IOTC-2017-CoC14-08b Add_1[E] IDENTIFICATION OF REPEATED INFRINGEMENTS UNDER THE REGIONAL OBSERVER PROGRAMME Prepared by IOTC Secretariat, 15 April 2017 In line with 1) the requirement of IOTC Resolution 14/06 On establishing a programme for transhipment by large-scale fishing vessels, and 2) the recommendation made by the Compliance Committee at its 10 th Session: 53. The CoC RECOMMENDED that the Secretariat follow, from one year to the next, the potential infringement cases identified so as to allow the CoC to identify repeated cases of infringement. This document provides a summary of repeated cases of potential infringements of IOTC Resolutions by large-scale tuna longline vessels (LSTLVs) and carrier vessels, as recorded by observers deployed under the at-sea Transhipment Programme during. Identification of repeated infringements by LSTLVs in. From the eight fleets (8) which have transhipped in, seven (7) fleets have one or more records of repeated potential infringements. In all, a total of 125 cases of repeated potential infringements were recorded in. Identification of repeated potential infringements by LSTLVs in that have a record of potential infringement in. Seven of those 23 vessels have a record of possible infractions in (30 % re-incidence). Sixty eight (68) LSTLVs of the fleet of Taiwan, Province of China, have been identified as repeated potential offender in. Twenty seven of those 68 vessels have a record of possible infractions in (40% reincidence). Twenty (20) LSTLVs of the fleet of Japan have been identified as repeated potential offender in. Fifteen of those 20 LSTLVs have a record of possible infractions in (75% re-incidence). Three (3) LSTLVs of the fleet of Malaysia have been identified as repeated potential offender in. The 3 LSTLVs have a record of possible infractions in (100% re-incidence). One (1) LSTLV of the fleet of Oman has been identified as repeated potential offender in. This LSTLV has a record of possible infractions in (100% re-incidence). Two fleets have LSTLVs with a record of repeated potential infringements in, but there is no record of infringement in : Two LSTLVs of the fleet of Korea have been identified as repeated potential offender in. Eight LSTLVs of the fleet of Seychelles have been identified as a repeated potential offender in. The number of LSTLVs with repeated potential infringements in and with a record of potential infringements in are presented by fleet in Figure 2.
