AGEG-Jahreskonferenz Grenzübergreifende urbane und ländliche Verflechtungsräume Herausforderungen und Chancen, 07.11.2013 Lüttich Cross-Border Metropolitan Regions Andrea Hartz agl, Saarbrücken Administrative office of Cross-Border Metropolitan Regions Initiative (IMeG) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 1

Contents Starting points of the discussion about cross-border metropolitan regions The 4 cross-border metropolitan regions of IMeG Objectives of the first phase of IMeG Metropolitan (territorial) strategies Future tasks and objectives of IMeG Further information about IMeG Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 2

Starting point of the discussion about cross-border metropolitan regions (CBMR) in Germany Starting point of the Cross-Border Metropolitan Regions Initiative (IMeG) has been the German spatial development concept growth and innovation passed 2006 by the Standing Conference of Ministers responsible for Spatial Planning (MKRO). When the concepts were elaborated, the border areas had not been taken into account to an adequate degree whereas the interior metropolitan regions had been regarded. German spatial development concept growth and innovation (2006) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 3

Starting point of the discussion about cross-border metropolitan regions (CBMR) in Germany Analysis of Metropolitan areas in Europe (BBSR 2010) The 2010 analysis of the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) Metropolitan areas in Europe examined the spatial distribution of metropolitan functions in Europe: The border regions can absolutely compete with many interior regions in Germany concerning their metropolitan functions! (cartography: agl based on BBSR geodata, in: BMVBS 2011: 52) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 4

Discussion about cross-border metropolitan regions (CBMR) at European level Metroborder ESPON-project The Metroborder ESPONproject carried out by the Luxembourg University also identified cross-border polycentric metropolitan regions (CBPMR) and provided new data regarding this type of space within Europe (ESPON/University of Luxembourg 2010). Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 5

The 4 cross-border metropolitan regions of IMeG The IMeG has been found in 2011. It goes back to the MORO-project Supraregional partnerships in cross-border functional regions (phase 1: 2008-2011). (further information: www.bbr.bund.de) MORO - project partner Spokesman region: Ministerium für Inneres und Sport des Saarlandes Further members: Euregio Meuse-Rhine Regional planning associations: Mittlerer Oberrhein Südlicher Oberrhein Hochrhein-Bodensee Bodensee-Oberschwaben Administrative office of IMeG agl, Saarbrücken (cartography: agl based on BBSR geodata and data of the regions) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 6

The 4 cross-border metropolitan regions of IMeG Today, the 4 cross-border regions of IMeG complete the system of metropolitan regions in Germany. (cartography: agl based on BBSR geodata and data of Website IKM) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 7

Objectives of the first phase of IMeG: Positioning! The objective in the first phase of IMeG was to take positions: 1. Strengthening self-conception and the profile of cross-border regions 2. Strengthening strengths removing obstacles: Central spheres of action in cross-border regional development 3. Europe in miniature : Optimising cross-border governance 4. From the edge to the focus: Better positoning of cross-border regions 5. Working together: Safeguarding interests jointly (IMeG 2012) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 8

Objectives of the first phase of IMeG: Positioning! Strengthening self-conception and the profile of cross-border regions The final report of the first phase of the MORO gives an overview of the specific characteristics of CBMR: cross-border functional interrelations and commonalities, existing institutional agreements for largescale cross-border cooperation, large-scale regionalisation processes and a polycentric spatial structure as well as metropolitan locational factors and potentials for growth and innovation. (BMVBS 2011) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 9

Objectives of the first phase of IMeG: Positioning! First successes in taking position of CBMR Draft of the updated German spatial development concept Enhance competitiveness, 20.08.2013 Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 10

Metropolitan strategies for cross-border regional development Strategic spheres of action: Development of shared perspectives and of images of cross-border regional development Initiation of cross-border information management and regional monitoring Improvement of cross-border cooperation management Development and optimisation of metropolitan governance structures Improving the perception on a national and European level (Mirko Bastian) (Stichting Maastricht Culturele Hoofdstad 2018 (Geschäftsstelle Agglomerationsprogramm Basel) (Website The Locator - AGIT) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 11

Development and optimisation of metropolitan governance structures The reorganisation of the Trinational Metropolitan Region Upper Rhine based on four pillars (Deutsch-französisch-schweizerische Oberrheinkonferenz, modified;in: BMVBS 2011: 31) (Pictures: Dirk Kron, suedlicht moderation. mediation. planungsdialog / Freiburg) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 12

Metropolitan territorial strategies Operative spheres of action: Promoting cross-border mobility Pooling forces in cross-border regions, networking infrastructures Developing environmental protection and cultural landscapes across borders Strengthening CBMR as shared economic and scientific regions (BMVBS 2012) (Dirk Michler) (Stadt Kehl/Peter Heck) (IZES ggmbh) (Achim Mende) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 13

Future objectives of IMeG 1. Combining strategy development based on functional integration and metropolisation with concrete projects to this end, cooperation structures and regional governance are to be further developed 2. Better use and synchronisation of European and national funding policies: More coordination between neighbouring states in cross-border regional development! 3. Establishing a learning network and further developing the self-conception of the CBMR as development motors 4. Anchoring the CBMR as motor areas in spatial planning concepts and developing a coordinated policy of the federal- and Länder governments for these cross-border regions 5. Positioning the CBMR within the European spatial development discourse Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 14

Future tasks of IMeG: Intensifying the networking-process! The objective is to intensify networking and the exchange of experience with: CBMR on European level European networks (IKM, AGEG, MOT) the national sub-regions of the IMeGregions beyond the German border European conference Metropolitan border regions in Europe 2012 in Luxembourg Result: Luxembourg Theses (Dirk Michler) (cartography: agl based on BBSR geodata and data of the regions) Initiativkreis Metropolitane Grenzregionen (IMeG) agl, Andrea Hartz 07/11/2013 15
