Good Practice Example: Energy document for settlements (Graz, Austria) Keywords Zoning maps, spatial planning, energy efficiency, energy spatial planning tool, implementation Name and location Energy document for settlements Emrich consulting ZT, GmbH: The original idea of developing this document is coming from a planning office in Vienna. The private planning office Heigl Consulting in Graz got a contract from the Provincial government of Styria, department of Spatial Planning to overtake this specific software (or tool) for applying it in a test area in Styria. The small city of Leibnitz in the south of Graz was chosen as a good location for using this software in different zoning (local) maps Mrs. Heigl is the spatial planner in this municipality. 2 In the meantime the issuing of energy documents for buildings (similar to them for electronical household articles like refridgerators a.s.o.) is obligated in Austria. The surrounding area the settlements, the way of building up, the public infrastructure a.s.o are not considered. The energy document for settlements is somehow a calculation software (excel sheet) to take all these parameters in concern and can be used in a simple zoning map. So it calculates the costs of building up, infrastructure, energy use a.s.o. and also can show up that it is not economique to build up a zero energy house somewhere in the landscape. The idea of the software of Dr. Emrich consulting ZT GmbH helps to examine the quality of location concerning: possibilities of using bus, train, bicycle, /different means of transportations the size of distances to the centre, schools, shops and other important places the amount and positions of shadowy locations (and in order to that the sunny ones) the noisy and the more silent places.. spatial planning, especially relevant for the zoning plan concerning: building density quantity and size of greening/ green areas per dwelling building type energy concept the amount of infrastructure costs of every dwelling per year area per dwelling CO2- emission per dwelling The solution is a rating system like you have on your fridges: Ratings A G absolute values comparing classification according to a ideal settlement a single view shows the quality of local planning in Saving energetically recourses the economy of infrastructure the protection from noise, PM 10 the amount of living quality Figure 2: Fridge Ranking system.

3 Cost benefit, effects and results achieved In Leibnitz there were tested 3 zoning map areas. Although all the 3 of them were actually situated very close to the centre the results were differing a lot. Figures 3 & 4: Living areas and infrastructure costs.

4 Planning procedures, involvement of stakeholders and possible participation structures In Austria as well as in Styria the municipalities are in charge of spatial planning. Within the planning instrument the zoning map they are able with the help of the planners to compare the costs of new developed dwellings. With the energy document they can compare where is the best cost and energy efficient place. In the planning procedure itself there is no participation structure. Innovation fostered - local / regional developments triggered In the federal state of lower Austria the government fostered some years ago the first fifty zoning maps of municipalities using the energy document for settlements. The intention in Styria to overtake this is there. Lessons learnt practical recommendations As a governmental authority we cannot report from learnt lessons in how to use the document or the software. The fostering of this kind of tools or project is very much depending on political decisions. We just can admit that the planner who tested the 3 planning areas was very confident with the results and could at least convince the mayor of the city to use this tool. The Styrian government was supporting the development. Regarding the spatial planning law in Styria this document can be a good planning instrument

5 for implementing sustainable energy in spatial planning. All the keywords are already defined in the Styrian Spatial planning law. It s now up to the planners, the municipality and of course to the checking authority the Styrian government (department for spatial planning) to use this document in spatial planning.
