Open Government 2 SDI is a fundament of transparent governmental work and participation Main Task for transparency is access to the data and an open data strategy with user-orientated services free of restrictions on use in licensing conditions open standards actuality and reliability cost-discussion in respect to governmental budgets (i.e. ~ 8-10 Mio. for geobasisdata on local and federal state level in NRW) Geoportal as main access beside Open Gov Portal examples and use-cases SDI has to become a mandatory component of the Open Government (i.e. Open.NRW Strategy) Brussels, 04th March 2013 - Daniela Hogrebe and André Caffier from GDI- DE

The Problem or why do we need INSPIRE? 3 Facts about Germany 3 administrative levels 13.000 municipalities 16 federal states Facts about North Rhine-Westphalia 18 Mio inhabitants land area of 34.000 km² 1 federal republic They all have spatial data shares borders with 3 federal states, Belgium an the Netherlands 30 counties, 22 cities, 1 city region 396 legally autonomous municipalities somehow somewhere? Make it available!

The Challenge 4 each level of administration has many authorities that hold and use spatial data spatial data is widely spread and distributed across all levels of administration and all domains Make transparent which spatial data you have! Make the spatial data accessible so everyone can use them! COLLABORATION is needed on organisational and technical level!
