A new paradigm of environmental modeling and Model Bases organization, characterized by Model Groups Model System Model Base, is presented after the drawbacks and deficiency of current creation mechanism and organization pattern of Model Bases were explored. The approach to tightly integrate GIS with Model Bases is introduced during the process of integrated system development, and an example of system application in air pollutant dispersion and optimum total control is also presented.
