Agenda for Long Term Access NVVNL Solar Power Projects NTPC Vidyut Vyapar Nigam Ltd. (NVVNL) vide letter dated 04/11/2014 had applied for Long term Access (LTA) for transfer of 150MW power i.e. 100MW from Solar Power Plant of M/s Rajasthan Sun Technique Energy Pvt. Ltd. & 50MW Solar Power Plant of M/s Godawari Green Energy Limited being set up under JNNSM Phase-1 Batch-1. As per the application power from the generations was to be allocated to various states in NR, ER, WR and SR. Injection of power was through RVPN-STU interconnection with PGCIL network in Rajasthan. Copy of the applications are enclosed at Annexure-I. As the injection of power was through RRVPNL system, No objection Certificate (NOC) of the Rajasthan was required. The applicant forwarded the No objection Certificate (NOC) dated 10/1/2014 from RVPNL. The NOC given by RRVPNL is only for 100MW from Solar Power Plant of M/s Rajasthan Sun Technique Energy Pvt. Ltd., located at Dhursar, Jaisalmer in Rajasthan, as against LTA application of 150MW. The NOC is valid from 10/1/2014 upto 30/11/2038. Copy of the NOC is enclosed at Annexure-II. For five states the quantum mentioned in the NOC issued by RVPNL was different from LTA application quantum. M/s NVVNL revised the quantum vide communication dated 22/1/14 for five states in line with the Rajasthan NOC (Uttar Pradesh and Karnataka quantum in LTA application and NOC were same). Copy enclosed at Annexure-III. Accordingly, the details of LTA being sought by the applicant are as below: Generation Project 100MW Solar Power Plant of M/s Rajasthan Sun Technique Energy Pvt. Ltd., Dhursar, Jaisalmer, Rajasthan being set up under JNNSM Phase-1 Batch-1. LTA sought from From 01/12/2013 for a period of 25 years. As NoC is valid from 10/1/2014 upto 30/11/2038, same is being considered.

Ltd is located at Jaisalmer in Rajasthan would be connected to 220/132kV GSS, Dechu of RVPN as per NOC. Dechu S/s is in turn connected to Jodhpur 400 kv substation of RRVPNL through Dechu-Tinwari-Jodhpur 220kV line. Jodhpur 400kV substation is connected to ISTS through Kankroli (POWERGRID) Jodhpur (RRVPNL) 400kV of POWERGRID. Power transfer to various States shall take place through principle of displacement through ISTS. Accordingly Power transfer to various beneficiaries would be as follows: To NR Beneficiaries: In NR, Punjab and Uttar Pradesh have been allocated 25MW and 15MW respectively. Under ISTS many 400/220kV substations with strong inter-connection have been established in both states and can access their allocated share of 25MW and 15MW through the touch points already provided. To ER Beneficiaries: In ER, GRIDCO, West Bengal and DVC have been allocated 5MW, 15MW and 5 MW respectively. It has been observed that generally, the direction of power transfer is from ER to NR. As the LTA is for NR to ER, considering the quantum of power 25MW, no constraints are envisaged in transferring from Northern grid to Eastern grid. The states can access the power through interconnection with ISTS. To WR Beneficiaries: As per the application, in WR, Chattisgarh has been allocated 15MW from the generation. Further 20MW to SR would also be mostly via WR It has been observed that generally, the direction of power transfer is from WR to NR. As the LTA is for NR to WR, considering the quantum of power
35MW, no constraints are envisaged in transferring from Northern grid to Western grid. Chattisgarh can access the power through interconnection with ISTS. To SR Beneficiaries: Regarding LTA of 20MW to Karnataka in SR it may be mentioned that presently the entire ATC for transfer of power to SR region from NEW grid is allocated for LTA/MTOA. Transfer capacity is expected to be available only beyond June 2016. Accordingly, the applicant can avail long term access from 16 th June 2016. Accordingly, it is proposed that LTA to NVVNL may be granted till 30/11/2038 as per the beneficiaries indicated below Northern Region : UP-25MW and Punjab- 15MW Eastern Region : GRIDCO-5MW, West Bengal -15MW & Damodar Valley Corporation-5MW Western Region- Chattisgarh-15MW Southern Region- Karnataka-20MW from 16 th June 2016 The LTA would be subject to: Signing of required agreements within specified time frame The applicant/beneficiary shall abide by all provisions of the Electricity Act, 2003, CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-state transmission and related matters) Regulations, 2009, Approved Detailed procedure of CTU, CEA (Technical Standards for connectivity to the Grid), Indian Electricity Grid Code as amended from time to time and any other regulation/policy/act as applicable.
