JOB DESCRI PTI ON JOB GRADE: GS-0 Cla ss Code : Office - 8 8 0 DEPARTMENT: 2 0 - FLSA: EXEMPT JOB NO: 6-0 9-2 7 SALARY: To Be De t e rm in e d Job description statements are intended to describe the general nature and level of work being performed by employees assigned to this job title. They are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required. GENERAL SUMMARY Under direction, manages and oversees the application and development of Geographic Information Systems (GIS) for the Lower Valley Water District. SUPERVISION General direction is provided by the Engineering Manager.. Creates, maintains and manages the geographic database of LVWD infrastructure. 2. Generates professional cartographic exhibits and maps for sharing LVWD geographic information with the Board of Directors, customers, and contractors. 3. Continually updates the GIS database with new, incoming, and updated information. 4. Administers LVWD ArcGIS Online organizational account including management of groups and permissions for map & content viewing and editing. 5. Publishes online GIS maps, analysis routines, and applications using ArcGIS Online and the Web App Builder, and creates interactive maps for embedding in LVWD website. 6. Responsible for the configuration of mobile applications that access the online GIS data. 7. Interacts with Engineering, Field Operations, Customer Service, Meter Readers, Water Rights, etc., to determine the needs of the online GIS and mobile applications. 8. Develops, plans, and deploys the staged rollout, steadily increasing the utilization of Enterprise GIS capabilities according to prioritized business needs. 9. Trains users in the use of GIS applications and procedures. 0.Troubleshoots internal client issues with GIS viewers and online GIS apps including ArcGIS Explorer Desktop, Collector, etc..performs geoprocessing techniques to accomplish a variety of geographical tasks and analyses. 2.Uses Python scripting to automate tasks and processes. 3.Imports CAD drawings into GIS data formats. 4.Migrates legacy shapefile data into geodatabases and transforms geodatabase data to the Local Government Information Model geodatabase data model. 5.Performs joins on databases and tables to GIS spatial data and performs advanced queries and analyses to extract data. 6.Continually researches and trains to stay on top of the quickly evolving field of GIS technology for water utilities. 7.Geocodes customer addresses to obtain their geographic location in the GIS database. 8.Develops the integration of asset management software & SCADA with the GIS system & data. 9.Develops routes using GIS routing capabilities for meter readers and solid waste pickup.

Gather field data for a variety of engineering uses in planning, water and sewer installation, plan modification, and special investigations of complaints. 2. Supervises and reviews overall survey and GPS data collection for recording information such as GPS database and survey elevations for designs. 3. Responsible for supervision of recording and updating of all needed water and wastewater projects such as measurements, locations, modifications, and upgrades. 4. Prepare and review detailed water and wastewater system models using Computer Aided Design (CADD) software and Geographic Information System (GIS) software. 5. Performs walkthroughs as needed for all new engineering projects as well as all new development and new extensions. 6. Coordinates and submits all needed paperwork for TXDOT, WID, Railroad, and all necessary permits. 7. Counts, measures, records, numeric and descriptive details. Reads and analyzes plan documents and drawing, comparing actual conditions to plans. 8. Notifies Engineering Manager of conflicts or discrepancies in review of plans and suggests a corrective action or plan of change. 9. Performs field inspections if the District is short of inspectors. 0. Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.. Performs any other duties as required. Perform duties of immediate supervisor or coworkers as necessary to ensure continuity of operations during absences. 2. Maintains safe work practices according to District's rules and policies. 3. Performs any other duties as assigned by the Engineering Manager. MINIMUM JOB REQUIREMENTS EDUCATION A Bachelor's degree in geography, management information systems, computer science, or a related field (Master's degree preferred). (a combination of education, experience, and training may be applied in accordance with LVWD policy.) Must be bilingual (English and Spanish preferred). LICENSE AND CERTIFICATIONS: EXPERIENCE Five (5) years of experience in GIS systems and technology,. One () year of experience in water and wastewater GIS. Three (3) years of experience in water and wastewater design and construction. Three (3) years of experience in AutoCAD software. LICENSES AND CERTIFICATES Texas Class "C" Driver's License and must have an acceptable driving record.

Must have expert knowledge of GIS geoprocessing techniques. Must have solid knowledge of geodatabase design, schema & domains. Must have knowledge of ArcGIS for Water Utilities & geometric networks. Must have knowledge of Python scripting and Model Builder. Must have expertise in cartographic methods and be able to produce professional quality exhibits and maps. Must have some knowledge of construction, engineering design, hydraulic principles, modeling, and related methods. Ability to read maps, CAD drawings, specifications, and geo-reference drawings in ArcMap. Ability to plan, develop and implement GIS programs. Must be able to transform geographic coordinate systems, datum, and projections and to transform GIS data into different formats. Must have expert knowledge of desktop computing and various software applications. Must have considerable knowledge of drafting techniques. Must have some knowledge of experience in survey and GPS technology. Ability to adapt to field environment; exposure to dust, weather conditions, and exposure to domestic animals and insects. Ability to establish and maintain effective working relationships with fellow employees, officials, and the public. Ability to prepare and maintain records and reports. Ability to express oneself clearly and concisely, orally and in writing. Ability to read and interpret complex documents. Must be able to prepare and maintain records and reports. Clear concise oral and written communications to effectively respond to common inquiries and complaints.
