SNOW AND ICE CONTROL SERVICES - (4) SEPARATE DEPARTMENTS SCHEDULE C REQUEST FOR PROPOSAL 2244 Schedule C By-Law Snow and Ice Control Services - Project Specifications for Various Parking Lots 1.0 General 1.1 The Work will be on an as and when required basis Monday to Sunday including statutory and civic holidays observed in British Columbia. Work performed will be billed at the hourly rates submitted on Schedule E By-Law tab. 1.2 All materials required by the Contractor to perform their Snow Removal and Ice Control accordance with the Project Specifications for Wallace, Wentworth, Cavan (2) and Selby Street Parking Lots shall be the sole responsibility of the Contractor. 1.3 Should a Contractor not be able to respond to any parking lot, they are to contact the City s Representative as soon as possible so another Contractor can be arranged. The City expects the Contractor to be able to perform the Work at all parking lots when required. 1.4 The Contractor shall pay for all damages caused by their operators and/or Equipment; for example to the existing buildings, landscapes, fences, hedges, sidewalks, vehicles and other Equipment present on parking lots. The City will not permit the use of any equipment, which by design can potentially cause damage to any of the infrastructure. The Contractor shall immediately report to the City s authorized Representative any damage or incident which may have occurred as a result of actions taken by the Contractor or any of their employees or Sub-Contractors. 1.5 Whenever a snowfall occurs, the Contractor shall be responsible to inspect the parking lot site(s) and determining whether or not snow clearing and ice control is required. 1.6 All Equipment must be: a. supplied with hazard warning lights beacon or strobe, must be visible from the front and rear of the machine; and b. Back-up alarm 1.7 Equipment shall be suited for the work required under this Schedule C as solely determined by the City s authorized Representative and shall be in good operating condition. 1.8 No Equipment, tools, or materials can be stored on-site. The Contractor must remove all Equipment and materials from the parking lot by the end of the workday unless permission is granted by the City s authorized Representative. 1.9 The Contractor and its employees or agents will abide by the City policies related to Page 1 of 12 Date Issued: August 31, 2018

The Contractor will be liable for damages or injuries caused by negligent operation of any Equipment used by the Contractor s employees or agents. Equipment used by the Contractor for delivery of Services to the parking lot must be well maintained and regularly serviced. 2.0 Bastion Parkade Parking Lot 2.1 Bastion Parkade is located at 236 Bastion Street, Nanaimo BC. 2.2 When a snow event occurs in Nanaimo, the Manager of Community Safety or his designate shall arrange for the top two levels of the Bastion Parkade to be closed to the public. The top two levels shall remain closed until the end of the snow event, and if in the opinion of the Manager of Community Safety or his designate, there is an accumulation of snow and the weather forecast is such that the likelihood of the snow not melting in the following six (6) hours, the Contractor shall be notified by phone and or email that plowing will be required. In the event of a major snow event, it may be a requirement to remove the accumulation of snow from the upper two decks of the Parkade. Before this can occur, the Manager of Community Safety or his designate will provide approval for the work. 2.3 All equipment used in removing or plowing snow will have approved rubber or plastic guards attached to the blades to prevent damaging the membrane applied to the deck surface in the Parkade. Attached to this Schedule C is the Traffic-Bearing Deck Coating Systems Maintenance Manual for Ice Control and Snow Removal. 2.4 No sand or similar product can be deposited on the deck surface of the Bastion parkade as it will damage the membrane on levels 7 and 8. City staff or maintenance persons will be responsible for the use of a Snow Melt product at this location. 3.0 Wallace and Wentworth Parking Lots 3.1 Wallace & Wentworth Parking Lot is located at 340 Wentworth Street, Nanaimo BC 3.2 Snow plowing operations to commence when two (2 ) inches, or more, of snow accumulates as determined by contractor; irrespective of time of day or day of week and including all holidays. Commencements of plowing operations are at the discretion of the Contractor, based upon snow accumulations at the Property. Customer understands that snow accumulations may vary throughout Nanaimo and the region, and that accumulations in one area are not necessarily indicative of the accumulations at the Property. Customer maintains the responsibility for monitoring and inspecting premises. Page 2 of 12 Date Issued: August 31, 2018

SNOW AND ICE CONTROL SERVICES - (4) SEPARATE DEPARTMENTS SCHEDULE C REQUEST FOR PROPOSAL 2244 3.3 Salting or a combination of salt and sand is required immediately once snow has been removed on the areas specified for clearing after the end of snow fall. 4.0 Cavan (2) Parking Lots 4.1 Cavan (2) Parking Lots are locate at 35 and 95 Cavan Street, Nanaimo BC 4.2 Snow plowing operations to commence when two (2 ) inches, or more, of snow accumulates as determined by contractor; irrespective of time of day or day of week and including all holidays. Commencements of plowing operations are at the discretion of the Contractor, based upon snow accumulations at the Property. Customer understands that snow accumulations may vary throughout Nanaimo and the region, and that accumulations in one area are not necessarily indicative of the accumulations at the Property. Customer maintains the responsibility for monitoring and inspecting premises. 4.3 Salting or a combination of salt and sand is required immediately once snow has been removed on the areas specified for clearing after the end of snow fall. 5.0 Selby Street Parking Lot 5.1 Selby Street Parking Lot is located at 299 Selby Street, Nanaimo, BC. 5.2 Snow plowing operations to commence when six (6 ) inches, or more, of snow accumulates as determined by Contractor; irrespective of time of day or day of week and including all holidays. Commencements of plowing operations are at the discretion of the Contractor, based upon snow accumulations at the Property. Customer understands that snow accumulations may vary throughout Nanaimo and the region, and that accumulations in one area are not necessarily indicative of the accumulations at the Property. Customer maintains the responsibility for monitoring and inspecting premises. 5.3 Salting or a combination of salt and sand is required immediately once snow has been removed on the areas specified for clearing after the end of snow fall. 6.0 Staffing and Personnel The Contractor will provide at least one (1) 24-hour number to be used for callouts during the Winter Season. In the event of significant snow accumulation and subsequent snow clearing service requirements, coordination may be required to ensure all machinery is effectively deployed. SNOW AND ICE CONTROL SERVICES - (4) SEPARATE DEPARTMENTS SCHEDULE C REQUEST FOR PROPOSAL 2244 7.0 Safety 7.1 Maximum safety efforts must be provided when operating heavy Equipment and vehicles on the parking lots. All Equipment must be equipped to meet, or, exceed the latest WorkSafe BC and Provincial Government Motor Vehicle safety standards set for this type of work. All operators should be briefed on all aspects of the safety precautions necessary when working near, or on City property. 7.2 The Contractor shall take care to ensure the safety of staff, public, vehicles and property whilst on any municipal property. The services shall be performed in accordance with existing provincial and municipal regulations and by-laws latest requirements. Contractors must report to the City s authorized Representative any areas that will pose a hazard even after clearing. For example; an area has been cleared and salting/sanding has been applied but is still a sheet of ice and should be closed. 8.0 Documentation of Work Performed 8.1 The Contractor shall provide a completed log sent to the City Representative detailing all snow clearing and removal and ice control activities for each of the parking lots after each event. The log form format will be provided by the City which will include, but not limited to the following items: Date of Activity Location Start Time End Time Name of Operator Weather Conditions Services Performed (incl. equipment used Materials Applied (including amounts Comments / notes / observations 9.0 Invoicing and Payment 9.1 The Contractor shall complete and submit the invoices for each snow event or monthly whichever comes first. 9.2 Invoices should be sent to the City s Accounts Payable Department at the following email address; finance.division@nanaimo.ca and should include as a minimum: a. Purchase Order number; b. Contract Document Number/Name; c. City contact full name (first and last); Page 4 of 12 Date Issued: August 31, 2018

Include Documentation of Work Performed; g. Applicable taxes shown as a separate line item 9.3 Payment term is Net (30) days from receipt of an accurate invoice. Electronic Funds Transfer (EFT) is the preferred method of payment. EFT is a direct deposit into the Contractor s bank account. 9.4 The City reserves the right to reject and/or return invoices containing discrepancies for correction and/or re-invoicing without penalty. 9.5 No payment for extras shall be made by the City, unless approved by the City s authorized Representative assigned to the Contract for Schedule C.
