Hart Union High School District MINUTES OF REGULAR MEETING Wednesday, January 11, 2017 8:30 a.m. Location: Administrative Center Annex Room 101 26320 Spirit Court, Santa Clarita, CA 91350 CALL TO ODER 8:32 am ROLL CALL - ESTABLISHMENT OF QUORUM Present were ers Ronda Chobanian, Lorraine King, Karen Martin and Classified Personnel Director Claudia Barragan. A quorum was established. PRELIMINARY BUSINESS A. Approval of the Agenda for the Regular Meeting of January 11, 2017 ACTION It was moved by Commissioner Martin and seconded by Commissioner Chobanian to approve the agenda for the regular meeting of January 11, 2017. AYES: 3 NOES: 0 B. Approval of the Minutes of the Regular Meeting on December 15, 2016 ACTION It was moved by Commissioner Chobanian and seconded by Commissioner Martin to approve the minutes of the regular meeting of December 15, 2016 AYES: 3 NOES: 0 I. SPECIAL ITEMS/REPORTS Personnel Director s Report Ms. Barragan introduced new Human Resources Technician Debbie Lien. Interviews and reference checks for Human Resources Analyst in progress. Ms. Barragan shared that the reclassification request period will open on February 1. Ms. Barragan discussed need for a new classification for Chief Business Officer (CBO), combining current classifications; Chief Financial Officer (CFO) and Chief Operations Officer (COO). This positon will be open for recruitment once the classification is completed. Ms. Barragan explained the new classification for Energy Manager. In process are the creation of new classifications for Supervisor of Maintenance, Supervisor of Operations and revisions to Campus Supervisor. Ms. Barragan will begin classification study by job family beginning with the Clerical Series; particularly Registrars and Office Managers. Staff will begin revision of Bilingual and SED Instructional Assistant stipend, with regard to rule 13.16 to clarify language. Ms. Barragan discussed the need to change upcoming meetings which conflict with Commissioner Martin s LACCD meetings. Commissioner King requested the April 12 meeting time change to 8:30 AM. The February 8 meeting will be held at 8:30 AM. Since Hart employees may be unable to attend morning meetings, Ms. Barragan will check the Hart District calendar for available room to hold evening meetings. Meeting dates and time will be discussed at the next meeting.

III. ROUTINE MATTERS A. Monthly Budget Review INFO Ms. Barragan presented the monthly budget report for December 2016. She stated there were no expenditures out of the ordinary. B. Classified Recruitment Updates Ongoing recruitments Instructional Assistant Substitute Health Services Technician Substitute Custodian Educational Sign Language Interpreter Substitute Warehouse Upcoming recruitments Data Technician - approved Electrician - retirement IV. ACTION ITEMS ACTION A. Ratification of Eligibility Lists 1. Human Resources Analyst 2. Human Resources Assistant 3. Plant Manager I The position titles listed on the agenda were corrected to the above titles. It was suggested by Commissioner King to ratify the eligibility lists as presented. Report Out from Closed Session Commissioner Chair Lorraine King read the following statement: There will not be an appointment of an interim director. Dr Vierra will be asked to oversee the staff and if he has a conflict he is to call Commission Chair Lorraine King. The Commission will interview from the existing eligibility list. Staff is to arrange for interviews at closed session during next meeting, with 20 minute time blocks.

Discussion Items Following discussion, the Commission conduct interviews for Classified Personnel Director prior to the next meeting. Tina Cermeno, HR Analyst, discussed training for our new Analyst coming on board in February. The Commission discussed possible scenarios involving upcoming eligibility lists and testing. A list of pending items will be brought to the Commission meeting February 9.
