Plan The Core Data Scope Deliverable 7-8 June 2016 WGA workshop to investigate work plans on core data specifications The WGA Work Plan

The Core Data Scope Deliverable

Final list of selected core data themes Annex I Coordinate Reference Systems Geographical Grid Systems Geographical Names Administrative Units Addresses Cadastral Parcels Transport Networks Hydrography Protected Sites Annex II Elevation Land Cover OrthoImagery Geology Annex III Statistical units Buildings Soil Land use Human health and safety Utility and governmental services Environmental monitoring facilities Production and industrial facilities Agricultural and aquaculture facilities Population distribution - demography Area management/restriction/regulation Natural risk zones Atmospheric conditions Meteorological geographical features Oceanographic geographical features Sea regions Bio-geographical regions Habitats and biotopes Species distribution Energy resources Mineral resources

January 2016 WGA workshop to select core data themes User requirements investigation Identify the SDG targets that consume GI For each selected SDG target Identify use cases, identify the geographic data necessary For each INSPIRE data theme Make a summary of use cases Selection based on criterion geospatial data the most required by SDG use cases, either directly or indirectly (as framework) Eurostat and JRC wish to add theme US (Governmental Services) To be discussed during next WGA workshop (7-8 June)

Structure of the Deliverable 1. Executive summary 2. Introduction 3. Methodology to select the core data themes 4. Selected themes with selection rationale 5. Other conclusions main learnings (cf. next slide) next steps of WG A work Annexes list of report contributors list of the interviewed experts list of the SDGs and targets taken into account by WG A Supporting Documents Submitted to your validation

Main learnings Confirms wide use of Geospatial Information to analyze, monitor and achieve SDGs Geospatial information is required at all levels of detail From local to global

Main learnings: Direct use versus indirect use topographic themes selected mainly because of their direct use for SDGs administrative themes mainly because of their indirect use ability to be combined with other data

Findings potentially usable by the WG on Global fundamental geospatial data themes INSPIRE Terminology User Requirements Investigation European Core Data Provide common understanding of data concepts (themes, features, attributes) Global Fundamental Themes Might be used Mostly common as based on SDGs Ambition More data available Relatively high ambition Less data available? Lowest ambition? (developing countries)

7-8 June 2016 WGA workshop to investigate work plans on core data specifications

Preparatory work Scope State-of-play of INSPIRE specifications Which way from INSPIRE to core data? Objectives of the preparation State-of-play of INSPIRE specifications Which way from INSPIRE to core data? User requirements - use cases As-is analysis (existing data) Content data model Levels of detail - Quality Potential contribution from ELF to WGA (teleconf)

Agenda Objectives of the WGA June meeting First investigation of core themes and proposed actions (work plans) to decide on core data specifications Present and discuss the preparatory work for each theme Present and discuss the issues common to all themes Decide on next steps especially chose the 3 themes to be specified before end 2016

Open Issue Can WGA envisage to recommend a change in governmental process? Such issues may arise later during specification work Example 1: recommend to create real addresses (number + street name) in whole territory Example 2: recommend cadastral parcel to exist in whole territory Public domain, marine cadastre, etc.

The WGA Work Plan

Core Data Specifications: What ambition level? Core Data Spec Documents should be shorter and simpler than INSPIRE Spec Documents In compliance with ExCom request INSPIRE chapters on which WGA has no modification to bring example : just refer to INSPIRE chapter Metadata WGA necessary work to make decisions Cote Data Content: select subset of INSPIRE data content Core Data Quality: to ensure Core Data Homogeneity

Core Data Specifications: Realistic targets 3 core themes specified by end 2016 Best endeavours In compliance with ExCom request 13 (or 14?) themes specified A couple of themes: Mid-2017 All themes: End 2017 (at best)

Realistic targets for Other Deliverables Deliverable 2) Report on economic model End 2018 Deliverable 3) Report on existing political and financial frameworks Mid 2019

Thank you for your attention
