8 THE DYNAMIC CHANGES AND SPATIAL DISTRIBUTION OF URBAN POVERTY IN CHINA LIANG Han - mei 1,FANG Chuang - lin 2 (1. Institute of Geographic Sciences and Natural Resources Research,CAS,Beijing ,China) Abstr act: Since the 1990s, the problem of urban poverty has become more and more outstanding. Through discussing the standard and the meaning of urban poverty in China, this paper analyzed the composition of urban poor and the characteristics of dynamical changes. This paper also described the spatial distribution of China s urban poor phenomenon. According to the incidence that urban poverty takes places, all the provinces of China can be divided into 5 parts: the generally getting rid of poverty areas, low poverty areas, moderate poverty areas, high poverty areas and severe poverty areas. The thesis studied the reasons from 5 aspects: Natural conditions, economic development, industrial characteristics, educational background and employment opportunities. Then we can get four conclusions at the end of the paper. Firstly, the distribution of the urban poor had the typical regional characteristics. The poor people mainly gather in the old industrial base of central areas and western areas of China. Secondly, the jobless people are a major component of urban poor. Thirdly, the structural feature of urban poor is prominent. The poor class is vulnerable to be eliminated by the society changes. Finally, rural migrant workers in cities become the new poverty-stricken group. The cities is larger, the scale of migrant workers is greater. School of Economic Management,He Xi University,Zhangye ,Gansu,China; 2. School of Economics and Trade,Lanzhou Commercial College, Lanzhou ,Gansu,China) Abstr act: Base on the Guanzhong Tianshui economic zone data, the author firstly investigated the absolute difference and relative difference of economic growth among the counties by using coefficient of Standard Deviation and Coefficient of Variation of per capita GDP; Secondly, the author constructed and estimated the composite index of economic development of the county by employing factor analysis; Finally, the writer analyzed the spatial clustering and heterogeneity, using the composite index of economic development of the county as indicators. The results showed that the difference of economic growth of the county widened rapidly from 2001 to 2008; the economic development level is in a low and non-equilibrium spatial distribution state, the features of the dual structure, spatial clustering and heterogeneity and the center - periphery model were distinctive.
