Section 1 Snow and Ice Policy

CITY OF STEVENS POINT SNOW POLICY The City of Stevens Point has a two inch snow policy. If the City receives two or more inches of snow during one snow fall, the entire city is plowed. Under two inches, only the salt routes are plowed. Salt routes are the main arteries of the city. When the street department does an entire city plow, most of the time it is done at night, from 11 :00 p.m. to 7:00 a.m. for various reasons, i.e.: safety, traffic and parked cars. We plow the salt routes first on any snow fall. The start and stop time of a snow fall is very critical as to when the entire city will get plowed. Salt routes are always maintained first, side streets are considered secondary roads and will only be plowed after main arteries are cleared. During scheduled work hours, the street superintendent or assistant superintendent will assign duties to personnel to maintain the streets according to the severity of the weather.

Section 2 Personnel Call-in Procedures

Procedures for A and B Routes for Call-Time Personnel P raced u res: 1. If just salting/sanding of specific areas is required the one or two call-time personnel for that week will handle this. 2. When all A and B routes need to be completed, without plowing or scraping, four personnel are required. The first personnel called in can call two or three others, depending on the situation. Personnel called in will be from the seniority list. 3. If it is felt that plowing or scraping of the A and B routes is required an attempt to call management should be made. Additional personnel will then be called in. (If no management personnel can be reached, the appropriate number of personnel can be called in.) 4. Every attempt will be made to utilize twelve personnel if the A and B routes must be plowed. The crews will consist of four crews of three. 5. Equipment is assigned to specific routes. The crew you are on will be determined by what piece of equipment you have. Every effort should be made for personnel to use their assigned snow removal equipment if that is applicable and possible. There is a laminated route map in each of the sanders. The sander operator will have to assist in which way to go until the routes are learned. Copies of the routes are also on the board.

Whenever the Mayor shall, by reason of heavy snow storm or blizzard, proclaim a snow emergency pursuant to section 66.325 of the Wisconsin Statutes, no person shall park, stop, or leave standing any vehicle upon the streets or any portions of the streets during the hours set fourth in said proclamation.

* SNOW PROCEDURES * TWO INCH SNOW POLICY - The entire city gets plowed when two inches or more of snow falls. Under two inches, only the salt routes are plowed. Salt routes are the main arteries in the city. The city is divided into four sections for salting and sanding. (Route copies available upon request.) There are three pieces of equipment per salt route. On a two pass system ( down and back) the street is completely cleared, (versus a single truck having to make three to five passes). It takes approximately three hours to complete the salt routes. Sand routes utilize one truck for each of four routes. Normal hours for sanding are 11 :00 p.m. to 7:00 a.m. on weekdays. On the night of a storm they are sanded after the plow routes are done. The reason for the 11:00 p.m. to 7:00 a.m. shift on weekdays is to have intersections sanded before traffic picks up. After plowing has been completed and during non-business hours (7:00 a.m. - 3:00 p.m.) the police department determines when the roads have become hazardous due to snow, rain etc. At this point they would call in two street department personnel to take care of the problem areas. If more than four people are needed to handle the situation, management is called and the entire sanding/salting/plowing crews are called in. The city has 159.81 miles of street as of 2010. City snow equipment includes: 13 plow trucks (1 is a spare) 2 graders 2 loaders (parking lots) 2 loaders (with mounted blowers) One has a snow picking route along with a grader and three tri-axles. The other is used to stack at dump sites. 1 sidewalk crew using a Ventrac and Bobcat. Each of these can employ a front end broom, blower, or reversible blade to clear sidewalks. Just a few reminders! The city has an ordinance on blowing, plowing or shoveling snow in the street after it has been plowed. If caught, the person/persons could be fined. Parking on the street during and after two inches or more snow is costly and time consuming when having to go back and plow again. Marking non curb areas with a bright colored stick or flags will prevent damage to yards.
