycle is tabulated below. While the weekly totals are almost identical, the two-weekly collection cycle for all streams shows a substantially improved resource recovery rate over the weekly waste and four weekly recyclables and organics. Effective community education around correct source separation (in conjunction with the Alexandrina Council collection cycle changes) probably contributed to this outcome, but in addition, experience in other councils has shown that residents are more likely to use the organics bin for food and compostable wastes if it has a one or two week collection cycle, and not left standing around to possibly smell and attract vermin. 11 There is reasonable consistency between the contents of mainland and Kangaroo Island bins, but the higher quantity of special collection materials on Kangaroo Island may reflect a lack of access (perceived or otherwise) to these services: e.g. e-waste, fluorescent globes, batteries. Within the residual waste bins across the Region, the largest landfill components on average were nonrecyclable food packaging (5% - 6%), kitty litter/animal waste (4% - 5%) and nappies (4% - 5%). These three categories appear consistently across KESAB kerbside audits as three of the main items to landfill. See Graphs 4 & 5 below for a comprehensive breakdown of landfill material from the mainland and Kangaroo Island residual waste bins. 12 2.2.1 Residual Waste Contamination by Compostable Materials Compostable materials (food scraps and uneaten, garden organics and low-grade paper) are assumed to be correctly disposed of in the organics bin as per the standard categories, and together make up 44% of the Residual Waste stream across the Region and considered as contamination. This is an increase from the 2014 result of 38% compostable materials. In both locations the largest single item at around 40% was food, both scraps and uneaten which highlights a potential opportunity to reduce landfill disposal costs if the organics bins across the Region were standardised at fortnightly collections and provided for disposal of all compostable wastes. By comparison the diversion of recyclables and garden organics from residual waste (landfill) both showed improvement from Photos 1 & 2: Uneaten food in Residual Waste Residual Waste Contamination by Recyclables The percentage by weight of recyclables contamination in the residual waste bins is almost the same level across the Region as the average metropolitan area (13% to 14%) but is an improvement of 3% against the 2014 result. The contributing items are the obvious metal cans, cardboard packaging and CDL containers, which all should represent an easily identifiable target for any education campaign. Investigate the introduction of more frequent Organics bin collections with a target to divert food and other compostable material. Introduce a focussed education campaign on reducing food waste. For example, Food Wise. Develop an appropriate community education campaign that highlights the overall importance of correct source separation, in support of specific target campaigns. 14 2.3 Residual Waste Bins Business A total of 10 residual waste bins were collected from business premises in Ocean Street Victor Harbor for audit. Similarly, 10 bins were collected from business premises in Kingscote on Kangaroo Island, and on average these bins were more than twice as heavy as the Victor Harbor bins. The weight differential was mainly due to more food scraps, paper, glass and general landfill material, but the spread of categories across both locations was consistent, with some small variations in the percentage composition. It should be noted that very few business premises in either location have green organics bins, hence the relatively high percentage of total compostable waste. A breakdown of the bin contents from the two locations is shown below. 17 The higher recyclables percentage in the Kangaroo Island result is due to larger amounts of both paper and cardboard, and glass particularly green glass from Vivonne Bay, and a lower landfill component Apart from the paper, cardboard and glass there is little difference in the overall breakdown of mixed dry recyclables in the recyclables bins with the main categories of Kangaroo Island bins shown below in Graph 10. Across individual categories a fall in glass recovery was countered by improvements in plastics and metals but note also that the glass performance may have been matched by an increase in CDL returns which are not measured in this analysis. 18 2.4.1 Recyclables Contamination The main contributor to contamination of the recyclables in both 2014 and 2017 continued to be landfill material, i.e. items that should have been put into the Residual Waste bin. This consisted mainly of bagged landfill and bagged recyclables that would not be separated at a MRF the latter should be not bagged but disposed of as loose recyclables. Special collection items (e-waste, textiles, clean film) and organics / compostables also added to the contamination, and there was quite a high level of food residue left in recyclable containers. During collection of the sample bins a visual estimate was made of how full each bin was, and in the case of Residual Waste bins, they were on average about two thirds full (see Graph1) so that does not suggest residents have any need to use the recyclables bin because their residual waste bin was full. 20 2.5 Recyclables Bins Business A total of 10 recyclables bins from business premises in Ocean Street Victor Harbor were audited. Similarly, 10 bins were collected from business premises in Kingscote on Kangaroo Island, and as was the case with the business waste bins, these Kingscote recyclables bins were on average significantly heavier than the Victor Harbor bins (7.6 kg/bin compared with 4.9 kg/bin) mainly contamination. The Kangaroo Island result was influenced by a large percentage in the Special Collections category - a relatively large quantity of clean plastic film. The Total Landfill category was also quite mixed for a business bin, with measurable quantities of bagged materials, food packaging and shredded paper. See a breakdown in Graph 11. In both cases food was the largest component of other compostable materials, although small in absolute quantity. 25 2.7 Public Litter Bins Ten public litter bins from the Horseshoe Bay area at Port Elliott were collected for audit and resulted in 45% of the contents being organics/compostable waste, 17% recyclables and the remaining 38% to landfill. By comparison with the 2014 audit of the same area, this result showed some improvement with a reduction in recyclables and increase in landfill waste. Of the recyclables, 16 items were CDL containers. Notwithstanding this slight improvement, the high profile location could be an ideal pilot site for public recyclables bins, supported by appropriate site specific advisory signs for each bin. 26 3 Glossary of Terms Broken glass: Recyclable glass pieces > 20mm and able to be recovered at the MRF. CDL: Container Deposit Legislation to give drink containers a value of 10 cents. Contaminant: Material not accepted in the particular kerbside bin stream e.g. green organics in the residual waste, food in the recyclables collection. Compostable paper: Low quality paper suitable for composting but not recycling including tissue, paper towel, serviettes and food soiled paper bags. Compostable waste: A category of waste assumed as suitable for composting and consisting of food scraps, uneaten food and compostable paper. DUD: DUD is an introduced term to capture divided properties/ semi- detached dwellings. E-waste: Anything with a battery or cord that can be collected separately for electronics recycling. FRWA: Refers to an aggregation of data or conditions from the four Councils, i.e. DC Alexandrina, City of Victor Harbor, DC Yankalilla and DC Kangaroo Island. 27 APPENDIX A - Audit Methodology (i) General The methodology for the kerbside waste audit was based on Zero Waste SA s Guide to Kerbside Performance Reporting, which requires a minimum sample size of 100 serviced tenements for each bin stream. Unfortunately, the rotation of collection schedules across the three mainland Council areas and absence of a green organics service in Yankalilla resulted in a sample of 80 bins for organics. Hence, the total number of mainland domestic bins sampled was 280; 100 residual waste, 100 recyclables and 80 organics. On Kangaroo Island, 50 kerbside bins from each of the residual waste and recyclables streams, and 25 from the organics stream were audited a total of 125 domestic bins. In addition, 20 bins (10 residual waste and 10 recyclables) were sampled from business premises in each of Victor Harbor (mainland) and Kingscote (Kangaroo Island) a total of 40 business bins. Finally, 10 public litter bins from the Horseshoe Bay area at Port Elliot were also collected for audit. Areas available to sample were limited by the timing of collections as the objective is to collect at least two samples from the same households where possible. Normal kerbside bin collections occur across five days of the week; with a mix of weekly and fortnightly waste services, and fortnightly or four weekly for recyclables and organics, depending on the Council area. Bins were labelled with highly visible stickers on the morning of the sample to notify residents that the contents would be collected separately for audit and to alert the regular collection vehicles to leave the bins for separate collection. Audit project staff labelled bins and recorded: the number of bins presented from the targeted sample the percentage full of all bins labelled for collection (estimate only) any visible contamination. One of the audit team travelled with the collection vehicle, removing stickers as bins were emptied. When a bin or bins had been collected by the waste service, or for some reason was not able to be collected for sampling, an alternative bin in the sample area was collected and the change of address noted on the spreadsheet. Appendix B provides a full list of sampled bins. (ii) Data Collection The physical bin audits were conducted at the Yankalilla Waste & Recycling Depot, Strathalbyn Waste & Recycling Depot and the Kangaroo Island Resource Recovery Centre at Kingscote. As the sample loads were delivered to the audit site, the material was manually sorted into categories as specified in the Zero Waste SA guide. KESAB has added other categories such as uneaten food, clean film plastic and pet waste to identify more options for improved diversion from landfill. A number of additional categories were also established within the recyclables data to include the broader SKM recycling standards, e.g. pots and pans, plastic toys, other plastics FRWA Kerbside Audit, November/December 2017 Page 26

28 Net weights and estimated volumes for each category were recorded manually and subsequently entered into an Excel spreadsheet. All volumes are estimates consistently recorded in vessels of known volume and allowing for some compaction of film plastics and compostable paper. A full break-down of all residual waste, recyclables and organics audit data (by both weight and volume) is included at Appendix B. Overall, eight experienced auditors undertook the audit, and all signed off on relevant WHS requirements for safe task conduct and lifting. Personal protective equipment was worn at all times on the audit site, and included overalls, high visibility vest, safety glasses, gloves and steel capped boots. Audit materials were tipped onto a tarpaulin bagged materials were transferred to a sorting table for sorting with tongs to the listed categories.
