Local Water Supply Plan Summary Prepared for: Yadkin-Pee Dee Water Management Group Prepared by: Leila R. Goodwin, PE/Fountainworks March 26, 2018 Purpose The Yadkin-Pee Dee Water Management Group (YPDWMG), made up of 18 governmental, public water utility and reservoir operator parties providing service, has the goal to enhance the welfare of Yadkin- Pee Dee residents by jointly planning for the sustainable use of water from the Yadkin-Pee Dee River Basin. This project is a first step in that joint planning, designed to pull together and put into larger context individual members Local Water Supply Plans (LWSP). The maps and summary document will provide a big picture perspective on the region s water supply issues - identifying key issues the group may want to investigate further for regional water supply planning and coordination of drought response and to prepare for the State s upcoming Yadkin River Basin planning process. Local Water Supply Plan Summaries Table 1, Public Water Systems Using Surface Water in the Yadkin-Pee Dee Basin lists the LWSPs obtained from DWR s website. In addition, Union County provided a tabular summary of the withdrawal and return projections used for modeling during their Interbasin Transfer (IBT) process; this information was generally developed in about 2010. The NC Department of Environmental Quality, Division of Water Resources (DWR) also provided registered industrial withdrawal information. Figure 1, Surface Water Intakes in the Yadkin-Pee Dee Basin, was developed using DWR s mapping tool. Table 2, Public Water Systems Withdrawing Surface Water in the Yadkin-Pee Dee Basin, summarizes Local Water Supply Plan information from the utility providers with surface water intakes. Figure 2, Surface Water System Groupings, shows nine groups of water suppliers that are linked by regular interconnections. The map also shows 13 systems that have no regular water supply connections with other utilities. There are additional emergency interconnections within and between the groups and independent systems. Emergency interconnections were discussed in the Drought Response Plan Summary [Fountainworks, 2017]. Appendix A includes detailed summaries of the current and future water use information from the Local Water Supply Plans of all the systems in the basin. Table 3, Duke Energy Planned Withdrawals, includes Duke Energy water withdrawal projections used for modeling during the Union County IBT process. The projections are from detailed integrated planning done in 2010, looking out about 15 years. Duke Energy and Union County partnered on updating the CHEOPS model. Duke Energy has not performed a comprehensive update of their planning since 2010. However, they have done some additional internal analysis which would suggest

that water demands would change, especially for the Blewett Falls and Lake Tillery projected power plant withdrawals (likely lower). Integrated planning updates are a major undertaking and can take one to two years. Table 4, Summary of Withdrawals (LWSPs and Duke Energy) and Flows, summarizes the withdrawal projections for 2016 and 2060 at five locations where there are USGS flow gages. Table 5, Yadkin-Pee Dee Basin Water Use Projections: Withdrawals, Returns, and Net Withdrawals, summarizes all the withdrawal and return data used in the Union County IBT modeling process for the entire basin, with updates made based on Local Water Supply Plans and registered industrial user data provided by DWR. The withdrawals and returns listed for each lake/reservoir are all those in the basin downstream of the previously listed upstream impoundment, including those in the river and tributaries upstream of the named lake/reservoir. For example, the withdrawals listed for High Rock Lake include all withdrawals between the W. Kerr Scott Lake dam and the High Rock Lake dam, including those in the Yadkin River and in its tributaries. Appendix B lists the projections for each entity, including the data source. Figure 3: Yadkin-Pee Dee Basin Flows and Demands, shows the locations and some of the statistics from Table 4, as well as the net withdrawals below Blewett Falls Lake from Table 5. The flow and withdrawal amounts shown are the cumulative total of everything upstream of each point they are not the withdrawals taking place at that location. The flow and demand statistics provide some context for how the potential demands in the basin compare to the water resources available. Regional Water Supply Planning In the Drought Response Plan Summary, it was discussed that DWR would start working on a Yadkin- Pee Dee Basin water quantity model in 2019; given that they are just now (February 2018) starting work on the New/Watauga/French Broad River Basin modeling, it s possible that DWR won t start work on the Yadkin-Pee Dee Basin modeling until 2020. Development of a regional water supply plan will position the YPDWMG and its members to make the most use out of the modeling process to refine water supply plans as well as drought response. Considerations for the YPDWMG and its members for working on a regional water supply plan are: 1. Peer Review of Water Demand Projections: When DWR begins their modeling process they will ask for future water demands from each withdrawing entity. The YPDWMG could consider performing a Peer review of each other s water demand projections, either with the whole group or with a technical subcommittee. The group would learn about the methodologies each member used in developing demand projections. In some instances, members may elect to adjust assumptions and/or algorithms based on the peer review. The end result will be a set of regional water demand projections that all members understand and are comfortable including in development of a regional water supply plan. The Jordan Lake Partners found this to be one of their most valuable exercises. When the time came for DWR to use withdrawal projections in their water quantity model (for Jordan Lake, OASIS), and later during the Jordan Lake allocation process, DWR did not suggest any adjustments in the demand projections in the Triangle Regional Water Supply Plan. The Catawba-Wateree Water Management Group also did a peer review process of members water demand projections in 2014 (HDR and McKim & Creed, 2014) as part of a water supply master planning process. This group was formed as part of Duke Energy s FERC relicensing effort for the Catawba-Wateree Project and further planning efforts maintain effective water management of the Project s water resources. 2. Discuss Hydroelectric Water Consumptive Use Projections: Water use by Duke Energy was included in the Union County IBT modeling. Based on discussions with Duke Energy staff, if the projections were updated they would likely be lower (specifically, for the future nuclear plants). Updating the projections is a major undertaking, so the group should discuss the importance of having more recent projections versus using the potential for evaluating a range of potential power generation net withdrawals during the planning process. This should also include discussions with Cube Yadkin Generation about any potential future consumptive uses. 3. Develop a compendium of water sources: It would be useful to develop a compendium of raw water sources in the basin, for all members to reference as they work on developing a regional water supply plan. This could be based on existing sources as a start, and include an assessment of whether additional data or analysis is needed (for example, physical characteristics of reservoirs, or safe yield analysis). 4. Consider Annual Report/Analysis: The Catawba-Wateree Drought Management Advisory Group (DMAG) receives a report at its annual meeting that DWR has spoken very highly of as being an example of making data (water use, drought stages, etc.) useful and meaningful for future drought preparedness. One part of this effort was to standardize how the data are defined and presented. The YPDWMG may want to start working on a similar process. One outcome could be to standardize some of the terminology and definitions that individual members use in preparing their Local Water Supply Plans. 5. Investigate Preliminary Modeling: Duke Energy and Cube Yadkin Generation (and/or DWR) could potentially run the CHEOPS and/or OASIS models that were used for the respective licensing processes to evaluate some scenarios defined by the group. With Union County s consent, the group could also contract with someone to evaluate and possibly update the model inputs used in their IBT process (currently based on 2010 information) and use the model for some preliminary analysis.
