Bratislava Umland Management Coordination of the spatial development of the city of Bratislava and the neighboring Austrian municipalities Metropolisation of River basins, between threats and opportunities Governance of the disparity of development along a river region INTA Real CORP Roundtable, 15th May 2012, Schwechat

Content 1. History of spatial development 2. Present situation 3. Past projects, plans, ideas 4. Project BAUM 4.1 Aims and challenges 4.2 Results / Outcomes 4.3 Innovation / Sustainable development

1. history as a key to present 19th cent.

1. history as a key to present 1970 1918

2. present situation We call the southwest territory 4th Quadrant The 4th Quadrant is empty

2. present situation Villages in Austria are closer to the city center than some cityborroughs of Bratislava

2. present situation - facts 1 functual urban area, but: 3 different mayor language groups (austrian, hungarian, slovakian) and some minor (croatian, roma...) 4 different spatial planning systems (lower-austrian, burgenland, hungarian, slovakian)

2. present situation - challenges How to govern a cross-border Region? How to coordinate its spatial development? How to harmonize the land use on both sides of one border?

3. past projects Long lasting process of intense cooperation 2002-2005 2003-2007 2011-2013 1989 Fall of Iron Curtain 1995 AT joins EU 2004 SK joins EU 2007 SK part of Schengen area 2012

3. Project KOBRA A new situation for austrian villages after 1989 until today only a few with approved spatial plan A joint vision for austrian municipalities at the border to the city of Bratislava But the city of Bratislava was only partly involved...

3. Project KOBRA

3. Danube arm The Idea is to restore former parts of Danube inland delta on the right bank of the river, close to the state border to Austria and Hungary This Idea has 2 Dimensions: Urbanization of an agricultural land, that was forbidden due to iron curtain, but is very close to the city center An additionally and effective flood protection, no need to build higher flood parapets in the city

4. Project BAUM There is a need to coordinate common spatial development, because we have: plans cut along borders ideas that need a discussion questionable projects

4.1 Aims and Challenges Identify relevant issues together (e.g. pressure on building areas) Elaborate a detailed cross-border development strategy Convert into binding planning instruments (e.g. Bratislava Urban Master Plan) Set up first institutionalized Cross-Border Urban Regional Management

4.2 Results Robust planning tool across administrative borders functioning network for cooperative planning between a city and it s rural neighbours Multilateral Expert Platform (MEP) Urban & Regional Planning Concept (URPC) Joint management structure

4.2 Outcomes Multilateral expert platform

4.2 Outcomes harmonised information base

4.3 Innovation Spanning differing legal and administrative planning systems Cooperation between urban and rural areas across state border Acknowledging adavantages of cooperation: self imposed joint development plan

4.3 Sustainable development City of Bratislava, Bratislava self-governing region, 2 austrian federal states: Lower Austria and Burgenland, Regional Management Lower Austria, Regional Management Burgenland 8 city districts, 14 municipalities Decision-making by spokespersons at the MEP Project steering committee, external experts,...

4.4 Future tasks learn the hungarian language learn the hungarian spatial planning system start the cooperation with hungarian municipalities establish a city region management including hungarian suburbia
