COUNCIL ROCK SCHOOL DISTRICT Capacity Analysis EXECUTIVE SUMMARY INTRODUCTION Schrader Group Architecture, LLC (SGA) was engaged by the Council Rock School District (CRSD) Board of Directors on May 2, 2013 to perform an analysis of the current capacity of the school district. This analysis is intended eventually dovetail with an Enrollment Projection Study being completed by Decision Insite. Ultimately, the overall district capacity developed herein will be correlated with the enrollment projection study to provide a realistic picture of what space the District will require to support future enrollments. This study was developed through an in-depth process involving many administrative players. We d like to thank everyone who participated and gave their time to the process. The meeting process included the following: Meetings in May and June were held with every building principal. During these meetings the planning team toured the facilities with administrators to find out how each individual space within the facility was being used. The SGA team then drew the floor plan of every building in the District and color coded those floor plans as to individual space use. Those drawings were then sent to every building principal for review. The planning team corrected the existing use floor plans upon receipt of comments. The planning Team then met with District Administration in June and July to understand intended space capacities. During those meetings (two separate meetings) the building plans were reviewed individually in order to convey the uses observed during the individual walk-throughs and building principal interviews. The first meeting focused on primary buildings and the second meeting focused on secondary buildings. Modifications suggested by District Administration were then incorporated by the SGA team. An overall building review meeting was held in August. That meeting included District Administration as well as representatives from both the Primary and Secondary buildings. At that meeting, the SGA team provided visual analysis as well as spreadsheet analysis of the overall use of the facilities. The building population counts and the maximized use of the facilities given the outcomes described in the previous two meetings were discussed at length. The modifications from that meeting were then incorporated by the SGA team into this document. Several follow up meetings were held with High School personnel in September of 2013 in order to clarify proposed space use and individual space capacities in the high schools. This document is a direct result of this intense process of analysis. All parties should understand that the existing use of the facilities was gathered at a specific point in time (May 2013) and will result in a different capacity based on individual space use SCHRADERGROUP architecture, LLC architecture I planning I programming Section 1-1

within the buildings as of even the 2013-14 school year. That said, the proposed capacities should be relevant as long as programs within the facilities are relatively consistent. The information provided in other Sections of this Study is as follows: Section 2 - Section 3 - Graphic Analysis of the use of every facility in the District followed by a Proposed Use Diagram depicting District Administration's standardized approach to space use to support educational program within every elementary and secondary facility in the district A full spreadsheet analysis of the spaces provided in each building as of May 2013 and recommended capacity of each facility using District Administration s standardized approach to space use to support educational program within every elementary and secondary facility in the District. The information contained herein is specific to Council Rock School District as every district utilizes spaces within its facilities differently. Once the enrollment projections are complete this information can be used to determine enrollment projections verses district capacity. At that time, the District can begin to brainstorm multiple district compositions to support the space needs of the future. The SGA team is pleased to have been part of this process and will be supportive of any additional information the District may require.

COUNCIL ROCK SCHOOL DISTRICT Capacity Analysis BUILDING CAPACITY DIAGRAMS INTRODUCTION The project team conducted building tours in May and June 2013 of all of the facilities in the District. During each tour, a brief meeting was convened with the Principal of the school to understand the overall use of the facility. Each of the buildings was viewed from the perspective of how the building was being used at that moment in time. A diagram representing how each building is used is included on the pages to follow. After assessing current use in the existing diagrams, a diagram is provided for each building identifying optimal use. Optimal use is characterized as appropriate use of the spaces that creates an approximate parity of square footage for spaces by use across all of the buildings. That optimal use diagram is utilized in Section 3 of this document identifying actual building capacities utilizing CRSD standards. As the team toured the facilities they worked to verify information previously described by District personnel in prior capacity analyses and to update those items based on their own observations as well as with information provided by the School District. The planning team also met on multiple occasions with District Administration to verify facility use. Modification from those meetings is included herein. COUNCIL ROCK SCHOOL DISTRICT Capacity Analysis BUILDING CAPACITIES INTRODUCTION Building capacities can be determined using several methodologies. For the purposes of Pennsylvania Department of Education districts must utilize the Plancon methodology in the preparation of submissions to the State. This means relatively little however when compared to a district s actual facility use patterns. Council Rock School District s (CRSD) (and most districts for that matter) use of space varies from the Plancon methodology. In order to determine actual building capacity Council Rock School District must look at the programmatic and functional need for their facility use as well as their Board recommended maximum classroom occupancies. CRSD s methodologies are described further below: Program Driven Capacities: For CRSD the total capacity of the building is derived from the Board desired class size, the scheduling systems utilized in the building, the specialized programs supported within and the community and social space goal determined to be most effective. We understand CRSD s desired (District-wide Maximum) class sizes to be: Grade Structure Kindergarten Grade 2 Grade 3 Grade 4 Grade 5 Grade 6 Middle Level High School Level Proposed Capacity 25 students per classroom 26 students per classroom 28 students per classroom 30 students per classroom 30 students per classroom Teams of 140 maximum 25 students per classroom or whatever the program can physically accommodate SCHRADERGROUP architecture, LLC architecture I planning I programming Section 3-1

Several Types of charts are provided in this Section. First, a series of summary charts are provided to describe overall district-wide use of buildings as well as proposed district-wide facility capacity. Specific age level methodologies are portrayed and are described further below. Following the summary charts, individual building charts are provided depicting how the existing use and then proposed capacity were derived for each building. These spreadsheets are direct results of the visits with the Building Principals and then as follow up to the drawings provided in Section 2 of this document. METHODOLOGY The individual building spreadsheets are developed through a slightly different process for primary and secondary schools. In general, the methodology is as follows for each age grouping: ELEMENTARY SCHOOLS Existing capacity is provided utilizing the Board of Directors Recommended maximum classroom size (described on page 3-1). Each grade structure is calculated using the specific maximum capacities. Only those Special Education rooms that have students occupying them during the majority of the day (not used as pull-out) are assigned capacity. Proposed capacity utilizes the same capacity derivation however it differs in that the planning team attempted to allocate relatively similar size spaces for the various support programs provided throughout the district. In that effort, the team did not, however, modify the quantity or type of Learning Support spaces that are currently allocated in the various buildings. The team recognizes that the Learning Support and other support programs are developed individually per school based on that specific building s needs. Most importantly, each proposed capacity eliminates ALL use of modular construction at each of these buildings. It brings the programs into the buildings. The planning also attempts to move program spaces out of spaces that were originally designed as storage space in each of the respective buildings. Lastly, readers will see both a CAPACITY and a 90% CAPACITY column in the spreadsheets. The CAPACITY assumes that there is a way to logistically schedule every single occupiable educational space with exactly the maximum quantity of students as described in the Board recommendations for Maximum Classroom Capacity. Knowing that this is virtually impossible due to scheduling, building draw areas and quantity of grade level classrooms, the 90% CAPACITY is a more realistic way of looking at the district-wide capacity. Ultimately, 90% CAPACITY reflects what a district can typically schedule a building for.

COUNCIL ROCK SCHOOL DISTRICT Capacity Analysis MIDDLE SCHOOLS Existing capacity is provided utilizing the Board of Directors Recommended Team size (described on page 3-1). Like the elementary school calculations, only those Special Education rooms that have students occupying them during the majority of the day (not used as pull-out) are assigned capacity. Existing Capacity and Proposed Capacity are calculated in a similar methodology to the means by which the elementary capacity was developed. Similar to the elementary school process, the goal was to eliminate all modular classrooms from the middle school buildings. It should be noted that in the middle school calculation, a homeroom calculation is used. In other words, the teams will start their day in one of the general academic spaces. That is the quantity of rooms upon which the capacity is generated. Support programs and specials including; arts, musics, technology education, FACS, physical education and other similar programs are not used in the capacity calculation. So, those spaces can be essentially empty during homeroom. 90% CAPACITY recognizes a similar issue to that of the elementary schools. Since there are rooms available in the building at homeroom to house additional students the 100% Capacity might make sense. It is not, though, a realistic way to calculate the capacity for the district since the goal for the district is to only house homeroom students in general education classrooms. So, in the case of the middle schools, the 90% CAPACITY recognizes that it is almost mathematically impossible to schedule the exact quantity of students to match the District-wide maximum classroom occupancy. HIGH SCHOOLS The high school capacities are calculated in a slightly different way than even the elementary and middle schools. In the case of the high schools, a general education average classroom size in CRSD is 25 students. Classroom capacities vary given size and subject matter. Many of the support programs, however, have limitations placed on them by technology positions available or quantities of equipment available in the room. SO, educational space capacities are different for many different programs. Note that Council Rock High School North and High School South have slightly different capacities for various programs mostly because High School South was designed as a new building with space square footages designed around the specific uses. High School South varies slightly due to the adaptation of some of its spaces for various uses during the renovations. Further, CRSD began calculating its capacity a number of years ago not on the homeroom capacity but on the first period occupancy. As a result, almost every general education space and support space is considered an occupiable space with capacity assigned in the building (including physical education). per square foot compared to the middle schools because the building utilization is developed using the entire facility virtually full at any one time. In the case of the high schools, the 90% utilization is actually a buffer in the program allowing for several of the educational and support space rooms to be open at any one time in order to allow for circulation between classes and to allow for teacher planning times. The 90% capacity is absolutely critical to making the high school function. Note: One further point should be made about the high schools. The high school program at CRSD provides for a very low square foot per student as compared to some other districts because of CRSD s decision to maximize capacity of the structures through capacity based on first period. This was likely done as a result of over-crowding of the high school program at one time. If the decision is made in the future to calculate high school capacity more along the lines of the middle school methodology (leaving most of the support programs empty at homeroom) then the ultimate capacity of these buildings would decrease considerably. LSAC AND SAIL HOUSE PROGRAMS The District provides Special Education programs out of a leased facility called the LSAC facility and the SAIL house located directly adjacent to Goodnoe Elementary School. The LSAC facility houses what is known as the Sloan Program which is an at-risk program intended to provide additional educational support to a group of students on a full time basis. The total number of students will fluctuate up and down during the year however the District intends to provide education in each of the spaces to approximately ten students. The SAIL House provides a life skills program in a residential setting. The house typically does not contain any more than ten students at one time. The classroom spaces in the LSAC facility support approximately forty total students maximum (not including the Twilight after School program which may contain up to twelve). The Sail House will continue to support approximately ten students.

The middle schools are over-utilized compared to their capacities (especially once the modular classrooms are removed). The high schools have plenty of capacity for any future programs or enrollment growth. The LSCA and Sail house facilities accommodate the populations that they need to. Should CRSD discontinue the lease with LSAC they will need to determine where to house that population. See below.
