2 This handbook is to provide coaches and administrators guidelines in case of severe weather conditions. Severe weather and emergency situations may arise at any time during athletic events. Since weather is unpredictable, you can never give exact guidelines. Good common sense should also be utilized. Severe weather is defined as any weather related situation requiring all athletes and spectators to move to safe shelter. Expedient action must be taken in order to prevent life threatening conditions. Student safety is a priority over the completion of an athletic event. Coaches and administrators are advised to review the following guidelines in order to be prepared should a severe weather situation arise. 3 Safety Policy 1. Establish a chain of command that identifies who is to make the call to remove individuals from the field. 2. Name a designated weather watcher (A person who actively looks for the signs of threatening weather and notifies the chain of command if severe weather becomes dangerous). 3. Have a means of monitoring local weather forecasts and warnings. 4. Designate a safe shelter for each venue. See examples below. 5. Use the Flash-to-Bang count to determine when to go to safety. By the time the flash-to-bang count approaches thirty seconds all individuals should be already inside a safe structure. See method of determining Flash-to-Bang count below. 6. Once activities have been suspended, wait at least thirty minutes following the last sound of thunder or lightning flash prior to resuming an activity or returning outdoors. 7. Avoid being the highest point in an open field, in contact with, or proximity to the highest point, as well as being on the open water. Do not take shelter under or near trees, flagpoles, or light poles. 8. Assume that lightning safe position (crouched on the ground weight on the balls of the feet, feet together, head lowered, and ears covered) for individuals who feel their hair stand on end, skin tingle, or hear "crackling" noises. Do not lie flat on the ground. 9. Observe the following basic first aid procedures in managing victims of a lightning strike: Activate local EMS victims do not "carry a charge" and are safe to touch. If necessary, move the victim with care to a safer location. Evaluate airway, breathing, and circulation, and begin CPR if necessary. Evaluate and treat for hypothermia, shock, fractures, and/or burns. 10. All individuals have the right to leave an athletic site in order to seek a safe structure if the person feels in danger of impending lightning activity, without fear of repercussions or penalty from anyone. Safe Shelter: A safe location is any substantial, frequently inhabited building. The building should have four solid walls (not a dug out), electrical and telephone wiring, as well as plumbing, all of which aid in grounding a structure. 1. The secondary choice for a safer location from the lightning hazard is a fully enclosed vehicle with a metal roof and the windows completely closed. It is important to not touch any part of the metal framework of the vehicle while inside it during ongoing thunderstorms. 2. It is not safe to shower, bathe, or talk on landline phones while inside of a safe shelter during thunderstorms (cell phones are ok). Flash-to-Bang: To use the flash-to-bang method, begin counting when sighting a lightning flash. Counting is stopped when the associated bang (thunder) is heard. Divide this count by five to determine the distance to the lightning flash (in miles). For example, a flash-to-bang count of thirty seconds equates to a distance of six miles. has struck from as far away as 10 miles from the storm center. Suggested Apps: WeatherBug

4 Severe Weather Chain of Command If in attendance, the Athletic Trainer will assume the role as designated weather watcher. The Athletic Trainer will communicate information to the Head Game Official, Head Coach and Game Administrator. Once the contest starts, the game official is responsible for the decision and has the authority to suspend an event. If there is not a game official, the Athletic Trainer will have the authority to suspend an event. (practice or game). School administrators will aid in the monitoring of the weather. If the Athletic Trainer is not in attendance, the head coach will assign a staff person to be the weather watcher. If a contest is suspended due to weather, the head coach is responsible to notify MISD Athletic Administration. MISD Staff Responsibilities: - Have cell phone available on field in case of emergency - Designate staff person to meet and direct EMS to scene of emergency - Have gate keys available in case of emergency - Accompany any injured student or district personnel to the - Notify parents, guardians or next of kin - Inform administration - Provide medical history when available - Complete appropriate documentation - MISD Police and Administrators must maintain that emergency entrances open and clear of obstructions during games. MISD Cold Weather Guidelines for Outdoor Athletic Practice The health and safety of our students and staff members is the primary concern of all decisions that is made in regards to practicing in extreme cold. Head Coaches must use good judgment when making decisions about practicing outdoors in extremely cold weather. The following guidelines have been established in order to provide a safe and healthy environment for our students that are participating in outdoor activities. It is the responsibility of all coaches to ensure these guidelines are being followed. Please be aware that some athletes may be more susceptible to cold exposure. Some sports are more active than others. Coaches must take into consideration athletes that are very active during practice versus those that are standing around. Athletes should be dressed in warm ups with extremities covered. Gloves and head covers are recommended when applicable. High School Wind or below 30 degrees with no precipitation: Athletes may stay outside for 45 mins with a 10 min recovery / warm up inside Wind or below 32 degrees with precipitation: Athletes may stay outside for 30 mins with 10 min warm up inside / must have dry cloths to go back outside Wind degrees with no precipitation: Athletes may stay outside for 30 mins with 10 min recovery / warm up inside Wind or below 25 degrees with precipitation: All practices will be inside Wind or below 15 degrees: All practices will be inside Junior High Wind or below 32 degrees: All practices will be inside Wind or below 38 degrees with precipitation: All practices will be inside

Spectators must be advised to clear the fields and proceed to safe shelter. In the event of a tornado alert, an announcement will be made to clear the fields and proceed to safe shelter. Evacuate the outside area as soon as a tornado warning has been issued for Midland County. Coaches will escort all athletes to the locker rooms and follow the school s emergency weather protocol. Spectators will be advised to move to safe shelter. The main building will be made available if necessary. AED Location: Northwest section of commons area (Cafeteria area).

If severe weather and / or lightning are detected, an announcement will be made to clear the fields and proceed to safe shelter. Inside Main Building Spectator Vehicles Athletes and coaches will proceed to the main building. Alamo Coaches will accommodate all visiting teams and coaches. Spectators must clear the fields and proceed to safe shelter. Tornado In the event of a tornado alert, an announcement will be made to clear the fields and proceed to safe shelter. Evacuate the outside area as soon as a tornado warning has been issued for Midland County. Coaches will escort all athletes to the locker rooms and follow the school s emergency weather protocol. Spectators will be advised to move to safe shelter. The main building will be made available if necessary. AED Location: By the doors going outside, right by the cafeteria. Just off the patio in main building.

Specific directions to locate scene: Proceed to west entrance by main building The UIL Safety policy will be followed. fields and bleachers. Restrooms Buses Personal vehicles Players, coaches, and/or cheerleaders will be directed to the field house. Dugouts are not considered safe shelter. In the event of a tornado alert, an announcement will be made to clear the field and bleachers. Field house Restrooms Coaches, administrators, and MISD Police will escort and monitor the players, spectators, and officials to the field house and have them proceed to the locker rooms, weight room, and coaches offices for safe shelter. If bad weather and /or lightning are detected, an announcement will be made to clear the courts and proceed to safe shelter. Rest Rooms Main Office Dressing Rooms Personnel Vehicles Athletes and Coaches will proceed to the Dressing Rooms. Lee Coaches will provide areas for visiting teams. Spectators will be advised to clear the stands and proceed to safe shelter. Under the stands is not considered safe shelter. Spectators may proceed to the main office, rest rooms or their personal vehicles. In the event of a tornado alert, an announcement will be made to clear the courts and proceed to safe shelter. Main Office Rest Rooms Storage Rooms All athletes and coaches will proceed to the rest rooms or main office. Dressing rooms are not considered safe shelter. Spectators will need to proceed to the rest rooms, main office or storage rooms. LHS and Bush Tennis Center Personnel will provide areas of safe shelter for spectators. AED Location: Main Office.

Specific directions to locate scene: Main entrance behind press box The UIL Safety policy will be followed. field and stadium and proceed to safe shelter. Spectator s vehicles Dugouts are not considered safe shelter. Spectators will be advised to clear the stands / bleachers. Under the stands is not considered safe shelter. Spectators may proceed to their vehicles. In the event of a tornado alert, an announcement will be made to clear the stadium and proceed to safe shelter. Evacuate the premises as soon as a tornado warning has been issued for Midland County. Spectators will be asked to leave by using the means they arrived. Coaches and athletes will proceed to their respective buses and return to their campuses ASAP. Due to the unavailability of safe shelter at this facility, an early decision regarding evacuation must be made prudently. AED Location: There is not an AED at Christensen, unless an MISD athletic trainer is present.

Proceed to restrooms, office area, any enclosed area away from doors and windows. AED Location: Front office and physical therapy center.

Specific directions to locate scene: west side of Lee High School campus on Godfrey Street between Shandon Street and Neely Drive The UIL Safety policy will be followed. field and stadium and proceed to safe shelter. Baseball field house Inside Concession building Hitting barn with doors closed Spectator s vehicles Athletes and coaches will proceed to baseball field house and hitting barn. Lee Coaches will designate an area for the visiting team and coaches. Dugouts are not considered safe shelter. Spectators must be advised to clear the stands / bleachers. Under the stands is not considered safe shelter. Spectators may proceed to their vehicles or other safe shelter. In the event of a tornado alert, an announcement will be made to clear the stadium and proceed to safe shelter. All athletes and coaches will proceed to the field house. Lee coaches will designate an area for the visiting team. Spectators will be advised to clear the stands / bleachers and proceed to the main school building. MISD Police, MISD Administrator or an assistant coach will unlock school main building area H for spectators. The hitting barn is not considered a safe area. AED Location: Football Field House or Athletic Trainer Mobile Unit.

14 Grande Communications Stadium 2. Request EMS personnel to: 718 Tradewinds Blvd. d. Specific directions to locate scene, on field: Proceed to northeast ramp entrance of stadium. Off field: proceed to gate entrance as notified. The UIL Safety policy will be followed. fields and bleachers. Restrooms Buses Personal vehicles Players, coaches, and officials will be directed to the field house. In the event of a tornado alert, an announcement will be made to clear the field and bleachers. Field house Restrooms Concession stand rooms if available Coaches, players and officials will proceed to the field house for safe shelter. Evacuate the premises as soon as a tornado warning has been issued for Midland County. Spectators will be asked to leave by using the means they arrived. Coaches and athletes will proceed to their respective buses and return to their campuses ASAP. AED Location: An MISD athletic trainer is responsible for having an AED at the game. In the event an athletic trainer is not there, an AED is located in the first aid room underneath the west bleachers, just west of the elevator entrance.

Spectator s vehicles Restrooms Clubhouse In the event of a tornado alert, an announcement will be made to clear the field or gym and proceed to safe shelter. Evacuate the course immediately and proceed in the interior rooms of the club house. AED Location: In the food and beverage office.

16 Goddard Junior High School 2. Request EMS personnel to: 2500 Haynes Ave. d. Specific directions to locate scene: Football fields: Proceed to intersection of Haynes and Ward Streets. Gymnasium: Proceed to school entrance at East parking lot The UIL Safety policy will be followed. field and proceed to safe shelter. Spectator s vehicles Spectators may utilize weight room and gym Athletes and Coaches will precede to locker rooms In the event of a tornado alert, an announcement will be made to clear the field or gym and proceed to safe shelter. Evacuate the premises as soon as a tornado warning has been issued for Midland County. Coaches will escort all athletes to locker rooms and follow the school s emergency weather protocol. Spectators will be asked to leave by using the means they arrived or the main building will be made available if necessary by an administrator. The visiting team will load their buses and depart immediately. In the event their buses are not there, they will be Escorted to main building and the administrator on duty will provide them with safe shelter. AED Location: Inside building, in main hallway, on wall outside the entrance to the main office.

Spectator s vehicles Restrooms Clubhouse In the event of a tornado alert, an announcement will be made to clear the field or gym and proceed to safe shelter.. Evacuate the course immediately and proceed to the club house. AED Location: There is no AED at Hogan Park Golf Course.

Specific directions to locate scene Football Fields: South side of campus Gymnasium: Proceed to school entrance on west side of campus The UIL Safety Policy will be followed. If severe weather and / or lightning are detected, an announcement will be made to clear the field and proceed to safe shelter. Football dressing rooms Main building Team buses Spectator vehicles Athletes and coaches will proceed to the main building. Lee Freshman coaches will make sure all students are inside building in a safe area. Spectators will be advised to clear the fields and proceed to safe shelter. Tornado Alert In the event of a tornado alert, an announcement will be made to clear the fields and proceed to safe shelter. Evacuate the fields as soon as a tornado warning has been issued for Midland County Coaches will escort all athletes to the locker rooms and follow the school s emergency weather protocol The main building will be made available for spectators if necessary AED Location: Main building, first cross hall between the 200 and 300 rooms. A staff member should accompany any student-athlete or district personnel to Parents, guardians, or next of kin should be notified immediately Inform administration Have medical history available complete appropriate documentation

Football Field House Weight Room Turf Room Athletes and coaches will proceed to the field house. Lee Coaches will designate an area for the visiting team and coaches. Spectators must be advised to clear the stands. Under the stands/bleachers is not considered safe shelter. The turf room and weight room may be opened for the spectators. They may also proceed to the cars. In the event of a tornado alert, an announcement will be made to clear the stadium / track / practice fields / weight room / turf room and proceed to safe shelter. Football Field House Building Area H All athletes and coaches will proceed to the field house. Lee Coaches will designate an area for the visiting team. Spectators will be advised to clear the stands / bleachers and proceed to the field house and or school building. MISD Police / MISD Administrator or an Assistant Coach will open the building area H if needed. The weight room and turf room will not be considered safe shelter. AED Location: Inside field house on wall south of training room A staff member should accompany any student-athlete or district personnel to Parents, guardians, or next of kin should be notified immediately Inform administration Have medical history available complete appropriate documentation

Specific directions to locate scene: West side of Lee High School Varsity field has a double gate access to field on the southeast corner of field The UIL Safety policy will be followed. field and stadium and proceed to safe shelter. Softball / Soccer Field House Restrooms Spectator s vehicles Dugouts are not considered safe shelter. Athletes and Coaches will proceed to the Softball / Soccer Field House. Lee Coaches will designate an area for the visiting team and coaches. Spectators will be advised to clear the stands / bleachers. Under the stands is not considered safe shelter. Spectators may proceed to their vehicles. In the event of a tornado alert, an announcement will be made to clear the stadium and proceed to safe shelter. Soccer / Softball Field House Concession / Rest Room Building All athletes and coaches will proceed to the softball / soccer field house. Lee coaches will designate an area for the visiting team and coaches. Spectators will be advised to clear the stands / bleachers and proceed to the soccer / softball field house. MISD Police/ MISD Administrator and LHS Coaches will direct spectators to the field house and designate an area for them. AED location: Main hall next to laundry room in soccer/softball field house.

Specific directions to locate scene: soccer field on the corner of neely and Godfrey The UIL Safety policy will be followed. If severe weather and / or lightning are detected, an announcement will be made to clear the field and proceed to safe shelter. Soccer/Softball Field House Vehicles Athletes and coaches will proceed to the soccer / softball field house. Lee coaches will designate a safe place for visiting athletes and coaches. Spectators must be advised to clear the bleachers / field and proceed to safe shelter. MISD Police, MISD Administrator or LHS assistant coach will open the vocational building if needed. In the event of a tornado alert, an announcement will be made to clear the field / stands and proceed to safe shelter. Soccer / Softball Field House All athletes and coaches will proceed to the soccer / softball field house. Lee coaches will designate an area for the visiting team and coaches. Spectators will be advised to clear the field / stands and proceed to safe shelter. MISD Police, MISD Administrator or an assistant coach will open field house to spectators if needed. The school severe weather protocol will be followed. AED Location: Main hallway next to the laundry room Athletic Trainer Mobil unit is in training room.

22 Midland Memorial Stadium 2. Request EMS personnel to: Memorial Stadium, 2001 W. Cuthbert d. Specific directions to locate scene: Northeast corner of stadium The UIL Safety policy will be followed. field and stadium and proceed to safe shelter. Field House Weight Room Restrooms Spectator s vehicles Underneath the bleachers is not considered safe shelter. In the event of a tornado alert, an announcement will be made to vacate the field and bleachers. Evacuate the premises as soon as a tornado warning has been issued for Midland County. Coaches will escort all athletes to locker rooms and follow the school s emergency weather protocol. Spectators will be notified of warning and advised to seek safe shelter. The visiting team will load their buses and depart immediately. In the event their buses are not site, they will be Escorted to field house and the coaches and administrator on duty will provide them with safe shelter. The weight room and baseball indoor complex are not considered safe shelter. MISD Police and/or administrators will direct spectators to Sam Houston Elementary School and follow Sam Houston s tornado protocol. AED Location: Football field house in hallway by coach s office next to entrance of head coaches office.

23 Midland Freshman High School 2. Request EMS personnel to: 100 Gist Ave. d. Specific directions to locate scene: Football fields: Proceed to northeast parking lot off Hicks St., just east of Main St. Gymnasium: Proceed to main entrance at the intersection of Gist and Main The UIL Safety policy will be followed. field and proceed to safe shelter. Spectator s vehicles Spectators may utilize weight room and gym Athletes and Coaches will precede to locker rooms In the event of a tornado alert, an announcement will be made to clear the field or gym and proceed to safe shelter. Coaches will escort all athletes to locker rooms and follow the school s emergency weather protocol. Administrators and/or MISD Police will utilize the main building s hallways for spectators. AED Location: On the wall at south east corner of the library.

24 Midland Country Club 2. Request EMS personnel to: 6101 N. Hwy 349 d. Specific directions to locate scene: Report to Club House for direction The UIL Safety policy will be followed. field and proceed to safe shelter. Spectator s vehicles Restrooms Clubhouse In the event of a tornado alert, an announcement will be made to clear the field or gym and proceed to safe shelter. Evacuate the course immediately and proceed to an interior room of the club house facility away from windows and doors. AED Location: Front Desk.

25 Midland High School-Large Gymnasium 2. Request EMS personnel to: Large Gym at intersection of Ave. C and Tennessee d. Specific directions to locate scene: West side of campus, at intersection of Ave. C & Ohio In the event of a tornado alert, an announcement will be made to vacate the gym. Main building All athletes, coaches and spectators will proceed to the main building and get in the hallways. MISD administrators and security will facilitate. AED Location: Southwest corner of gymnasium by restroom entrance.

26 Midland High School-Tennis Courts 2. Request EMS personnel to: Midland High Tennis Courts, one block west of 906 W. Illinois d. Specific directions to locate scene: Northeast corner of intersection of Illinois and Ave. E. The UIL Safety policy will be followed. courts and proceed to safe shelter. Coach s office Restrooms Spectator s vehicles Locker rooms (portable buildings) Underneath the sunshades is not considered safe shelter. In the event of a tornado alert, an announcement will be made to vacate the courts and bleachers. The main building due east of tennis courts. A coach or a Midland High administrator will move all athletes, coaches, and spectators to building and unlock the doors for safe shelter. AED Location: In middle hallway of new building due east of tennis courts and by the restroom entrance in large gym.

27 Nueva Vista Golf Club 2. Request EMS personnel to: 6101 Wadley Ave. d. Specific directions to locate scene: Report to Club House for direction The UIL Safety policy will be followed. field and proceed to safe shelter. Spectator s vehicles Restrooms Clubhouse In the event of a tornado alert, an announcement will be made to clear the course and proceed to safe shelter. Evacuate the premises as soon as a tornado warning has been issued for Midland County. Spectators will be asked to leave by using the means they arrived. Coaches and athletes will proceed to their respective buses and return to their campuses ASAP. Due to the unavailability of safe shelter at this facility, an early decision regarding evacuation must be made prudently. AED Location: There is no AED at Nueva Vista Golf Club.

Coaches and athletes will proceed to their respective buses and return to their campuses ASAP. Evacuate the course immediately and proceed to an interior room of the club house facility away from windows and doors. AED Location: There is no AED at Ranchland Hills.
