5 Extremely Hazardous Chemical An acute oral LD50 of less 50 mg/kg; or An acute dermal LD50 43 mg/kg; or Acute inhalation LC ppm as gas or vapor; or Any substances listed in the regulation at a single or combined concentration 0.1 % by weight; or

6 Extremely Hazardous Chemical Demonstrated through testing or historical experience human exposure may likely result in: Death Disabling injury Serious illness High acute or chronic toxicity Bio-accumulative Persists in the environment It is a water or air reactive compound

7 RCRA Hazardous Waste Exhibits characteristics of: Ignitability, 40 CFR (CCR Title ) Corrosivity, 40 CFR (CCR Title ) Reactivity. 40 CFR (CCR Title ) Toxicity 40 CFR (CCR Title ) Is a listed chemical in 40 CFR (CCR Title )

8 Non-RCRA Hazardous Waste Formerly California Regulated Only Does not meet the criteria of: Ignitability, Corrosivity, Reactivity List waste in 40 CFR or CCR Title 22

9 EPA Academic Lab Rule Applies to Academic entities: Colleges, Universities, teaching hospitals, and nonprofit research institutes that are either owned by or formally affiliated with a college or university Allows eligible academic entities the flexibility to make hazardous waste determinations: in the laboratory at an on-site central accumulation area at an on-site treatment, storage, or disposal facility (TSDF)

10 Labeling of Laboratory Chemicals CSUF has labeled the majority of the chemicals generated from laboratory experiments as Spent 40 CFR 261.1(2)(II)c(1) and CCR Title , spent material is any material that has been used and as a result of contamination can no longer serve the purpose for which it was produced without processing

12 Management of Spent/Used/Off- Specification Laboratory Chemicals Spent/used/off-specification chemicals in the laboratories are collected by: EHS Hazardous Material Specialist Chemical Hygiene Officer 40 hour HazWOPER trained Student Assistants

13 Waste Determination A spent, used, or off-specification chemical is determined to be a waste if it can no longer be used for its original purpose and exhibits: Characteristic of ignitability Characteristic of corrosivity Characteristic of reactivity Characteristic of toxicity Listed as a F, K, D, U, P chemicals

14 Waste Determination It is the responsibility of the generator to determine whether their chemicals are considered a waste and hazardous Only a trained, competent person can make the determination a spent, used, or off-specification chemical material is a waste

15 Who is a Trained Competent Person? Persons who have taken a 40 hour Hazardous Waste Operations & Emergency Response course Have been trained to perform certain field tests to determine the characteristics of a spent/used/offspecification chemical

17 Chemical Removal from Laboratories Chemical Hygiene Officer and Hazardous Materials Specialist discuss management within the laboratory with the PI, TA s, etc.

18 Chemical Removal from Laboratories EHS personnel assures: Container(s) are compatible for the material Properly labeled with the contents of the container Cross-contamination does occur from time to time

19 Segregation of Used, Spent, Off- Specification Compatible Chemicals Inorganic Solid / Liquid Flammable Corrosive Oxidizer Water Reactive Heavy Metal Organic Solid / Liquid Solvent Halogenated / Non-halogenated Flammable Corrosive Water Reactive Organometallic Pyrophoric

20 Characterization Each segregated container is checked for: ph Flammability Bilstein Test Oxidizing capability Heavy Metals Cyanide Write results of test on container

21 Consolidation Flammable Liquids / Solvents Make a volume determination Select the appropriate size of DOT drum Place 5 gallon plastic bucket next to drum Place thermometer into bucket Place cart of chemical next to drum on outside of containment

22 Consolidation Flammable Liquids / Solvents Have a fire extinguisher near the drum/bucket Don personal protective clothing Add container contents into the 5 gallon bucket Check for increase in temperature

23 Consolidation Flammable Liquids/Solvents For an existing drum of consolidated material Extract an aliquot from the drum into the 5 gallon bucket with the thermometer Begin adding container contents into the 5 gallon bucket Check for increase in temperature/adverse reaction

24 Consolidation of Inorganic Acids/Bases/Oxidizers Make a volume determination Select the appropriate size of DOT drum Place 5 gallon plastic bucket next to drum Add water to the bucket Place thermometer into bucket Place cart of chemical next to drum on outside of containment

25 Consolidation of Inorganic Acids/Bases/Oxidizers Donn personal protective clothing Add water to the bucket Add container contents into the 5 gallon bucket Check for increase in temperature/adverse reaction Use ph paper (ColorpHast & KI Paper) regularly

26 Adverse Reaction Flammable Liquids/Inorganic Acids/Bases/Oxidizers Flammable Liquids Add water to 5 gal bucket Inorganic Acid/Oxidizers Add water to 5 gal bucket Have absorbent, sodium carbonate/neutralizing material available

27 Organic Acids/Bases Follow all the previous steps for Acids/Bases/Oxidizers Add water to a 5 gallon bucket Slowly add the contents of the containers to the 5 gal bucket

28 Adverse Reaction Organic Acid/Base Organic Acids/Bases Add water to 5 gal bucket Have absorbent, sodium carbonate/neutralizing material available

29 Compatibility It is the Generator s responsibility to ensure: Incompatible chemicals are not lab-packed or consolidated in the same container All chemicals are to be stored in the appropriate DOT outer container Inner container capable of holding the material without leakage

30 Reactive Materials Water Reactive Materials (W) Do Not mix with water/aqueous solutions Lab Pack Only -- Do Not Consolidate Pyrophoric Liquids Assure container integrity (air tight/inert atmosphere) Lab Pack Only Do Not Consolidate

31 Reactive Materials Perchloric Acid and Ammonium & Sodium Persulfates Strong oxidizing agent Explosive results in combination with organic materials Cyanides and Sulfides Toxic gas evolution in the presence of acidic materials

32 Explosives TNT (2,4,6-trinitrotoluene) RDX - Research Department Explosive, also known cyclonite, hexogen, chemical name is cyclotrimethylenetrinitramine HMX - High Melting Explosive, also know as octogen is a nitroamine high explosive
