1 Hierarchical central place syste and aggloeration econoies on households Daisuke Nakaura, Departent of International Liberal Arts, Fukuoka Woen s University Executive suary Central place theory shows that the shortage of distribution of goods and services in rural areas can be substituted fro upper hierarchically-ordered central places. However, this paper deonstrates that spatial consuer exclusion ay exist if transportation network is not well organized. Besides, incoe level varies aong households in general. Under these circustances, the iportance of aggloeration econoies in rural areas has been revealed even though these sizes are sall. While these econoies ay be replaced by the well-organized infrastructure on interregional transportation, it is observed that the replaceent should be done for specific goods and services. Those goods and services are naely luxury types rather than noral types, since spatial consuer exclusion on essential goods and services are uch ore probleatic. However, rural areas ay be difficult to satisfy above criteria, and the arguent would be concluded by suggesting ixed strategic policy regarding the availability of goods and services through both regional and interregional access under the iniu sufficient transportation syste by utilizing the benefit of aggloeration in a sall unit at the lower hierarchically-ordered region. 1 Introduction An overview - Spatial econoics: producer and consuer surpluses vary aong different regions - Higher hierarchically-ordered regions: Sufficient attractiveness to both producers and households urbanization econoies - Lower hierarchically-ordered regions: Disadvantages on the due to physically liited conditions; ore concretely, liited scale, scope, and coplexity - Hierarchical regional structure in central place theory: Lösch (1944 [1954]) in ters of arket areas - How final goods are distributed across an econoic space - Scale, scope, and coplexity: Aggloeration econoies, if these are spatially-constrained internal and external econoies (Parr, 2002) - Probles: Central places or higher hierarchically-ordered regions typically reark severe spatial congestions or urbanization diseconoies - Mulligan (2013): The future of rural areas or non-etropolitan areas -- there are regions which continue to prosper and which continue to decline - Solutions: Spread population and econoic activity across the county or country involving rural regions - Rural areas have several liitations to achieve sufficient regional developent unless lower

2 hierarchically-ordered regions or rural areas own enough attractiveness on both producers and households - Such attractiveness can be typically referred to tax copetition and other pecuniary policies, although these tend to be ore difficult under the background which the budget constraint on local governents becoe ore tightly liited in any cases - Attractiveness of region: Quality of life or aenity attainent - Iportance of quality of life or aenity: Epirically deonstrated by various relevant series of literature (Rickan and Rickan, 2011; Olson and Munroe, 2012; Rodriguez-Pose and Ketterer, 2012; Brown and Scott, 2012; Deset and Rossi-Hansberg, 2013) - How to increase attractiveness forces in lower hierarchically-ordered regions without relying on tax copetition and other pecuniary policies - Optial scale, scope, and coplexity of regional econoic activity but not to specify these axiu levels - c.f., Data envelope analysis by Suzuki et al. (2012) and Takeguchi and Suzuki (2012) - Spatial policy on sustainable regional growth across a country applying the fraework of hierarchical central place theory and a part of household econoics - Central place theory: a shortage of distribution of goods and services in rural areas can be substituted fro upper hierarchically-ordered central places - However, spatial consuer exclusion ay reain if transportation network is not well-organized - Spatial consuer exclusion (Nakaura, 2010): A situation where there are consuers who are not able to obtain soe goods and services because of the presence of excess transportation costs together with the profit axiization behavior of the fir; Incoe level varies aong households in general - Mulligan (1991): Accessibility to goods and services in ters of equality - Nakaura (2014): Equity and social capital Main focus of the paper - Trade-off between aggloeration econoies on households and interregional transportation - Copare and contrast the priary difference between different types of goods and services -- Possibly related to the law of econoic growth stage in national and regional level (Rostow, 1956 and Parr, 2001); Mulligan (2010): Interindustry linkages of the eployent in rural areas - Total surplus to evaluate the ipact of transportation costs on the trade of goods and services in the spatial arket - Spatial consuer exclusion and quality of life or well-being on local households - A ixed strategic regional policy on the availability of goods and services through both regional and interregional access under the iniu sufficient transportation syste - Forecasting regional econoy by applications of Israilevich et al. (1997) and Sonis and Hewings (2003)

3 2 Location odel - Siple location odel: Regional econoic agents are producers, households, and local governents - A region: Has producers whose priary locations are either at other regions or at that region, has local residents who are consuers and also labors, and has the local governent - A representative fir: Maxiizes his profit under his given production function - A representative household: Maxiizes her utility under her given budget constraint - The local governent: Maxiizes social welfare at that region - Two different types of region: Urban and rural areas - Local governent solely pursues social welfare axiization at that region applying their part of budget; Accessibility to goods and services ay be kept at a iniu sufficient level, and actual welfare depends on the optial size of the arket and scope as well as the optial size of econoic activity - Conventional central place theory: Optial structure of the arket can be always found applying the hierarchical structure, even though there are a nuber of restrictions in econoic activity; Naely, a shortage of goods and services would be supplied fro upper hierarchical central places - However, the socially optial hierarchically central place syste works only if transportation network is well-organized -- Otherwise, spatial consuer exclusion ay occur, in particular, a situation where incoe level widely varies aong local households - Transportation costs: closely related to arket access or accessibility - Accessibility on households ay affect the level of consuer surplus; Fig. 1 Fig. 1 Producer and consuer surpluses - In spatial ter, further necessary to eploy the notion of transportation costs - Producer and consuer surpluses at region r: Fig. 2 - where s (s > 0) = unit transportation cost, and 0 = transportation cost burden to the fir which does not charge fro households
