After establishing regularity of the free boundary of minimizers, we show that when the parameter controlling the influence of the nonlocality is small, there is an interval of values for the mass constraint such that the global minimizer is exactly lamellar; that is, the free boundary consists of two parallel lines. In other words, in this parameter regime, the global minimizer of the 2d (NLIP) coincides with the global minimizer of the local periodic isoperimetric problem. 2 The problem (NLIP) arises, up to a constant factor, as the Γ-limit as ε of the well-studied Ohta-Kawasaki sequence of functionals E ε,γ which model microphase separation of diblock copolymers, [, 8]: ε T 2 2 u 2 + ( u2 ) 2 4ε + γ v 2 dx if u H (T 2 ) and u dx = m, E ε,γ (u) := T 2 (.3) + otherwise, where again v satisfies (.2). There is an extensive literature exploring the energy landscape for E ε,γ in two and three dimensions, whether posed on the flat torus (i.e. with periodic boundary conditions) or on a general domain with homogeneous Neumann data, cf. e.g. [3, 2, 2, 22, 23, 24]. The picture is quite rich and complicated, with the diffuse interface sometimes bounding one or more strips, wriggled strips, discs or ovals. Much the same richness exists for the energy landscape of (NLIP). As such, independent of its connection to Ohta-Kawasaki, (NLIP) attracts interest as a rather canonical nonlocal perturbation of the classical isoperimetric problem. Indeed, as a model for pattern formation, (NLIP) sets up a basic competition between low surface area (the perimeter term) and high oscillation (the nonlocal term). In three dimensions, computations reveal a wide array of stable critical points, with the free boundary {x : u(x) = } consisting of one or more pairs of parallel planes, one or more spheres, cylinders or even hypersurfaces resembling more exotic triply periodic constant mean curvature surfaces such as gyroids, depending on where in the (m, γ) parameter space one looks. With few exceptions, however, rigorous proofs of stability for particular patterns are rare (cf. e.g. [2, 25, 26, 27]), and to our knowledge, there are no proofs of global or even local minimality of specific critical points. In this regard, we mention the interesting investigation of [9], in which the authors seek to show that a lamellar (striped) pattern minimizes energy for a slightly different model related to diblock copolymers. Commenting on the inherent difficulty in picking out such a pattern as the winner in an energy landscape full of locally minimizing competitors, the authors of [9] remark,...when comparing a striped pattern with arbitrary multidimensional patterns we know of no rigorous results, for any system. We also note the recent work [7] on a characterization of minimizers in a related model including screened Coulomb interaction in the setting of small volume fraction. There the author shows that minimizers form a collection of nearly identical circular droplets. Here we have chosen to focus on the two-dimensional setting of (NLIP) with γ small in order to present what is perhaps the first rigorous proof that a particular pattern is globally minimizing. To be more specific, fixing any m (, ) let us define the lamellar function u L : T 2 R whose phase {x : u(x) = } occupies in [, ] [, ] a single vertical strip given by if x ( 4 m 2, 3 4 ), u L (x, x 2 ) = (.4) if x / ( 4 m 2, 3 4 ). One easily checks that u L is a critical point of E γ for all γ. (See (2.3) for the precise characterization of criticality.) Furthermore, for small γ it is stable in the sense of non- 2

3 negative second variation, as shown in [5, Proposition 3.5], and it is unstable for larger γ, cf. [5, Proposition 3.6], and [22]. However, in this article we go further to establish the global minimality of this lamellar critical point for small γ when m lies in the interval ( 2 π, 2 π ). For γ =, we note that the problem reduces to the well-known (local) periodic isoperimetric problem (cf. [4, ]): minimize E (u) := 2 u T 2 over all u BV (T 2, {±}) subject to (.5) u dx = m. T 2 For this problem the lamellar critical point u L is known to be the global minimizer for m ( 2 π, 2 π ) in two dimensions, cf. [2]. Thus, the restriction on the mass m in our result is inherited from the global minimality of the strip in the local periodic isoperimetric problem, and is surely a necessary condition for global minimality with respect to E γ for γ >. In light of the Γ-convergence of E γ to E it is easy to see that the minimizer of E γ, say u γ, is close to u L when γ is small, as shown in Proposition 3.. We emphasize, however, that our main result, Theorem 3.3, says more, that is, u γ u L. Our argument requires the regularity of minimizers to (NLIP). This regularity will be established in the next section. Though for our purposes, we only require regularity for global minimizers in the 2-torus, we establish the regularity result below, Proposition 2., for local minimizers in general n-dimensional domains since the regularity of (NLIP) is needed in other investigations such as [5] and we hope it will be useful to other authors. Given the well-developed regularity theory for area-minimizing sets, cf. e.g. [8], the issue here is to obtain a good estimate on the excess-like quantity that measures how far a set is from minimizing perimeter in a ball in terms of the radius of that ball, cf. (2.5). We show that even with the inclusion of the nonlocal term, it is still possible to obtain an estimate of order O(R n ) in a ball of radius R, hence allowing us to invoke the standard theory. The proof of the main theorem appears in the third section. Our method for proving the global minimality of the lamellar critical point u L consists of several steps. First, we must corral any reasonable competitor by showing that if the set where it equals one is not uniformly close to that of u L, then necessarily, it has too much perimeter. Such a corralling step often occurs when working with sets of finite perimeter in the L -topology, cf. e.g. [5, 29], but here the argument is in some ways more subtle due to the nonlocal term in the energy which prefers multi-component competitors. Next, we show that competitors that are uniformly close are in fact C 2 -close. Finally, we exploit the known stability of u L in the sense of second variation to eliminate competitors that are C 2 -close. For the scenario of converting stability to either local or global minimality in the context of (local) volume-constrained least area problems, we should mention the works [9, 6]. 2 Regularity In this section, we establish the regularity of the set {x : u(x) = } for any local minimizer u of the n-dimensional version of (NLIP), namely 3

With C,α regularity of the reduced boundary in hand, one can locally describe Ω in non-parametric form, as say, the graph of a C,α function Φ on a ball B R n. Since the righthand side is of class C,α, it follows from standard elliptic theory that Φ is in fact of class C 3,α and so, in particular, (2.3) holds classically. 3 Global Minimizers of E γ In this section, returning to the two-dimensional periodic setting, we will prove our main result, namely that for γ sufficiently small, the global minimizer u γ of E γ coincides with u L, the lamellar critical point. Here, emphasizing the γ dependence, we want to note that in two dimensions the criticality condition (2.3) obtained in Proposition 2. becomes H γ (x) + 4γv γ (x) = λ γ (3.) for all x {x : u γ (x) = }. We can immediately conclude that any sequence of minimizers {u γ } of (.) converges, after perhaps a translation, to the lamellar minimizer u L given by (.4) of E defined in (.5). Proposition 3.. For any m satisfying m < 2 π, let {u γ} γ minimizers of E γ. Then after perhaps a translation, be a sequence of u γ u L in L (T 2 ) as γ. (3.2) Proof. Since a uniform bound E γ (u γ ) < C is immediate in light of the minimality of u γ, one obtains a uniform BV -bound leading to convergence in L of a subsequence. By the standard Γ-convergence argument, this limit must minimize E, the periodic isoperimetric problem. In two dimensions it is known that the global minimizer of E is lamellar for m < 2 π, hence is equal to u L given by (.4), after a translation, cf. [2, Section 7]. With this in hand, one can also easily establish convergence of the functions v γ to v L. Proposition 3.2. For any minimizer u γ of E γ, there is a value α (, ) such that the corresponding solution v γ of (.2) is bounded in C,α independent of γ. Moreover, for a sequence of minimizers {u γ } γ of E γ satisfying (3.2) we have v γ v L in H 2 (T 2 ). 7

Proof. We will prove the theorem in several steps. For simplicity of presentation only, we will take m = in the proof. Throughout the proof, we denote by S the strip {(x, x 2 ) : 4 < x < 3 4, < x 2 < } and by Ω γ the set {x : u γ (x) = }. Step. We first claim there cannot exist a sequence of components Sγ Ω γ whose area converges to zero as γ. To this end, we write Ω γ as a union of its connected components, i.e. Ω γ = N γ j= Sj γ. 10 Note that if a component S j γ has one noncontractible boundary component, then since the homology classes of boundaries of a connected, compact set sum up to zero, there would then have to exist at least one other noncontractible boundary component of S j γ. In light of this, to establish our claim it suffices to reach a contradiction by assuming that all boundary components of Ω γ are contractible in T 2. Considering the lifts of the boundary components to the covering space, we see that they are disjoint closed curves in R 2, say, α,..., α n. After removing from this collection any curve α i which is contained in the interior of the set enclosed by any other curve α j, we can relist the remaining curves as α,..., α k, where k n. It follows that all points not in the union of the interiors of α,..., α k must either lie entirely in the lift of Ω γ or else in the lift of Ω c γ. We point out that this is the only place in the proof where the restriction m < 2 π is used. Therefore we see that there exists j {,..., N γ } such that Sγ j has a boundary component which is not contractible in T 2. Hence, it has at least two such boundary components. Let us denote these two noncontractible components of Sγ j by Σ j,γ and Σ j 2,γ. Step 3. We claim that Σ j,γ and Σj 2,γ are both connected arcs on the unit square with endpoints either of the form (a, ), (a, ) or of the form (, a), (, a) for some a [, ]. Furthermore, we claim that Ω γ consists of precisely one component with Ω γ = Σ j,γ Σj 2,γ. To this end, suppose Σ j,γ meets the boundary of the unit square [, ] [, ] at, say, (a, ) or (, a) for some a [, ]. Then for it to be closed, its lift to the covering space must eventually pass through a point (b, c) R 2 that differs from (a, ) or (, a) by an

11 element of the lattice Z 2, as T 2 = R 2 /Z 2. The shortest possibility is of course either (a, ±) or (±, a), corresponding to vertical or horizontal line segments. However, failing this, the next shortest possibility would be either (a ±, ±) or (±, a ± ) and on the torus such a geodesic has length 2. This then would imply that Per T 2(Σ j,γ ) 2; hence, Per T 2(Σ j,γ Σj 2,γ ) + 2, contradicting the fact that Per T 2(Ω γ ) must approach 2 as γ. This shows the first claim of Step 3. Next we note that for all γ sufficiently small, Ω γ cannot have other boundary components. If, for a sequence of γ-values approaching zero, Ω γ possessed another component with the corresponding sequence of perimeters having a positive limit, this would again result in lim inf γ Per T 2(Ω γ ) > 2, an impossibility. On the other hand, Step precludes the possibility of such a sequence of perimeters having zero limit. Therefore Ω γ has only one component with exactly two boundary components Σ,γ and Σ 2,γ having endpoints either of the form (a, ) and (a, ) or of the form (, a) and (, a) for some a [, ]. Step 4. Now we will show that for some C > independent of γ, one has H γ (x) Cγ (3.4) for all x Ω γ. We first claim that the constant λ γ in (3.) tends to zero as γ. To prove this claim, consider Σ,γ as described above. Let θ γ (s) denote the angle made between the tangent to Σ,γ and the standard basis vector (, ), where s denotes arc-length, and let l γ denote the length of Σ,γ. From the regularity of Σ,γ and its simple description from Step 3, and since s = and s = l γ correspond to the same points on T 2, the angles at the two endpoints, θ() and θ(l γ ), must agree. Then, since H γ = dθγ, we can integrate (3.) to see that lγ 4γ v γ ds = λ γ l γ. Noting that l γ and invoking the uniform L -bound on v γ from Proposition 3.2, we get that λ γ as γ, and indeed, λ γ = O(γ). Returning to (3.), this immediately yields (3.4). Step 5. We next claim that each boundary component of Ω γ is globally the graph of a function. It is enough to show this for Σ,γ, the arguments for the other component being identical. Since we are taking the lamellar set S = {x T 2 : u L (x) = } to have vertical boundary components, we see that by Step 3, Σ,γ passes through the points (a, ) and (a, ) because if it passed through (, a) and (, a) instead, while maintaining a curvature that is O(γ), this would yield a contradiction to the fact that χ Ωγ χ S in L. Consider the vertical line segments {} (, ) and {} (, ) and slide them to the right and left, respectively, until one of the translates touches Σ,γ for the first time at a point X = (x, x 2) inside (, ) (, ).
