Capacities for the management of climatic data in Republic of Srpska, Bosnia and Herzegovina There are the two entity NHMSs in BH, with no roof institution at the state level Coordination / climate data exchange should be at better entities institutional level : RHMS of Republic of Srpska - B.Luka FHMS of Federation of Bosnia and Herzegovina-Sarajevo

a)climate division inside RHMS of RS IS IN THE DEVELOPING PROCESS Many periods of daily data are not digitized yet but information about measurements exists in paper form. Digitization in the progress Monthly data time series are much longer and digitized for many stations and climate elements b) Quality control and homogenization of digitized data has been performed for stations with the longest historical data series (by RClimDex program) during 2013/2014 but still lots to do Problem makes interruption /missing data during the last war. Some stations missing data period lasts 2-8 years even more. During the process of homogenization they are interpolated at monthly level but not daily one, cause of program limitations from which is generated many indexes

Data base: HMS RS: MCH (installed in Feb, 2014 by WMO experts) MCH (Meteorology, Climatology, Hydrology At the state level of BH the climate base is not integrated: each of both entities observe and cares about data entry/quality control/archive over its own territories stations There are many available products derived from the climatic data base No climatic atlas that includes recent past Reference period: 1981-2010 Access to the climatic database and product internal and not for public usage but possible to be given by requests of users

Current capacities for climate monitoring - Currently 28 stations work in the national observation network for climatic purposes in RS: the main climate elements/products are published in Statistical Yearly-book (RS and BH level) - At the state level of Bosnia and Herzegovina METEOALARM is established last year for short-range weather forecast of extreme weather events and alerts over RS and FBH - NCC maintains analysis of climatic trends and detection of climate variability/changes, climate change scenarios and projections for the future (The first and the second National Climate Change Reports towards UNFCCC, the third one has started recently) - 2010 involved in World Bank suported regional research Climate update in Sava River Basin together with FHMS, with Report of Climate variability in Drina basin and many other researches aiming of flood prevent or establishing irrigation in dry parts - Some experts are involved in national team in regional ECRAN program with aim of reduction emission of CO2. Several climate groups are established for the purpose of mitigation and adaptation on CC

Current capacities for the provision of climate sensitive sectors Climate services we provide for different sectors are mainly for observed/measured climatological, meteorological and hydrological data or products or higher level of mathematical statistics, or detailed analysis with graphs, maps of isolines, theory of extremes with return period, indices etc The users contact us by e-mail, phone call, visiting us or sending requests by fax etc There are several international scientific conferences every year held in RS for the purpose of exchanging of knowledge and related information There are not enough National Climate Forums/ many are involved in Climate Change researches but with no sharing suitable information

Limitations of the RHMS in the provision of climate services Missing data in the period with no measurements Missing classical/automatic instruments for providing measurements of wind, soil moisture, evaporation (hourly wind measures only for station in Banja Luka for longer period 1992-up today, missing of measurements of soil moisture, evaporation, solar radiation) No possibility to answer many kind of users request that is very important to agronomy regarding to missing adequately measurements A few of people in HMS RS are dedicated to the production of climate services (1 full time + 3 ad hoc partialy involved) problem of no having enough employed and trained / experienced experts due to governament s restrictions of employees

Priorities to strengthen the provision of climate services by the NMHSs Enhancing the number of full time employed experts who works in Data Base for climate purpose Enhances density of stations for measurement of rainfall and the other of most important elements: wind, evaporation, vapor pressure, sunshine duration Establish measuring elements that misses like soil moisture, solar radiation classical or automatized
