THE CITIENGOV PROJECT Project idea Energy is a horizontal policy issue which influences directly or indirectly all other policy areas and consequently the whole socioeconomic system. Given this assumption, (urban) public authorities play a key role as "facilitators of the energy transformation process. They should coordinate approaches to formulate and plan low-carbon energy strategies.
