3 Team Responsibilities 1. CEO Determine whether the SQBL TV and Radio Station can continue providing its services from its current location based on an impact assessment from the official warning source and the Disaster Management Office. Overall assurance of staff safety and asset security Advice the Disaster Advisory Committee of the status of SQBL TV and radio and its capacity to continue broadcasting from its primary and or alternate location Provide announcer roster and shifts to ensure that the radio station is manned; 2. TV Programmes Conduct quick impact assessment based on information from authorities responsible for issuing public warnings pertaining to the different types of disasters; Determine programming changes and advise changes to scheduled programming to public if time permits; Ensure backups of programmes and commercials are available off site (refer Relocating Broadcasting); Compile situation reports on regular intervals for the CEO to send and present to DAC through the Disaster Management Office; 3. Operations (and other technicians) Ensure that resources that are not in place to facilitate efficient and effective response are procured, tested and functional; Conduct regular checks on the transmission posts, radio panel including TV transmission equipment, power supply and back up generator(s); If broadcasting is to be relocated ensure all equipment identified (Appendix 4) is collected and moved to alternate location; Set up equipment and test. Advise any issues in broadcasting to CEO. 4. Radio and TV Programmers and Presenters Ensure information broadcasted is accurate and timely Report any problems with the TV and radio system and transmission; 5. Principal Accountant/Finance Section Ensure wellbeing of response team on duty through provision of meals and accommodation. Coordinate food supply, drinking water, vehicles with fuel and other necessities for the response teams on duty Ensure relevant documents are prepared to facilitate payment and that procurement of goods and services are in compliance with Government procurement policies 3

10 Response Team Initial Actions Step Action Done 1 CEO and or Manager for Operations to contact emergency response team and gather them for a meeting. If after hours consider if it is safe to go to Mulinuu if not meet at Lalovaea Rd, Leifiifi If it is not safe to go to Mulinuu broadcasting equipment cannot be relocated. Radio only broadcasts through the Radio in a box. (At time of writing this plan the Radio in a Box is not in place). 2 Check critical resources and assess need for securing equipment and facilities (if time permits). Allocate tasks Confirm completed 3 Establish contact with key internal and external contacts (See Section 2) 4 Ensure staff safety and provide them with instructions e.g. stay at home or report to emergency location (Appendix 3) 5 Brainstorm required actions (refer following Key Action Sheets) - for urgent and important issues: Identify additional Key Actions Obtain staff food and water and first aid kit allocate tasks and provide copy of Key Action Sheet ensure everyone writes down delegated action items Consider these issues: appointment of a personnel to be in contact with DMO on regular intervals for updates (News reporters and announcers) is SQB facility in danger? Should broadcasting equipment be moved to alternate location and by when? (Refer Checklist Relocating Broadcasting ) status of agency facilities / resources - generator and other critical resources standby generator an Malifa staff availability check who is available for which shift key services to be resumed and by when 6 Make contact with DMO (phone or mobile or ) 7 Use the Situation Report Template (Appendix A) to provide initial report to DAC through the DMO 8 Confirm next update meeting with emergency response team 9 Commence actions 10 Provide ongoing Situation Reports (Appendix A) to DAC as instructed by DAC or DMO 10

Test working 6 Make contact with DMO (phone or mobile or ) to advise broadcasting now located at alternate location 9 Commence broadcasting Don t forget to take cables, extension cords, multi boards and tools. 11

16 Cyclones Before the beginning of the cyclone season, conduct checks on the office building and identify any required repair or maintenance works Upon issuance of a cyclone watch: o Ensure boards are available to cover glass windows o Store in safe places critical material and equipments Upon issuance of a cyclone warning: o Cover all glass windows o Move all files and equipments away from vulnerable parts of the office building. o Turn off power and water mains. Health & Safety Tsunamis Upon issuance of Tsunami warning: o All staff should leave the offices and head towards higher grounds (or home if possible) o After the tsunami made land impact, return to office and check safety of office building Earthquakes If you felt an earthquake and, You are indoors: o Drop to the floor and take cover under a strong desk or table. o Stay clear of windows, heavy walls hanging, ceiling cupboards, unstable stairways or equipments that may fall over. o Do not try to run out of the building but instead drop, cover and hold. o Crouching against a strong wall with nothing above you and no windows nearby is an alternative when there is no table close by. You are outside: Get into the open, away from buildings and power lines. If you are in a crowded area, stay calm and encourage others to do likewise. Make sure to move as possible into other safer ground when there is an earthquake eruption, cracks or landslide. You are driving: Stop if it s safe but stay inside your car. Stay away from bridges, fords and avoid stopping under trees, light posts, power lines or signs. If you are in a normal traffic pattern, move as possible to an open area and park. You are in a mountainous area or near unstable slopes or cliffs,: Be alert for falling rocks, trees, landslides and other debris that could be loosened by the earthquake. Stay clear in open areas, cliff walls or under sturdy trees. You are near the ocean: Move quickly to higher grounds or several hundred yards inland. Know your routes for easy access to a safer place because earthquake generates tsunamis afterwards. Fire o o o o o o Evacuate building through exit doors Cover mouth and nose with hands and remain calm while evacuating All vehicles parked near the office building(s) must be removed and park 15 meters away from the office Fire Warden or any other senior officer (to be appointed for each building) immediately count the number of staff including clients that were in the office building before the fire Check staff for injuries and or suffocation; if there s any immediately transport casualty to hospital (apply first aid to critical cases) All staff from office building(s) under fire should go home Pandemic Upon receipt of information that a pandemic has impacted the country, o Inform all staff of the situation o Cautiously monitor staff for any signs of being infected o Place hygiene products (hand wash soap or liquid and tissues) in all rest rooms o If any staff get infected, immediately send the infected person(s) home o Disinfect the area occupied by the infected person(s) o Maintain all staff common rooms including rest rooms three times a day o Empty all rubbish bins and use disinfectant to clean it o If it s an influenza pandemic, ensure all staff o wear masks Do not share eating utensils including water/tea cup 16
