Why Olongapo Needs to Plan for DRRM and CCA? From 2005-2011, 12 typhoons, 8 tropical storms and 4 tropical depressions passed within the 300 km radius of the City (Source: Subic Bay Weather Station Compex, PAG-ASA) From 1997 2011, the City has declared 10 state of calamities that drain the city coffers Year 2011 s rain induced landslides killed 6 individuals, injuring 7, and displaced 283 individuals. 7 Why Olongapo Needs to Plan for DRRM and CCA? Within a span of 4days for a quantity of rainfall of 101.5 to 163.8 mm, a City wide flooding would occur that may results to the foll., among others: 15 villages would be flooded in varying depth from 2 ft to 6 ft. In 2011, suspension of classes to 142 public & private schools, affecting 44,393 school aged population were caused by tropical typhoons and storms, higher than the previous year. Monsoon rains caused 17% of suspension of classes; 8 4

Barretto Landslide Area with CBMS NRDB Map overlayed 13 Olongapo City Current Initiatives in Planning for DRRM & CCA With the support of DILG and UN Habitat, the City was able to come up with its Climate Change (CC) Vulnerability Assessment and already included in the 2011 Olongapo City Ecological Profile CBMS Program role in the CC Vulnerability Assessment: It provided the detailed information on the vulnerable households/ individuals, places, sectors, among others in the identified hot spots/ danger zones 14 7

Other initiatives in DRRM and CCA Mainstreaming DRRM and CCA in the City s Land Use and Development Plans Accomplishment to date : Drafted the City s Revised Zoning Ordinance with the following features incorporated, among others : Building Character and Architectural Design (Adopting a Green Template Policy integrating in the design the Energy efficiency and rainwater harvesting) Land and Building Management Construction in flood prone areas to consider in their design the highest flood elevation that occurred in the area; Construction in landslide prone areas shall submit an Engineering Geological & Geohazard Assessment Report (EGGAR) as an additional requirement in securing building permit and locational clearance), etc. 19 Thank you!
