2 CALLS FOR SERVICE BILLING WORKGROUPS Drugs Includes trafficking, production, and importation of drugs including marihuana, cocaine, heroin, crystal meth or other controlled substances. It also includes occurrences related to indoor/outdoor grow labs. Drug Possession Includes all occurrences where the most serious violation is possession of marihuana, cocaine, heroin, crystal meth or other controlled substance. It also includes other minor drug related offences. Operational Operational calls for service are non-criminal events that police attend to. These include animal complaints, non- criminal domestic disturbances, missing persons, noise complaints, property lost or found, sudden deaths, and assist public calls. Operational 2 Includes false alarms, keep the peace and 911 calls/911 hang-ups. Due to the higher frequency of these calls, they have been separated out from the Operational category and allocated a lower time standard. Traffic incidents are excluded. Other Criminal Code Violations The majority of offences counted in the Other Criminal Code Offences group are criminal offences that are not directed to people or related to property. It is similar to the group that Statistics Canada uses when reporting Other Criminal Code. These include prostitution, offensive weapons, bail violations, counterfeiting, disturb the peace, indecent acts, breach of probation, and bribery. Property Crime Violations This category is similar to the group that Statistics Canada uses when reporting Property Crimes. These include arson, break and enter, theft, possession of stolen goods, mischief, identity theft, and some frauds. Statutes & Acts Includes provincial statutes, primarily the Mental Health Act, Landlord Tenant Act and Trespass to property offences. It also includes custody dispute calls. Traffic Includes motor vehicle collisions of all severities (property damage, personal injury and fatalities) and road rage incidents reported to police. Violent Crimes The majority of offences counted in the Violent Crimes group are crimes against persons. This category is similar to the group that Statistics Canada uses when reporting Violent Crimes. These include homicides, attempted murders, assaults, threats and robberies.

15 DETACHMENT INITIATIVES TARGETED MEDIA RELEASES: Traffic / Marine Sergeant Media releases advising motorist to drive according to the road conditions. Several times during this time frame, bad weather conditions resulted in numerous vehicles in the ditch. People need to slow down. Community Service Officer A total of 14 media releases were distributed for the month of January. A total of 13 media releases were distributed for the month of February. The CSO continues to distribute media releases in relation to the BIG4 corporately driven driving behaviours; impaired driving, aggressive driving, distracted driving and lack of seatbelt use. The CSO continues to seek community involvement by utilizing media releases with regard to property crimes such as break and enter, theft, mischief and wanted persons. The CSO prepared and distributed media releases in relation to major incidents throughout Lambton County. CRIME & TRAFFIC CAMPAIGNS / INITIATIVES: Traffic / Marine Sergeant There were no Provincial Initiatives during these two months. RIDE Program 130 RIDE checks have been conducted to date from the 1 st of January Funded RIDE was used to enhance awareness of impaired driving for Valentines Day, Family Day and Super Bowl Sunday.
16 DETACHMENT INITIATIVES TARGETED MEDIA RELEASES: Community Street Crime During the months of January and February, the Lambton CSCU investigated 6 drug related occurrences. The Lambton CSCU authored and executed three cell phone warrants, all related to drug related investigations. Members also authored and executed four Warrants to Search. Two of the judicial authorizations were granted under the Criminal Code for property related offences. In one case a 30 foot travel trailer that had been stolen out of Hamilton was recovered. The other two authorizations were granted under the Controlled Drugs and Substances Act (CDSA). In one case a male and a female were charged with several drug related offences and a large amount of drugs were seized from the residence. In total Lambton Community Street Crime Members laid the following number of charges for January / February CDSA 9 Criminal Code 24 CAIA - 1 Total: 34 Charges The two identified members from the previous competition started in their CSCU positions. D/C J. Nolan and D/C J. Doran are two excellent candidates for the vacant positions and each bring with them a skill set and enthusiasm that will only be of benefit to the Lambton CSCU. Crime Abatement Crime Abatement-14 Number of checks- 6 average per month Number of people charged- 4 Breach Charges- 9 Additional charges- 22 Two parties moved out of jurisdiction during this period.
17 DETACHMENT INITIATIVES PUBLIC EDUCATION CAMPAIGNS: Traffic / Marine Sergeant Education is a continuous effort utilizing all aspects of local and social media as well as seminars and programs. Partnership with Lambton Safe Roads IMPACT exercise schedule for May 17 th at Great Lakes Secondary School in Sarnia. There will be a mock Crash involving an impaired driver. This is to educated the youth on the danger of drinking and driving. Also working on safe Cycling information for when the weather improve Animal Collison's 29 animal collisions were reported for the months of January and February with no injuries. There have been 29 collisions involving animals YTD resulting in no injuries. Community Service Officer / Media Relations The CSO prepared and distributed several media releases aimed at public education in relation to winter driving and property crimes. The CSO continues to support the OPP and Mac s Milk Positive Ticketing Campaign (Operation Heat- free hot chocolate for kids conducting good deeds). The CSO continues to be engaged in the OPP KIDS Program and on-line social media awareness presentations throughout various schools within Lambton County. The CSO takes every opportunity to effectively communicate the dangers and expectations surrounding commercial traffic on the 402 Highway through the use of social media. The CSO is active in proactively promoting resources used to deter human trafficking in local hotels. The CSO was the master of ceremonies for the Lambton OPP Awards Night, he spoke with regard to rural safety (Dawn-Euphemia), seniors frauds (Forest Baptist Church) and industrial driving safety (Nova Chemicals).
18 DETACHMENT INITIATIVES In the near future, the CSO has committed to The CSO will continue to provide on-line social media awareness presentations for elementary schools throughout Lambton County. The CSO will continue to offer portions of the OPP KIDS program to Lambton County Elementary Schools for the remainder of the 2018 school year. The CSO will provide a seniors fraud information session for the Petrolia Boomers Organization (April). The CSO will attend a human trafficking seminar (March). In the near future, the CSO has committed to bicycle rodeos, a farm safety for youth presentation, emergency preparedness day. Sergeant Millward and Constable Wells represented the Ontario Provincial Police in a fine fashion as Honor Guard at a Detroit Red Wings game on January 3rd, The OPP were invited to the game in conjunction with Sarnia Police Service. The game took place at the Little Caesar's Arena in Detroit, Michigan.
19 DETACHMENT INITIATIVES SCHOOL RESOURCE OFFICER: SRO continued their foot and vehicle patrols inside and outside both county secondary schools during January and February. Emphasis was placed on continuing to build a report and relationships with youth with the hope of being approachable in a mental health situation. School Resource Officers assisted many of the counties primary grade schools as well during this period in regards to youth bullying issues, social media awareness talks, lock down and fire drill practices. January 2018 Report of a firearms threat at the Petrolia High School. Several officers were dispatched for safety reasons until the investigation could be completed. /// Investigation proved that a youth (15) was stating, "I want to shoot the place up Investigation proved that youth had no access to firearms and made the comments in jest and out of frustration. Youth has been provided with mental health counselling at the school. 17 year old male found with firearm in rear of vehicle. Male advised he was going coyote hunting. Male did not have valid license and firearm was seized. 16 year old youth was assaulted by another 16 year old youth in a dressing room at a hockey game. Youth sustained a concussion. Suspect was charged with assault. Police received a call that a youth is unconscious due to drug use. Police attend with ambulance and find male semi-conscious. Male was transported to hospital. It appears that Amphetamines may have been involved. Three grade 9 students found smoking Marihuana, youths referred to the rebound program. February 2018 Numerous occurrences with young drivers going into the ditch on icy/snow covered roads. OPP stop motor vehicle at 3:10 am. Young driver (18) found to have been consuming liquor. Strong OAB on breath, Driver denies consuming. Driver is class G2 Novice. ASD test reveals a BAC of.038. Driver charged HTA 44.1 BAC over zero and LLA 30(8) Minor consume. Vehicle found on Hwy 402, 4 people were arrested and 2 were youths. Drugs found were a significant amount of XANAX and 8g marihuana.. Youths were diverted to Rebound. A 17 year old youth observed a suspicious vehicle and reported it to police which lead to the arrest of an impaired driver. 4 youths ranging from 12 to 17 found in a vehicle with cannabis. Drugs were seized and youth warned.
20 DETACHMENT INITIATIVES SCHOOL RESOURCE OFFICER (con t) A grade 8 youth counselled at school in regards to violent outbursts. Parents brought in, same issues at home, youth involved with various social services. Youths case to be brought up at weekly situation table. 2 youths at LCCVI found with a quantity of cannabis marihuana and marihuana baked chocolate bars. Youths both suspended A 15 year old at a group home assaulted another resident. Youth was sent to the rebound program. A group of Grade 9 high school students walking past grade school, made some inappropriate comments that were overheard by the younger grades. Game of catch took place with condoms blown up like balloons. /// Students spoken to at school by vice principal, as well as at their residence by School Resource Officer, //parents contacted and advised. It should be noted that during the months of January and February there were 6 youths between the age of 14 and 17 that were transported to the hospital with suicidal thoughts and or attempts. Five of the six were admitted to the hospital for a 3 day observation. AUXILIARY: Lambton ADMIN COMM. 21 VIOLENT CRIME / BENCHMARK CRIME AREA CRIME SERGEANT: JANUARY / FEBRUARY Members of the Lambton County Crime Unit continue with a Cold Case, unexplained death investigation. Crime Unit members continue the investigation into a Cold Case abduction/sexual assault file. Crime members investigated and continue to investigate a file that commenced as a straight forward fraud case that has now turned into a multi-jurisdictional fraud/identity theft occurrence resulting in 106 criminal charges being laid thus far. Crime unit member assigned to assist in a complex CIB file out of London. Crime unit members investigated a violent Break and Enter (home invasion) resulting in swift identification and capture of two involved individuals. Lambton Crime unit investigated a break and enter/sex assault investigation resulting in the capture of the individual responsible who remains in custody at this time. Crime unit member continues to be involved in a Fraud investigation out of Niagara overseen through CIB. Crime unit investigated a break and enter involving theft of firearms, suspect identified and charges laid - ongoing. Crime unit investigated 4 sex assaults during this time frame, 2 of which are still ongoing.
22 TRAFFIC & MARINE TRAFFIC IN THE MEDIA January 9th Police respond to a serious collision involving a transport truck and SUV at the intersection of Kimball Rd and Courtright Line. Driver and passenger of SUV deceased. No charges laid, SUV driver at fault for disobeying stop sign. January 26th -Police respond to a call for a single motor vehicle collision. Witnesses on scene observed vehicle leave roadway and enter large ditch. Police, EMS, and fire attend. Minor injuries to driver and lone occupant of vehicle, not transported by EMS. Driver arrested, impaired operation, transported to Petrolia detachment for breath test. Breath results 149 & 150 mg. Male party charged with impaired operation. February 1st Traffic complaint regarding possible impaired, vehicle swerving all over the road. Dark blue pickup, which had a topper on the back. Vehicle almost struck a transport truck, on Highway 402 eastbound at the 20 km marker. Officers attend the registered owner s address and locate the vehicle. Male party arrested, care and control, impaired. Test results, 179 and 173 mg. Charged 253(a) and 253(b) CC. February 4th - Complainant advising of motor vehicle running blocking the roadway. Male party passed out slumped over the steering wheel. Police attended. Passenger window broken to gain entry to motor vehicle. After multiple attempts, driver awakened, extremely intoxicated. Arrested and charged for impaired. Results 170 & 170 mg. February 6th - Lambton O.P.P. received a traffic complaint of a possible impaired driver. Police locate suspect vehicle travelling at high rate of speed and all over the roadway. Police observe suspect vehicle enter ditch. Driver continues to constantly rev engine in forward and reverse, trying to free vehicle from the ditch. Male party taken into custody, transported to Petrolia Detachment for breath test. Breath results 210 & 200mg. RADAR / LIDAR RADAR and LIDAR are the primary enforcement tools being utilized. Due to weather and time of year the EZ stat and electronic signage was not utilized. Once better weather arrives these will be used. Analytics is being used to identify problem areas.

EZ STAT The EZ Stat was not deployed in Lambton County during the months of January or February. TRAFFIC & MARINE SUMMER EVENTS The next Traffic event will be the Distracted Driving Campaign running from the 12th of March th of March Easter Long Weekend will focus on Seatbelts, and run from the 30th of March 02nd of April EMERGENCY PLANNING ACTIVITIES TABLE-TOP EXERCISES: None planned at this time. 26 MOVE OVER LAW In Ontario, motorists are required to move over to ensure that emergency vehicles, and emergency services workers, can do their jobs safely. The move over law requires motorists, upon noticing an incoming emergency vehicle (ambulance, police or fire), coming from any direction with sirens or flashing lights operating, to move to the farthest right lane, or the shoulder of the road and stop, until the vehicle has passed by. Section 159 (2,3) of the Highway Traffic Act also requires, if there are multiple lanes in your direction of travel, that drivers slow down and vacate the lane adjacent the emergency vehicle, if it can be done safely. This provides a buffer lane to stopped service vehicles with active strobing or rotating lights - including tow trucks with their flashing amber lights activated. If you can t move over safely (i.e. you would cut-off the left lane driver), you must slow down while passing the stopped emergency vehicle. In Ontario, you must slow to below the posted speed limit as necessary to avoid endangering roadside personnel. Failing to respond to an emergency vehicle Penalties and fines regarding reacting to an approaching or stopped emergency vehicle include: First Offence: $400 to $2,000, plus three demerit points upon conviction.
