8 Polar research definition in Norway Polar Research: Research that is carried out on the basis of material from polar areas (Arctic and Antarctica), phenomena occurring in polar areas, or research that directly aims at applications in polar areas. Arctic: The polar part of the Arctic region, including Svalbard, Jan Mayen, northern part of the Norwegian, Barents, Greenland seas and the Arctic ocean. 8

12 Svalbard a Norwegian platform for international research cooperation Research in Svalbard (RiS) for 2015: 350 institutions from 32 countries with projects and research activity Institutes from 15 nations with research facilities/stations 4 main research bases 414 active projects => Norwegian participation: 232 => Other European participation: 283 Barentsburg Ny-Ålesund Longyearbyen => Other participation: 76 Approx active researchers currently conducting field work Hornsund

13 Governmental White Paper on Svalbard (Meld. St ) Further develop the Norwegian role as host for international research in Svalbard while at the same time better utilize cooperation with the best foreign research groups. Strenghten the quality and scientific leadership of Norwegian research in Svalbard. Svalbard shall be used to support high quality research within prioritized research areas. The Government will give continued support for polar research with special priority to research in Svalbard, as well as providing measures to stimulate increased international collaboration.

15 SIOS - Svalbard Integrated Arctic Earth Observing System ( A distributed regional RI of global significance in the European Arctic Building on the existing extensive Research Infrastructure by many international partners Better coordination, integration and collaboration under a joint framework EU and RCN funding: EU Preparatory Phase funding RCN funded interim project for the period , with international partnership Coordinated by the University Centre in Svalbard (UNIS) An important contributor to INTAROS, SAON, GEOSS

16 Governmental White Paper on Svalbard (Meld. St ) Research: Major tasks in 2017 Governmental strategy for research and highter education in Svalbard - input from RCN with broad involvement of stakeholders and research actors Research Strategy for Ny-Ålesund - developed by RCN in line with the overall Norwegian Svalbard policy and the Governmental Strategy for Svalbard, developed in close partnership with the international research community Evaluation of polar research in Svalbard - carried out by the Research Council of Norway with independent international evaluation committee Establish SIOS in Svalbard - establishing a legal entity to facilitate the consortium of institutions in the SIOS collaboration. Interim project led by the University Centre in Svalbard (UNIS). All institutions with relevant infrastructure and/or data for earth system science in Svalbard, encouraged to take active part in the SIOS cooperation.

18 POLARPROG- Polar Research Programme (2011-) Primary objective Contribute to fulfil Norway s special responsibility to generate new research-based knowledge in and about the polar regions. Scientific secondary objectives A changing climate and an environment under pressure: Processes that drive climate and environmental change and their impacts on the natural environment and society; Natural resources and industrical activity: Sustainable and knowledge-based industrial and social development; Policy and Management: Knowledge-based, sound and sustainable environmental and resource management and policy development. The yearly budget available is ~ 6.5 mill.

19 POLARPROG- Polar Research Programme (2011-) POLARPROG goals: Promote integrated polar research; Promote ground-breaking Norwegian polar research; Enhance the international profile and contribution of Norwegian research groups; Foster the development of a new generation of polar researchers; Make knowledge about the polar regions more readily accessible; Increase the use and accessibility of data and research infrastructure; Contribute to that Svalbard research is given priority; Strengthen Antarctic research; Promote world-leading Norwegian polar research in areas of strategic importance CALLS: 2014: Russian-Norwegian cooperation in Svalbard, Research on ecosystem impact, Research in the Arctic, Belmont Forum 2015: Research on resource and environmental management in the Arctic and Antarctic, Indian-Norwegian research collaboration 2016: Antarctic research, Environmental contaminants and pollution in the coastal zone, ocean and polar areas (from Programme plan): Marine operations and industry development, modelling and weather prediction, Polar ocean, the polar earth system, human dimension and cultural heritage, geopolitics and law of the sea

20 The National Funding Scheme for Research Infrastructures (RIs) Budget and calls: A separate item in the national budget, with an allocation of 45 million Euro for 2016 Dedicated bi-annual calls for proposals Normally open to any RI within any discipline or research field Kjell Henriksen Observatory, UNIS, Svalbard Proposals for Norwegian participation in international RI (mainly ESFRI) should respond to the same calls as national Ris Several projects funded that are relevant for INTAROS and Arctic Observing Systems: 20

21 RCN International Strategy: Norway wants to increase is international research cooperation to: to learn from the best solve societal challenges gain access to larger markets and bigger networks Internationalisation is embedded in all RCN programmes and instruments. It is not a separate funding mechanism. Horizon 2020 main platform for international cooperation. Bilateral cooperation RCN has developed roadmaps for cooperation with 8 prioritized countries outside Europe: USA, Canada, Japan, India, China, South Africa, Brazil, Russia. Multilateral research programs - JPI s, Belmont Forum,..

Attaining this vision, requires an enhancement of Arctic-wide observing activities through coordination, integration, sharing and synthesis of data and related information.
