Most steams ae of low elief and often swampy. Channelized ditches ae common. Most wates in this subbasin ae backish estuaine, including Albemale, Coatan and Roanoke Sounds, and the Alligato Rive to the Intacoastal Wateway (ICWW). Ecologically, the subbasin contains chaacteistics of the Chesapeake- Pamlico lowlands and tidal mashes, as well as noniveine swamps and peatlands. Land cove geneally consists of evegeen foests, mixed foests, foested wetlands and mashes. The Alligato Rive upsteam of US 64 and all of its natual tibutaies (not canals, Alligato Lake o ICWW) ae classified as Outstanding Resouce Wates (ORW). Based on thei designations by the Maine Fisheies Commission as pimay nusey aeas, two tibutaies (uppe Scaboo Ceek and Doughs Ceek) to Shallowbag Bay ae classified as High Quality Wates (HQW). This subbasin contains a mixtue of public lands and Significant Natual Heitage Aeas including Rope Island, Duant Island, Pocosin Lakes National Wildlife Reseve, the Alligato Rive National Wildlife Refuge and the Peye Reseve. Potions of Dae, Hyde and Tyell Counties can be found in this subbasin with the highest concentation of ubanized aeas located on Roanoke Island in the Towns of Manteo and Wanchese. Rapid population gowth is occuing in Dae County and along coastal aeas. Additional infomation egading population and land use changes thoughout the entie basin can be found in Chapte 11. Thee is one majo and five mino National Pollutant Dischage Elimination System (NPDES) dischages in this subbasin with a total pemitted flow of 1.5 MGD. The majo NPDES facility is the Manteo Wastewate Teatment Plant (WWTP) with a pemitted flow of 1.0 MGD. The Manteo WWTP dischages to Shallowbag Bay [AU# ] on Roanoke Island and significant noncompliance issues wee identified duing the last two yeas of the assessment peiod. 8 A map including the locations of the NPDES facilities and wate quality monitoing stations is pesented in Figue 4. Table 5 contains a summay of assessment unit numbes (AU#) and lengths, steams monitoed, monitoing data types, locations and esults, along with use suppot atings fo wates in the subbasin. Appendix V povides definitions of the tems used thoughout this basin plan. No benthic samples wee collected duing this assessment peiod ( ); howeve, data was collected fom thee ambient monitoing stations (MA3, MA5 and MA12). No wate quality standads wee exceeded. Many of the wates in subbasin ae classified fo shellfish havesting (Class SA). Many also have the supplemental classification of High Quality Wates (HQW) o Outstanding Resouce Wates (ORW). Seveal management stategies ae in place to potect these wates. Wates in the following sections and in Table 5 ae identified by an assessment unit numbe (AU#). This numbe is used to tack defined segments in the wate quality assessment database, list 303(d) Impaied wates, and to identify wates thoughout the basin plan. The AU# is a subset of the DWQ index numbe (classification identification numbe). A lette attached to the end of the AU# indicates that the assessment is smalle than the DWQ index segment. No lette indicates that the AU# and the DWQ index segment ae the same. 2.2 Use Suppot Assessment Summay All suface wates in the state ae assigned a classification appopiate to the best-intended use of that wate. Wates ae egulaly assessed by DWQ to detemine how well they ae meeting thei best-intended use. Table 6 povides a summay of use suppot fo wates in subbasin In subbasin , use suppot was assigned fo aquatic life, eceation, fish consumption and shellfish havesting categoies. Wates ae Suppoting, Impaied, Not Rated, and No Data in the aquatic life and eceation categoies on a monitoed o evaluated basis. All wates ae Impaied in the fish consumption categoy on an evaluated basis based on fish consumption advice issued by the Depatment of Health and Human Sevices (DHHS). Thee ae no wate supply watesheds designated in this subbasin. The poblem paamete fo all shellfish wates is the potential fo fecal colifom wate quality standad exceedances. Diffeences in aceage estimates between basin cycles ae not just elated to changes in wate quality; they ae also due to changes in aceage ae elated to moe efined methods of estimating aceages, changes in gowing aea classifications, extension of closue aeas as a esult of additional boat slips, and changes in use suppot methodology. If peviously identified as Impaied, the wate will eithe emain on the state s 303(d) list o will be delisted based on ecent data showing wate quality impovements. If the wate is newly Impaied, it will likely be placed on the (d) list. The cuent status and ecommendations fo addessing these wates ae pesented below, and each is identified by an assessment unit numbe (AU#). If the entie Class SA wate is located within moe than one gowing aea it is noted in Table 7 o efe to the basinwide Gowing Aea map in the Executive Summay. Accoding to the Sanitay Suvey of Roanoke Sound, Aea (DEH Shellfish Sanitation & Receational Wate Quality Section, Octobe 2002 and August 2006), little change in bacteiological wate quality has occued since the last eview in 2002; howeve, some wate quality impovements have esulted in opening of shellfish wates. Aea H- 1 includes wates of the Roanoke Sound, Shallowbag Bay, Boad Ceek, and Mill Ceek. Roanoke Sound is bodeed on the east by the Oute Banks and on the west by Roanoke Island. is located in Dae County, which is undegoing apid population gowth with lage influxes in seasonal populations. Manteo population is estimated at appoximately 1,100 pemanent esidents and with a seasonal peak population of appoximately 3,500 people (CAMA LUP-Town of Manteo, 2007). Howeve, much of the suvey aea in aea is uninhabited mashland. Wildlife and watefowl ae abundant in the mashland aeas of this gowing aea. Notable activities on Roanoke Island include new housing developments and the constuction of wetlands. This aea has had significant flooding with heavy ainfall events affecting low-lying aeas and flooding septic systems. The gowing Piate s Cove subdivision also hosts the lagest maina in the aea with 181 boat slips. The suvey epots all violations noted fom pevious suveys have been coected. The Manteo Municipal WWTP is the only WWTP in that dischages to the sound. The dischage location is appoximately 3,400 feet offshoe in Shallowbag Bay. The WWTP has a histoy of exceeding its pemit limits fo fecal colifom, petoleum, and ammonia levels in its effluent. 42 Chapte 2 Pasquotank Rive Subbasin

11 As a esult of the DEH 2006 suvey epot, appoximately 45 aces aound Manteo have been eclassified fom Pohibited to Appoved fo shellfish havesting and an additional 240 aces ae classified as Appoved in the Wanchese aea. Howeve, appoximately 34 aces ae Pohibited east of Wanchese Habo due to development and obseved pollution in unoff wates. Boad Ceek [AU# a] Boad Ceek (126 aces) is Impaied fo shellfish havesting. Boad Ceek is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteia levels. Boad Ceek will emain on the state s 303(d) list of Impaied wates. The maina along Boad Ceek is limited to 29 boats with no boats ove 24 in length. Runoff fom boat maintenance and fom the paking lot of the maina dains to Boad Ceek and eventually to wates east of Wanchese Habo. Constucted wetlands have ecently been completed in the mouth of Boad Ceek and wee obseved to be hosting an abundant watefowl population with associated accumulated fecal matte. Futhe downsteam (AU# b), 392 aces ae classified as appoved and suppoting shellfish havesting Johns Ceek [AU# ] Johns Ceek (10.7 aces) is Impaied fo shellfish havesting. Johns Ceek is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteial levels. Johns Ceek will emain on the state s 303(d) list of Impaied wates. Pond Island [AU# a] Pond Island (165.1 aces) is Impaied fo shellfish havesting. Pond Island is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteial levels. Pond Island will emain on the state s 303(d) list of Impaied wates. Roanoke Sound [AU# 30-21b, 30-21c and 30-21d] Potions of the Roanoke Sound (590.8 aces) is Impaied fo shellfish havesting. Roanoke Sound is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteial levels. Roanoke Sound will emain on the state s 303(d) list of Impaied wates. An additional 9,134.1 aces ae classified as appoved and suppoting shellfish havesting in aea I-2. Rockhall Ceek [AU# ] Rockhall Ceek (5.7 aces) is Impaied fo shellfish havesting. Rockhall Ceek is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteial levels. Rockhall Ceek will emain on the state s 303(d) list of Impaied wates. Sand Beach Ceek [AU# ] Sand Beach Ceek (38.7 aces) is Impaied fo shellfish havesting. Sand Beach Ceek is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteial levels. Sand Beach Ceek will emain on the state s 303(d) list of Impaied wates. 12 2.3.2 Coatan Sound Gowing Aea The following DWQ Class SA wates and the Impaied assessment units associated with these wates ae located within Gowing Aea. If the entie Class SA wate is located within moe than one gowing aea it is noted in Table 7 o efe to the basinwide Gowing Aea map in the Executive Summay. Accoding to the Sanitay Suvey of Coatan Sound, Aea (DEH Shellfish Sanitation & Receational Wate Quality Section, Decembe 2005), wate quality emains good. The lagest wate quality issues ae along the backside of Roanoke Island, nea Manteo and Wanchese with high bacteia counts. Oyste poduction is limited to aeas suounding Wanchese and no clams ae poduced thee. Aea H- 2 is bodeed by Roanoke Island in the east and the mainland village of Manns Habo to the west. The pemanent population is estimated at appoximately 2,000 people, but dastically inceases duing the summe months. Development is scatteed thoughout much of the aea. In Noth Manteo, 100+ lots have been ceated, Sunnyside Subdivision in Manteo has extended to make oom fo an additional 30 units and seveal new esidential units have been built in Skyco. With the exception of the houses connected to the Manteo WWTP, all the esidences utilize onsite septic systems and seven violations wee noted duing the sanitay suvey. Of these violations, one house had a cushed septic system with dainage to the sound and pipes fom fou mobile homes wee disconnected and wee found to be dischaging diectly onto the gound within 20 feet of the mash. Othe possible wate quality pollution souces include landfills, wildlife, and inceased impevious suface unoff. Dedge mateial fom Shallowbag Bay in aea was deposited in a 30-ace site in aea. Seveal dainage ditches connect possible unoff fom Dae County s demolition landfill to the sound. An illegal dumpsite was discoveed in Manteo consisting of boats, appliances and othe tash. Possible chemical pollutants may come fom the NCDOT Maine Maintenance Facility located on Spence Ceek. Baum Ceek [AU# ] Baum Ceek (10.9 aces) is Impaied fo shellfish havesting. Baum Ceek is classified by DEH SS as pohibited in gowing aea due to potential fecal colifom bacteial levels. Baum Ceek will emain on the state s 303(d) list of Impaied wates. Callaghan Ceek [AU# ] 2002 Status To evaluate the impact of a fie teatment bem at a Dae County landfill in 1998, DWQ monitoed chemicals (metals), toxicity and benthic macoinvetebates. One station failed 44 Chapte 2 Pasquotank Rive Subbasin

13 toxicity tests and metals wee extemely high (i.e., silve, selenium, coppe, zone, asenic, aluminum, lead, manganese and ion). Biologists noted some impacts to the benthic communities neaest the landfill. DWQ ecommended that a follow-up study be conducted on Callaghan Ceek. DWQ sampled unnamed tibutaies to Callaghan Ceek and Billys Ceek in Octobe 2000 to assess the long-tem impacts fom the 1998 landfill fie. Use of a non-standad sampling methodology pecluded assignment of bioclassifications to these sites; howeve, this method collected enough taxa to make between site compaisons of the invetebate communities. All sites had dissolved oxygen levels below 4.0 mg/l and no flow conditions existed. Substate consisted of detitusmud mixtue. Macoinvetebate communities at all sites in this study wee vey pollution toleant. Howeve, notable wate quality poblems and concens wee documented fo these wates duing this assessment. Attention and esouces should be focused on these wates to pevent additional degadation and facilitate wate quality impovements. DWQ will notify local agencies of these wate quality concens and wok with them to conduct futhe assessments and to locate souces of wate quality potection funding. Additionally, education on local wate quality issues and voluntay actions ae useful tools to pevent wate quality poblems and to pomote estoation effots. The cuent status and ecommendations fo addessing these wates ae pesented below, and each is identified by an AU#. Nonpoint souce pogam agency contacts ae listed in Appendix IV Shallowbag Bay [AU# ] Shallowbag Bay (534.1 aces) is Not Rated on an evaluated basis in the aquatic life categoy due to significant noncompliance issues with biochemical oxygen demand (BOD) and ammonia pemit limits at the Manteo WWTP (Pemit NC ). Manteo s WWTP is pemitted to dischage 0.6 MGD and it has a phased NPDES pemit unde which it can expand to 1 MGD by obtaining an Authoization to Constuct fom DWQ. Many of the effluent violations with Manteo WWTP wee esults of mechanical malfunctions. In 2005 and 2006, thee wee two Notice of Violations issued against MWWTP and 9 Pemit Enfocement penalties issued against the plant. In 2005, the Town of Manteo eceived a gant fom the Noth Caolina Clean Wate Management Tust Fund (CWMTF) to develop a feasibility study of nutient emoval options fo wastewate dischaged to Shallowbag Bay. The 2007 Manteo Land Use Plan states wate quality conditions in Shallowbag Bay ae concens and ecommends actions to impove thei WWTP and educe pollutants fom stomwate unoff and mainas to impove wate quality. BMPS ae needed to educe unoff fom highly impevious aeas of histoic downtown Manteo to educe stomwate unoff into Shallowbag Bay (CAMA LUP- Town of Manteo, 2007). The Town of Manteo pepaed a stomwate management plan in 2000 with intentions to augment its zoning odinance with stomwate management equiements. The 2005 Zoning Odinance equies the unoff geneated by new development to not exceed the pedevelopment site volume fo the fist 1.5 and it shall be etained on the site. Residential and histoic sites ae exempt fom this odinance. Shallowbag Bay is also monitoed by the Division of Envionmental Health (DEH) Receational Monitoing Pogam (RECMON). Based on DEH monitoing data, the bay is Suppoting in the eceation categoy. 2.5 Additional Wate Quality Issues within Subbasin The pevious sections discussed wate quality concens fo specific steam segments. The following section discusses issues that may theaten wate quality in the subbasin that ae not specific to paticula steams, lakes, o esevois. The issues discussed may be elated to wates nea cetain land use activities o within poximity to diffeent pollution souces. The incease in impevious sufaces thoughout the basin contibutes to the gowing wate quality issues associated with stomwate unoff. An incease in the numbes of slips at mainas is a concen to wate quality because of the limited numbe of maina facilities with pump out 46 Chapte 2 Pasquotank Rive Subbasin

15 capabilities. Establishing mainas that meet Clean Maina standads is essential to potect public health and wate quality. Accoding to the Sanitay Suvey of Albemale and Cuituck Sounds, Aeas I-1, I-3 though I-16 (DEH Shellfish Sanitation & Receational Wate Quality Section, Decembe 2005), thee has been little change in wate quality since the last suvey. The only shellfish found in this aea is Rangia clams. No commecial shellfish havesting occus. Feshwate unoff is the most significant facto affecting wate quality in this egion and can be associated with agicultual unoff o natual unoff fom swampwates following heavy ains. Aea I-4 consists mainly of foest and swamps suounding the Alligato Rive. Logging is the main industy in this egion. Thee ae some faming opeations on the westen side of the ive. The easten side of the ive is pat of the Alligato Rive National Wildlife Refuge. Accoding to the Sanitay Suvey of Easten Albemale Sound, Aea I-2 (DEH Shellfish Sanitation Unit, June 2005), wate quality has impoved with a few exceptions. The only shellfish pesent in this aea is Rangia clams. The estimated population of this aea is 11,000 people, which is a 50 pecent incease since the last suvey.
