VHR in Cartography, Urban & Land planning Introduction : Jean-Philippe Cantou, IGN Espace Pleiades days 17th January 2012 1/11
Framework of the WG3 National spatial data infrastructure (NSDI) geographic data layers for general use 50 cm ortho layer (1m precision in XY) topographic data layer 30cm to 2 m precision in Z according to slope semantics & topology : built-up, hydro, transportation, vegetation administrative data : boundaries, cadastre, place names, road classification require heavy operational means : programming / image validation tools contractual means to guarantee supply image processing facilities Land use planning sectors Urban, Infrastructure Environmental monitoring Thematic / scientific activities Pleiades days 17th January 2012 2/11
WG3 contributors / areas of activity NSDI (National Spatial Data Infrastructures) IGN-F & IGN-B : topographic data base updating (2D, 3D) Belgian Regions : high scale mapping End users (among others) Min. of Ecology/Transport (LRPC) : road planning, biodiversity preservation, land use evolution Regional data dissemination centres : RGD-Savoies, CRIGEOS Ecotone (SME) : photovoltaic panel installation CSTB : urban noise simulation Laboratories IGEAT (Belgium) : urban planning LIVE : vegetation in the city SERTIT : biodiversity preservation GEODE : humid zone mapping in mountains IGN MATIS Lab : Photogrammetric Research Pleiades days 17th January 2012 3/11
WG 3 : identified assets of Pleiades in 2012 for NSDI data & thematic requirements Industralized countries : revisit, coverage, stereoscopy Contribution to 50cm colour coverages with renewal < 3 to 4 years Display of orthoimage onto Geoportals, as an early warning source Surveillance of sensitive areas (i.e. subject to flooding, industrial sites) XYZ data capture in 3D : new buildings & network infrastructure Land cover updating : wood, perennial crops Emerging / developing countries : substitution to aerial surveys NSDI : medium to high scale mapping and updating (1:25 000 to 1:10 000 map scales) DTM generation wherever data is poor 3D city model generation Pleiades days 17th January 2012 4/11

Pre-operational experimentations from simulated images achieved by IGN-F in cooperation with CNES Image suitability for change detection - impact of season (shadows, vegetation), incidence angles 3D data capture stereo plotting using image pairs vs BD Topo specifications : - accuracy assessment of plotted ground feature in XYZ - completeness of new features Coverage performance - over the French metropolitan territory as a whole - over a French département : compliance with BD Ortho specifications Pleiades days 17th January 2012 7/11

Technical and operational findings shall to be confirmed during the Pleiades 1A commissioning phase The high acquisition capacity is definitly well suited to mapping requirements, both for institutional mapping and the surveillance of sensitive areas. Stereo pairs programmed on due time are likely to be appropriate sources to capture feature changes in 3D The first images seem to be compliant with a cartographic edition process at 1:10,000 map scale But The Pleiades per km2 fee and associated services will be the keys for scientific and institutional users to cross the bridge.
