A New Approach to GIS at the Ministry for Primary Industries New Zealand Alana Corney and André Post Geospatial Management Team www.mpi.govt.nz 1

Overview Who we are and what we do Our Approach Building Foundation Capability Geospatial Platform Portal for ArcGIS Where we are now? Examples of applications Where to next? 2

New Zealand.. ~2200 km (1380 miles) 3

The Ministry for Primary Industries 4

Brief History of the Ministry for Primary Industries (MPI) 1986 Quota Management System (QMS) introduced. The system sets the foundation for ensuring sustainability, and for maximising the returns New Zealand gets from fisheries. 1987 NZ Forest Service disestablished and split into the Department of Conservation, the Ministry of Forestry and the NZ Forestry Corporation Limited a state-owned enterprise with charge of the Crown's production forestry functions. 1989 The Fisheries Management and Research Divisions of the Marine Department combined with the Department of Agriculture to form the Ministry of Agriculture and Fisheries (MAF). 1995 All Fisheries responsibilities moved to the newly created Ministry of Fisheries leaving the Ministry of Agriculture. 1998 -Some areas of MAF split into State-Owned Enterprises. 1998 - MAF and the Ministry of Forestry merged to become the Ministry of Agriculture and Forestry (still known as MAF). 2002 MAF Food Assurance Authority and parts of Ministry of Health form New Zealand Food Safety Authority (NZFSA). 2007 NZFSA split off from MAF and became its own Ministry. 2010 MAF and NZFSA amalgamated. 2011 - MAF and Ministry of Fisheries merged to create a new ministry that will work across all aspects of primary production. 2012 MAF renamed as Ministry for Primary Industries (MPI), creating a single unifying identity for the recently merged organisation. 5

The Issue Multiple organisations joining into one Duplicate datasets Duplicate staff / functions Disparate data Island systems Manual map making Lack of access for non-experts No integration or data sharing 6

Our Approach Geospatial Programme Stage 1 Geospatial Platform Project Foundational enterprise system Infrastructure, databases, systems, access portal Stage 2 Consolidation Projects Consolidation of systems onto enterprise infrastructure Dynamic data real time analytics Parallel Stream Building people capability 7

Platform Infrastructure Programme Stage 1 Clients GIS Admin Reverse Proxy Network Load Balancer (NLB) GISHub Security Manager Active Security Manager Passive Portal for ArcGIS Network Load Balancer NLB ArcGIS Server 1 ArcGIS Server 2 FME Server File Server Data Servers, Data (Enterprise Geodatabase), Server Directories, Configuration Store 8

The GIS Hub Visible product of platform project for staff Hub of mapping applications Pre canned One map one purpose Simplified Front End for Portal No customisation of Portal Developed in-house Portal content is displayed via API 9

Examples Maori Land Use Viewer Support indigenous farming in NZ Assess potential value of Maori Land Assist land owners in decision making Distance to market Productivity of land Use of surrounding land App creation Data published to ArcGIS Server Secured (Security.Manager) Consumed by Portal for ArcGIS (Internal) 10

Foot and Mouth Disease Preparedness New Zealand is FMD free Important to be prepared just in case Efficient/effective management prevent spread Identify potential sites for carcass disposal GIS Database developed Environmental/social criteria App creation Data published to ArcGIS Server Secured (Security.Manager) Consumed by AGOL (access outside MPI) 11

Examples POC Bee Disease Survey 123 Application Bee Surveillance Programme Apiary inspection Inspections for disease and pests Potential to transform paper form to electronic Survey 123 POC Survey developed - being tested Potential for use of Workforce to allocate inspections to inspectors 12

Where to next? Platform Project (Programme Stage 1) into BAU Applications developed as user needs are identified Education of MPI Staff Development of specialised tools using third party developers Programme Stage 2 of Geospatial Platform Project Consolidation projects NABIS Integration (National Aquatic Biodiversity Information System) Dynamic Data Vessels (Fishing, Cargo, Other) 13

Stage 2 Dynamic Data Management System Stage 2 of Geospatial Platform project introduction of dynamic data into GIS infrastructure MPI currently has a legacy vessel monitoring system Bring into Esri platform (including reporting integration with BI) Sitaware/GeoEvent extension Multiple data feeds 14
