Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions Overall progress towards the achievement of the PDO is satisfactory. TAMIL NADU 1. Resilient Housing - 14,347 (100%) houses that were continuing from earlier ETRP Project are now complete and insured. Out of 121 Multi- Purpose Evacuation Shelters (MPES); 60 MPES are completed and handed over, 12 MPES are complete, 47 MPES are under progress, 2 MPES sites are being changed. All the Emergency Evacuation Routes are complete. Cyclone Resilient Electrical Network Design Consultant to submit DPR and bidding to begin by September 30, 2016. Early Warning System (EWS): Contract for the Early Warning Systems has been awarded. EWS installed on pilot basis in Kanchipuram District. UTL has been given a go ahead for installation. Out of 453 Disaster Warning Announcement systems planned, 121 have been installed. 2. Sustainable Fisheries: Modernization of Fishing Harbour at Mallipatnam: The RRAP is prepared and being implemented. Bar mouth opening of Both at Vellar and Upanar work has been completed. Setting up of Harbour Management Committees is underway. Fish Landing Centres have been completed at both Nagore and Portonovo- Annankoil. STP work orders have been issues, agreement to be concluded. While in FIMSUL: All components; Knowledge Management, Co-Management, and Seamless Communication have made reasonable progress. Additional 32 harbour and fish landing centre sites are now being supported by the project under the co-management model. Need to complete Monitoring and Evaluation system. For wireless communication, procurement has been intiated while licencing issue is being resolved. 3. Capacity Building in Disaster Risk Management Tamil Nadu has created the secretariat for the Disaster Management Authority as a society and recruitment of personnel is ongoing. The SPIU shared the concept note prepared by Regional Integrated Multi-Hazard Early Warning Systems for Africa and Asia (RIMES) for establishment of the Tamil Nadu Centre for Disaster Risk Management (TNCDRM). SPIU also to initiate discussion with RIMES, Institute for Remote sensing and others in establishing a Geographic Information System (GIS) CELL. The SIRD is implementing CBDRM component. Through Community Based Disaster Risk Management (CBDRM), 561 coastal habitations are participating in risk mapping and formation of Village Disaster Risk Management Teams 477 village disaster management plans are formed and total of 2500 task forces have been formed (5 in each habitation). Disaster Risk Management has been introduced in school curriculum from 7th to 10th standard classes while for 11th and 12th standard classes curriculum/ text books have been submitted to the State for approval. This will be included by next academic year. Coastal Zone mapping completed, HTL pillars in all 12 districts and trainings completed. PUDUCHERRY 4. Resilient Housing - of the total 1,447 multi-hazard resilient houses taken up in ETRP and carried over in CDRRP, 1,146 are In-situ (2 beneficiaries have returned their first installment) and 300 relocation. About 972 in-situ houses are complete in all respects and the remaining are at different stages of completion. The 300 relocation houses (Nellavadu) are completed and at the handing over stage. For the 1000 new houses, the list of beneficiaries will be finalized and disclosed by December 30, 2016. Rehabilitation of Public Buildings following the collapse of Mairie Building in December 2014; PIA and INTACT to finalise design and costing as well as hire a structural consultant for the reconstruction of Mairie Building. Bridges and culverts two culverts tendered and 3 bridges will be tendered by September 15, 2016. Underground cabling Tendering for 3 packaged while additional packages bids are in the process. 5. Sustainable Fisheries: 12 work shelters have been handed over to the Fisheries Department; they are being handed over to the respective Panchayat. 1 work shelter is under progress. 5 additional work shelters to be undertaken after seeing the management and maintenance of completed work shelters. For works at the harbor in Puducherry and Karaikal are in progress and construction is good. 6. Capacity Building in Disaster Risk Management Fire Department have procured most of the equipment. Demarcation of HTL The final report covering all four regions (Puducherry, Karaikal, Mahe, and Yanam) will be submitted by October 15, 2015.
