54% luminaries with - Luminous flux directly to the sky (ULR > 15%) - Low coefficientcy of utilization (K < 0,3) - Low efficiency (< 65%)
NO - reflector luminaire direct luminous flux directly to the sky ULR > 35% Obtrusive light
Semi-reflector luminaire ULR > 20% light shadow Obtrusive light

MASTER PLAN guidelines The best environment friendly solutions have been searched for Ensuring the quality of light in lighting installations, The safety of users, Improving street lighting performance, efficiency and also Generating a significant decrease in local consumption of energy The request for the Renewable Energy Aresketamendi thematic park to be declared Star-Park by the Starlight Initiative Educational and informative activities for citizen
Amurrio s Municipality Strategy to follow in the next years 1 Avoid over-illumination light zoning 2 Use of outdoor lighting only in hours when strictly necessary and regulating periods with different lighting requirements Control systems luminous flux (reducing 50%) 3 Appropriate optics in luminaries Full Cut-off / efficiency > 70% 4 The most efficient lamps > 65 lm/w and their ultraviolet and blue emission should be absent or minimal 5 Aresketamendi StarPark Educational activities for students and citizen under the stars. Adjusted to maximize the actions to be carried out in the outdoor lighting installations
To transmitting the concept of renewable energies linked to the sun, water, wind, bio-mass... in a didactical and recreational way. Includes 26 inventions related to energy Transmit the energy principles committed to by sustainable development. Perfect link to Starlight Initiative
Amurrio Municipality Strategy 6 Maintenance plan for lighting installations: Change lamps SAP every 12000 hours (3 years) and HM each 8000h (2 years) Clean fixtures every 3 years, during bulb replacement Electrical measurements and light levels on an annual basis 7 Awareness campaigns: municipal technicians and politicians A walking night tour was carried out to observe and verify the over illuminated and well illuminated areas in Amurrio. This had a very positive result, as light zoning was defined 8 Technical assistance, in a independent way of manufacturers
Actions that have and are being carried out Replacing 404 VM lamps for HPS with low power Reducing the power of the 530 road luminaire with lamps 250W SAP to 150W or 100w, depending on the area and the indicated illumination level in the light zoning Place the complete reflector on spherical fixtures unprotected upper hemisphere, that it is possible. ULR of 50% and 25% down to 5%, because of money limitation. Future renewals will be FULL CUT OFF luminaires Replace 109 balloon and 104 clasical luminaires, for other FULL CUT OFF 5 control systems reducing luminous flux in electrical box
CONCLUSIONS Some time to guide and educate in public lighting matter Starlight Initiative offer the possibility to apply criteria to Intelligent lighting, sustainable and friendly with biodiversity, people and night sky Getting a suitable and fair lighting saving energy Promoting awareness activities. Possibility of recuperating a night sky as touristic appeal. This is both attractive to politicians and citizens. We are all on the right path
There is a motive force more powerful than steam, electricity and atomic energy: "The Will" Albert Einstein Good lighting installations and dark sky at the same time for everyone!!! Thank you very much
