One Map Policy to Support National Development in Indonesia Dr. Nurwadjedi Sarbini Deputy of Thematic Geospatial Information Geospatial Information Agency (BIG) Geosmart Asia, September 29 October 1, 2015 Putra World Trade Center, Kuala Lumpur

Outline Introduction Scope Strategic Approach Achievements Closing remarks 2

Basic Geospatial Data GEOSPATIAL DATABASE Thematic Geospatial Data Introduction The Importance of Geospatial Data for National Development ± 90% government activities related to geospatial aspect Hydrography Transportations Land Cover Contour Line Administratiive Boundary Coast Line Geodetic Control Toponame Remote Sensing Imagery Cadastral Demography Soil Geology Forest Climate Hazard Spatial planning etc ± 65% Government activities use geospatial element as core identifier. Goal of National Development 3

Geospatial Data Used to Analyse Various Sectoral Development Social and economic Data Processing Data Collection Analysis Visualization Agriculture Action Planning Decision Making Settlements Flood Hazard Plant Concession Fisheries Land Use Planning Forestry Batas area HGU Controlling Carbon Emission

Conditions of Thematic Geospatial Information (IGT) Ministry of Agriculture BIG Ministry of Env. & Forestry Province of Riau Ministry of Fishery City of Jakarta Ministry of Public Works GIS data is illustrated as database islands. They were not fully integrated yet. IGT producers concern only their own tasks, leading to map discrepancies One map policy is required to avoid map discrepancies by ensuring all thematic maps refer to the same standard and geospatial reference system

Scope of One Map Policy The main goal of One Map Policy is to guarantee the availability of accurate, accessible, and accountable geospatial information One Map Policy is a directive policy to support the production of geospatial information approved by the stakeholders and used nationally. 6

One Map Components Geospatial Reference Geospatial Standard Geodatabase Geoportal 7

Ina-GeoPortal: : Ina-SDI Network 8 Ministry of Marine and Fishery Ministry of Public Work Province of Sumbar To avoid data duplication among stakeholders; Data Center in each network node is managed by Ministry/Agenncy and Local Government To integrate Geospatial Information managed by ministries/agencies which have function as Data Custodianship BIG Province of DKI Jakarta

Strategic Approach to Implement One Map Policy Working Group of Thematic Geospatial Informaion Thematic Maps ONE MAP Media for coordination and synergy among stakeholders (Ministries/Agencies) Data duplication Multi scale Multi classification Multi georeference MULTI USER 9

Working Groups of Thematic GI Working groups: a discussion group of stakeholder of certain thematic map. There are 12 working groups: 1. Land use planning 2. Land cover 3. Transportation Members: government institutions, universities, and NGOs 4. Coastal, marine & small islands 5. Disaster 6. Climatic change 7. Social & Atlas 8. Water resource 9. Agricultural Land and peat 10. Ecoregion 11. Natural resource balance 12. Geo-intelligent 10

Mechanism of Developing One Map Working group of IGT has agenda of regular coordination meeting 3 Plenary Coordination Meeting in each year Focus Group Discussion by Bilateral Meeting (BIG and Each Working Group of IGT) Survey Validation Mapping Regulation Technical Aspect Data Need One Map of IGT Data Custodianship (Ministries/Agencies) Working Group of Thematic Geospatial Information One Map of Thematic Geospatial Information

Process of Developing One Map IGT 1 Data compilation Integration of attribute data Verifica tion & update data IGT 2 One Map of IGT IGT 3 Determi nation of standard Integration of spatial data Agreement IGT = Thematic Map 12

Achievements Launching of One Map [Dec 22, 2014]: Land cover Mangrove Seagrass Oceanography 13

14 One Map for Land Cover Achievements

15 One Map for Mangrove Achievements

16 One Map for Seagrass Achievements

17 One Map for Oceanography Achievements

Achievements 18 Standards: National standard [SNI], technical specifications, SOP

Closing Remarks The main goal of One Map Policy is to avoid map discrepancies produced by data custodians The working group has an important role in coordinating stakeholders to produce one map The One Map developed through Working Group becomes legal map for supporting the national development in Indonesia Stakeholders which have role as Data Custodianship are responsible for developing one map in accordance with their tasks and functions Working Group still continues to develop one map related with sectoral development at Ministries/Agencies 19

Thank you very much...
