OVERVIEW Overall Assessments Grant Objectives: The development objective of the Grant is to build national capacity of Bhutan to engage in REDD+ efforts at the national as well as international levels, through strengthened policies, increased knowledge on REDD+, and enhanced data on forests and forest management. Overall progress from 07/01/2014 to 06/30/2015 with regard to Achieving Grant Objectives: Comment: Preparation of the REDD Readiness Project continued to proceed as planned culminating in the successful signing of the Grant Agreement with the Government of Bhutan on March 2015. Overall progress from 07/01/2014 to 06/30/2015 with regard to Implementation of Grant Financed Activities: Comment: The Government of Bhutan has established an efficient REDD Secretariat in the Watershed Management Department of the Department of Forests and Parks Services that is providing day to day oversight of readiness program of activities. The Technical Working Groups that have been created comprising representatives from key agencies with stake in forest management and governance of the sector are responsible for leading preparation of the TORs for the studies/analytical work identified in the project document. The Project Implementation Manual has been approved to guide implementation. Comment on planned and actual Output Comment on component implementation progress Component 1: REDD+ Leadership Development Under this component, the RGOB REDD+ Secretariat has organized a series of training and workshops at the national, district and geog levels to address to create awareness, solicit stakeholder inputs on land degradation, soil and water management issues as they pertain to REDD. The consultations organized have been structured to help gather baseline information on REDD issues in Bhutan. REDD+ Technical Working Groups have planned writeshops to prepare the series of TORs to guide the REDD+ readiness program of activities. Component 2: REDD+ Strategy Preparation The REDD+ Secretariat is embarking on a robust consultative and inclusive process to inform the preparation of the TORs for the Drivers of Deforestation and Degradation study, the main underlying study for the REDD+ Strategy. It is envisaged that the Consultants for the Driver Study will be on board by June 2016. Similar process has been adopted for developing the SESA/ESMF consultancy. In preparation for this training workshops have been organized with the UN-REDD team and the WCMC in Paro. Tailored training workshops have also been organized at the district and geog levels. Developing and Testing for Environmental Services for REDD+ learning The REDD+ Secretariat has selected the pilot site for the PES study and is in the process of developing the TORs for the Valuation of Ecosystems Study which will inform the PES design Component 3: REDD+ Information Infrastructure for Forest Management and REDD+ Under this component, focused training and capacity building for the NFI exercise. The FCPF and UN-REDD activities are coherent and coordinated such to reduce duplication and enhance complementarity. The studies that have been conducted under the UN-REDD will inform the REDD+ Strategy preparation. 2. Describe any important changes in the technical design or approach related to the Grant activities. Currently, there are no changes to the technical design 3. Describe progress in addressing key capacity issues (implementation, technical, financial management, procurement) related to this Grant. Robust training programs have been prepared targeting and tailored to various key stakeholder groups. Specialized training courses will be offered to the FRMD staff engaged in the NFI exercise. Courses will be provided by national and sub-regional institutions The team will participate in FCPF organized training events in the sub-region. 4. Describe progress in addressing social and environmental issues (including safeguards) related to the Grant. Is the SESA conducted in accordance with the Common Approach? The REDD+ Secretariat is planning a one week training program on SESA jointly with the UN-REDD team and the WCMC. The curriculum is designed to focus on the key elements safeguards management including with a key focus on the Common Approach. Expected attendees include the REDD+ Technical Working Group on safeguards assigned too develop the TORs for the SESA,and the ESMF when potential investments are identified. 5. Is the ESMF prepared in accordance with the Common Approach? The ESMF will be prepared if any investments are contemplated. 6. Describe progress in stakeholder consultation, participation, disclosure of information, and the FGRM related to this Grant. The REDD+ Secretariat has developed a comprehensive consultations outline to guide awareness, workshops, training and capacity development interventions. At the launch of the REDD+ Readiness program in May 2015, a multi-sectoral stakeholder event was organized, participants included key government agencies and NGOs. The Secretariat ensures to capture and post major outcomes of consultations in the public domain. Prior to the creating a dedicated website, the MOAF has served for circulating REDD+ Readiness related information. Prior to launching the various consultancies, the REDD+ Secretariat has organized project information sessions at the national, district and geog levels and have provided training to DoFPS officials at the district levels. Towards developing a robust GRM for the REDD+ Readiness program, the Technical Working Group would develop a well consulted upon TORs. As indicated earlier, the REDD+ Secretariat is embarking on a robust consultative and inclusive process to inform the preparation of the TORs for the Drivers of Deforestation and Degradation study, the main underlying study for the REDD+ Strategy.
