Eco-Efficient GEO-REF Information Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities Coverage About ESCAP Secretariat and its work Rationale: eco-efficient energy-water infrastructure Brief Introduction to ESCAP project supported by KECF: implementation of low carbon green growth roadmap in Asia and the Pacific energy-water infrastructure Objective, expected outcome and schedule of this workshop

GEO-REF Information Eco-Efficient Urban Infrastructure, Platform for Disaster Management and Green & Livable Cities ESCAP Regional Arm of the United Nations The regional development arm of the United Nations for the Asia-Pacific region -1 of the 5 United Nations regional commissions 62 Governments 58 within the region, i.e., from Turkey in the west to Kiribati in the east, and from the Russian Federation in the north to New Zealand in the south The largest United Nations body/commission serving the Asia-Pacific region (in terms of population & land area) with 600 staff (about 200 P-staff) Established in 1947 with its headquarters in Bangkok, Thailand since 1949, ESCAP seeks to overcome some of the region s greatest challenges.

Asia-Pacific/ESCAP Region (58 States) GEO-REF Information Eco-Efficient Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities (Timor Leste (formerly East Timor is missing in the list of members))

GEO-REF Information Eco-Efficient Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities ESCAP HQ at Bangkok (Head: Under-Secretary-General/Executive Secretary)

ESCAP Work Focus The promotion of inclusive and sustainable economic and social development in Asia and the Pacific, with the overall goal of achieving the Millennium Development Goals (until 2015), along with other internationally agreed development goals inc. RIO+20 outcome, Sustainable Development Goals (after 2015). It carries out work in the following areas/subprogrammes (main target countries: CSN or LDCs, LLDCs, PIDCs) Macroeconomic Policy and Development Statistics Trade and Investment Transport Environment and Sustainable development Information and Communications Technology and Disaster Risk Reduction Social Development Sub-regional Offices (4: incl ESCAP SRO-NEA) ------------------------------------------------------------ Has 5 regional institutions - APCTT, APCICT, CSAM, CAPSA, SIAP GEO-REF Information Eco-Efficient Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities Policy analysis Technical Cooperation Projects Advisory Services Capacity Building

Eco-Efficient GEO-REF Information Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities OVERALL VISION Sustainable Urban Development Cities/towns in the Asia-Pacific region are more sustainable, resilient and inclusive

Eco-Efficient GEO-REF Information Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities TOWARDS SUSTAINABLE CITIES/TOWNS Economically productive and equitable Sustainable Urban Development Effective governance & institutional arrangements Environmentally sustainable/ Resilient to natural disasters Socially equitable

Eco-Efficient GEO-REF Information Urban Infrastructure, Platform and Green for Disaster & Livable Management Cities Asia-Pacific Development and Water-energy Infrastructure Economic Development together with unplanned urbanization + rapid industrialization; at the cost of high resources & energy consumption (esp. fossil fuel), and high GHG emissions; high water withdrawal and in-efficient use or lack of efficient use of resources (inc. water and energy); increased water pollution (due to release of industrial as well as domestic/urban untreated wastewater); climate change/increased extreme weather events; Results: floods and droughts.; Uneven distribution of fresh water due to change in rainfall pattern Threatened water sustainability and energy security, as well as accomplishing millennium development goals (MDGS) esp., 7; Grow first, clean up later - unsustainable development path

Green Growth: What and Why? GEO-REF Information Platform for Disaster Management Virtuous cycle/ Quality of Growth Vicious cycle/ Quantity of Growth Cheap Resources Resource Efficiency Cheap Labor Productive Labor Force

Eco-Efficient GEO-REF Information Urban WaterInfrastructure, Platform and Green for Disaster & Livable Management Cities Eco-efficiency Eco-efficient Infrastructure The dominant paradigm of centralized infrastructure development depended on exploitation of natural resources. unsustainable A fundamental shift in the management and use of resources is required. Eco-efficiency Eco-efficiency = economic efficiency + ecological efficiency It means creating more goods and services with ever less use of resources while creating less waste and pollution.
