Implementation Status and Key Decisions Summary of Project Status and Recent Progress: Since the former ISR, major progress has been attained toward meeting the target of awarding, before the end of CY2017, works contracts for four schemes worth 40% of total project costs and serving 40% of the project target areas: Makhtaral 1, Aris-Turkistan, Almaty BAC, and Kapal. This progress has been achieved after extensive guidance from the Bank team, and after the senior management of SMEC (the Client s implementation consultant, contract US$33 million) visited Astana two times to resolve cumbersome Client-SMEC contractual issues. The progress achieved can be summarized as follows: 1. SMEC has finally obtained its Design License from GoK, after the third attempt (two attempts failed over the last year). 2. Topographic and hydrogeological surveys, and consultations with farmers, have been completed for nine of the project s total ten schemes (except Kyzylokom; surveys completed only 45%). 3. Detailed designs and costing, including safeguards documents, have been nearly completed for three schemes, worth around US$120 million: Makhtaral 1 (lot #1 100%, lot #2 90% completed), Aris-Turkistan (95%), and Kapal (100% completed). Almaty BAC design completion is 50%. 4. Designs for two schemes/lots (worth US$45 million) have been submitted to the Sate Review Expertise, SNiP. The Client team and consultants had discussed the designs with SNiP to ensure that SNiP will not return the designs with major comments, and hence, to save time, SNiP s official approval for all schemes will be sought in parallel to undertaking the ICB/NCB tendering process. 5. Despite initial reluctance from the Client s reserved technocrats/operators, the Client has agreed with the Bank team to include in the designs key irrigation modernization elements (Long Crested Weirs, automation via SCADA, and canal lining via Bituminous Geomembrane which does not require costly concrete protection). 6. Client and SMEC are working on revisiting SMEC s Lump-Sum and Time-Based contracts on the Institutional and Agricultural Components (Components #2 and #3), in order to reflect the GoK new Law which tasked the local government agencies (KVKs/RVKs) with additional irrigation O&M roles. Bank team has been guiding the two parties to undertake the respective contract amendment. Key Issues and Actions for Management Attention: With this progress, at least three schemes worth US$120m are expected to be tendered out to the ICB/NCB bidders during June 2017, and hence, to be awarded by late September/early October 2017. The fourth scheme, Almaty BAC, is expected to be awarded during November 2017. Thus, for this ISR, the Team recommends maintaining the PDO and IP ratings at MS and MU respectively, to be revisited by October 2017 once the three aforementioned schemes are awarded (committed) successfully. Since the approach to the envisaged SYNAS2 project is now being revisited, the Kyzylorda Akimat and the Bank team have agreed in principle to seek implementing under IDIP2 the urgent Kyzylorda barrage works and flood-control works that were sought to be financed by SYNAS2. The Akimat will work with the Client CWR on this arrangement, which would also require support from the Bank team. 6/7/2017 Page 2 of 7
