The 3 rd UN-GGIM-AP Plenary Meeting Challenges and Issues for Regional Geoportal on Disaster Data Sharing - from Perspective of China ZHOU Xu, Vice Chair of WG2 National Geomatics Center of China Outline of speech 1. Perspective on Capabilities and Expectations of Regional Disaster Management Geoportal 2. Geoportal architecture 3. Disaster Management phases 4. Processing for Disaster Management phases 5. Implemented Sample of Disaster Management Geoportal 1

1 Perspective on Capability and Expectations of Regional Disasters Management Geoportal 1 Identification of required items to be placed in Geoportal 2 The required capacity for processing 3 Identification of sample processing results 4 Management maps sample of derived map made 5 The access levels for users in geoportal 1 required items to be placed in Geoportal Data: Background data: basic geospatial data, remote sensing imagery organizations, human resources, relief supplies, medical resources, communication resources, transport resources, shelter and other resources available while emergency happens; socio-economic; important objects to be protected; monitoring/observing sites; dangerous sources; pollution sources; potential hazard; Real time data of disaster: statistics, remote sensing imagery, on-site photo etc. Data processing: services(software and hardware) Models: for decision making Knowledge: laws, regulations, standards, specifications, emergency plan, best practices 2

2 The required capacity for processing Imagery data processing Ortho-rectification Classification Change detection 3D model making Analyzing Geospatial analysis Spatial query Geo-statistics Mapping and presentation Symbolize 3D Fast Parallel Computing GPU/Multi-CPU Concurrency Many users 3 Sample processing results Ortho rectified UAV (unmanned aerial vehicle) Imagery data covering part of earthquake area 3

On-site photo Change Detection 4 Management maps sample of derived map made Map of seismic intensity Map of losses caused by disaster 4

5 The access levels for users in geoportal Public users Expert users Data publisher Data consumer Data processor Model developer Service publisher Decision makers Do not use data, use services 5

2 Geoportal architecture a) Components to creating the disaster management Geoportal b) Recognition of required standard for web service c) Detection of connection between catalogue service and map servers with Geoportal a) Components to creating the disaster management Geoportal Policy: Base of Data Sharing Standard Institution/Funding Hardware(Computing/Storage/Network) Software User Information Collector (Sensors) 6

b) required standard for web service OGC standard family WTS/WMS WFS WPS WCS WWW standard family HTTP/FTP/HTML/ c) Detection of connection between catalogue service and map servers with Geoportal catalogue service is an index of map servers catalogue service is a key component of the software system 7

3 Disaster Management phases Identification of DM phases priority to support Geoportal Before disaster: Risk detection and disaster preparedness Background data Data processing services Models region planning and emergency plan making During disaster: Loss estimation and Emergency response Real time data of disaster and situations Data processing services Models After disaster: Loss evaluation and Reconstruction planning Data of background and disaster Data processing services Models 4 Processing for Disaster Management phases required processing for Disaster Management phases Before disaster: Risk detection and disaster preparedness Geospatial analysis Spatial query Geo-statistics Mapping and presentation During disaster: Loss estimation and Emergency response Imagery data processing Geospatial analysis Mapping and presentation After disaster: Loss evaluation and Reconstruction planning Geospatial analysis Spatial query Geo-statistics Mapping and presentation 8

4 Processing for Disaster Management phases Required standards for processing implementation Imagery data processing: OGC-WPS Geospatial analysis: OGC-WPS Spatial query: OGC-WFS Geo-statistics: OGC-WFS/WPS Mapping and presentation: OGC-WMS/WTS 5 Implemented Sample of Disaster Management Geoportal Presentation of national disaster management Geoportal There is not a special geoportal for DM in China An national information system for emergency response is in planning, which is to run on intra-net. The Tianditu.com, the national geo-infomation platform of China running on internet now plays part of the role of disaster management Geoportal. 9
