U.S. Geological Survey Agency Briefing for MAPPS Mark L. DeMulder Director, National Geospatial Program March 12, 2013
3D Elevation Program (3DEP) National Leadership The National Enhanced Elevation Assessment demonstrated the potential to generate $1.2 billion to $13 billion new benefits annually Based on the NEEA findings, a cooperatively funded national enhanced elevation program executed by USGS Plan to acquire high resolution LiDAR data for 49 states, IfSAR in Alaska The goal is to achieve an 8-year acquisition cycle ($146 M per year) Provide bare earth elevation, point cloud and other data derivatives 3 Hazards Mitigation Land Navigation and Safety Flood Risk Mitigation Infrastructure Management Precision Farming Natural Resources Conservation
USGS Implementation Activities 5 Toward Implementing 3DEP by January, 2015 Program operations being consolidated and modernized Acquisition specification being updated for QL2 3DEP Implementation Plan under development
A-16 Theme Lead Agency Role 6 Executive Theme Champion For elevation, USGS is A-16 co-lead with NOAA (USGS terrestrial, NOAA bathymetric) Executive Theme Champion role: Provide high-level sponsorship and support for the Theme and associated Datasets Promote effective and efficient development and management of themes and their associated resources to benefit implementation
A-16 Responsibilities 7 Elevation (3DEP) USGS roles assigned Executive Champion Mark DeMulder Data Theme Lead Dave Saghy Dataset Manager Jim Mauck National Digital Elevation Program (NDEP) to evolve into the Elevation Thematic Subcommittee Explore linkages of 3DEP with Data Acquisition as a Service in Geospatial Platform
3DEP Executive Forum 8 Implement A-16 Executive Champion Responsibility Purpose To facilitate executive dialog and collaboration on creative funding strategies to implement and maintain 3DEP Coordinate nationally significant developments for example, legislation, hurricane supplemental funding plans, GAO reports, etc. Share insights and develop strategies to communicate with industry and other potential stakeholder groups Membership Executive-level (Associate Director equivalent) representatives of NDEP and other agencies with the highest potential benefits as reported in NEEA

3DEP Endorsements 12 MAPPS Endorsed by membership in January, 2013 NGAC Recommendation, April, 2012 - The NGAC endorses a national elevation program (i.e., 3D Elevation Program, or 3DEP) as described in the National Enhanced Elevation Assessment conducted by the U.S. Geological Survey (USGS) NSGIC Endorsed by membership in April, 2012. Endorsement supports the recommended program and requests that there be advanced planning and buy up opportunities NDEP Endorsed by member agencies in December, 2012

USGS Alaska Mapping Initiative 14 Modernizing 50-Year Old Maps and Data Existing 1950-1960s map data do not meet accuracy standards needed today to support aviation safety, energy development, resource assessment, flood plain management Existing maps for Alaska are at 1:63,360- scale (1 = 1 mile), compared to CONUS at 1:24,000-scale (1 = 2,000 feet)
USGS Alaska Mapping Initiative 15 The Challenge Multi-year effort by USGS and its partners to update base geospatial data layers over Alaska USGS will use the enhanced data to produce 11,273 new 1:25,000-scale digital maps over Alaska (scale preferred in user studies) Technical mapping capability exists at USGS; the greatest challenge is funding and acquiring new data Elevation data is foundational to other layers such as hydrography
Acquisition of Statewide Elevation Data 16 The Alaska Mapping Challenge Initial estimate for statewide IfSAR approximately $52 M State and Federal agencies have contributed over $15M to date Approximately $37.3 M remaining need to complete statewide coverage
Alaska Mapping Executive Committee 17 Outcome of Alaska Roundtable June, 2012 Leadership Chair - Anne Castle, DOI Assistant Director for Water and Science Vice-Chair - John Conger, Acting Deputy Under Secretary of Defense for Installations and Equipment Members OMB, FEMA, NOAA, USACE, NGA, FAA, EPA, NRCS, USFS, BLM, FWS, NPS, USGS,DHS, DOT, DOI, DOD State of Alaska

USGS Alaska Mapping Initiative 24 US Topo As of January 2013, approximately 400 1:25,000-scale map quadrangles have the requisite elevation and imagery data available for generation of maps Approximately 1,100 quadrangles will potentially be available for production in FY14, based on data that were collected in FY12 Six quadrangles produced using the map specifications developed in FY12 were presented at the February Alaska Surveying and Mapping Conference for additional user feedback
