Standardized Precipitation Index standardizes precipitation accumulations for a specified time period into percentile rankings. -1.0 to -1.5 is equivalent to a D1 to D2. -1.5 to -2.0 is equivalent to a D2 to D3. -2.0 and worse is equivalent to a D3 to D4. 30- and 60-day SPIs focus on short-term conditions while 6- and 9-month SPIs focus on long-term conditions. The top left image shows the Natural Resources Conservation Service's SNOTEL water-yearto-date precipitation percentile rankings. The top right image shows sub-basin averaged snow water equivalent accumulations as a percent of average. The images below show accumulated snow water equivalent in inches (green) compared to average (blue) and last year (red) for several different sub-basins across the UCRB (and were created by the Colorado Basin River Forecast Center). The top left image shows 7-day averaged streamflows as a percentile ranking across the UCRB. The top right image shows 7-day averaged discharge over time at three key sites around the UCRB: The Colorado River at the CO-UT state line; the Green River at Green River, UT; and the San Juan River near Bluff, UT. All streamflow data provided by United States Geological Survey. Surface Water The top left image shows VIC modeled soil moisture as a percentile ranking. The top right image shows satellite-derived vegetation from the VegDRI product (which updates on Mondays). The graphs shown below are plots of reservoir volumes over the past full year and current year to date (black). The dashed line at the top of each graphic indicates the reservoir's capacity, and the background color-coded shading provides context for the range of reservoir Page 5 of 12

levels observed over the past 30 years. The data are obtained from the Bureau of Reclamation. Some of the reservoir percentiles don't line up at the new year due to differences in reservoir levels at the beginning of 1985 and the end of 2014. Dead storage has been subtracted. Note: Lake Granby data are obtained from the Colorado Division of Water Resources, and only goes back to the year 2000. Evaporative Demand Page 6 of 12

Drought classification listed is a function of the depth of reference evapotranspiration accumulated over a given period of record with respect to a climatology of 1981-2010. The drought categories displayed are in line with the US Drought Monitor's Percentile Ranking Scheme. Data used to generate these maps come from the North American Land Data Assimilation System Phase-2 (NLDAS-2) project, which assimilates observations of temperature, wind speed, radiation, and vapor pressure deficit. The date indicates the last day of the period of record, and the week number indicates the window size for the period of record. Summary: February 7, 2017 Mountain snowpack continues to increase for most of the region. Most of the sub-basins in the Intermountain West (IMW) are above average snowpack for this time of year. And many of the sub-basins of the Upper Colorado River (UCR) region are even near or above their average seasonal peaks - a value Page 11 of 12

that is not typically reached until late March/early April. While the eastern plains of Colorado have been drier, January brought some cool temperatures and near to above average precipitation for most of the region. Over the past week, little to no precipitation fell across the Front Range and eastern plains, while both temperatures and winds picked up. Short-term SPIs (30 and 90 day) are near average to positive for the majority of the IMW, with some pockets of slight dryness showing up over eastern Wyoming and eastern Colorado. Very dry conditions are still evident in the long-term SPIs (6 and 9 month), where values across the Front Range are between -1 and -2.5. Further east, values are holding between 0 and -2 in most areas, with some pockets of wetter conditions. Overall, the SPIs show that this winter's precipitation has helped to keep the higher elevations out of drought. Water supplies in reservoirs remain in good condition, although surface water still shows dryness. While some of that dryness does extend into the high country, the most dry soils are focused over southern Wyoming and eastern Colorado. Most of the streamgages in the UCR region are impacted by ice, though recent warm temperatures have brought some streams out of their frozen state. Streamgages that are reporting are mostly reporting in the near normal range. Streams will likely be closely monitored over the coming months as warm temperatures will kickstart melting of the anomalously high snowpack and could lead to flooding in some areas. The Colorado Basin River Forecast Center is forecasting above average inflows into Lake Powell later this spring, with inflows amounting to almost 10 million acre feet. In the short term, the outlook is for continued momentum of building snowpack; however, warmer than average temperatures could result in a wetter snow and some melting. The Climate Prediction Center outlook shows that drought removal is likely throughout the eastern plains of Colorado, although that is not likely to happen during these dry winter months. Recommendations UCRB: Status quo is recommended. Although precipitation for the last 7 days over northern Arizona and western Utah has been minimal, both shortand long-term SPIs are positive for those areas. We recommend that the U.S. Drought Monitor author look over these areas for possible removal of some of the D0. Eastern Colorado: Status quo is recommended. Page 12 of 12
